FIRST: CONSOLIDATION OF COMMON ACTION AMONG MEMBER STATES:

1. We stress the need for effective coordination in all regional and international forums for the sake of safeguarding and consolidating common interests of the Muslim Ummah, including the reform process of the United Nations and the expansion of the UN Security Council.  
2. We express concern over the escalation of anti-Islamic actions that contradict the principle of freedom of faith, we call upon all member states to take all appropriate measures, including acting within the United Nations to enact relevant international legislations that ban any act involving abuse of faith and instigates hatred, discrimination and violence against religious symbols and persons based on their religion.
3. We condemn acts abusive to Islam, in particular the film and cartoons abusive to Prophet Mohammed (PBUH) we denounce these acts that are encouraged under the allegation of the freedom of expression, although they are considered as deepening and encouraging religious hatred and instigate discrimination and hostility.

SECOND: THE PALESTINIAN ISSUE and THE OCCUPIED ARAB TERRITORIES

1. We reaffirm that the Palestinian issue is the pivotal issue and that it is made the key issue in our international forums till the legitimate rights of the Palestinian people are resorted as embodied in the establishment of its independent state with Quds Al-Sharif as its capital city.
2. We strongly reject the Israeli policy of settlement, call for all settlement works, legislative and administrative measures and actions that aim at changing the legal status of  the city of Quds Al-Sharif to be stopped  and call upon the UN Security Council to  expeditiously act to remove settlements.
3. We welcome the UN recognition of the State of  Palestine issued by  the UN General Assembly in November 2012 and granting it an observer`s status, call for the immediate enforcement of this recognition and call on all member states to upgrade the  level of diplomatic relations to that  of  state relations.
4. We call for the release of all MPs, members of the Palestinian Legislatures and all the other Palestinian prisoners who are clamped in the Zionist enemy prisoners.
5. We reject the decision of the Zionist entity to impose its laws on the Occupied Syrian Golan Heights, confirm invalidity and non-legitimacy of such decisions reject Israeli threats against Lebanon and call for putting an end to the Israeli occupation of Lebanese lands.

THIRD: SUDAN

1.  We commend efforts exerted by Sudan at the regional and international levels to settle peace  in  Darfur, we applaud the Doha Accord, call on the non-signatory factions to catch the procession of peace and call on  the international community and donor countries to honor the  development  pledges  they made  to help the settlement of  comprehensive peace .
2. Support the Republic of Sudan in confronting external threats, reaffirm our rejection of the   decision of the International Criminal Court against President Omer Al-Bashir and call for it to be categorically and unconditionally repealed as it constitutes a violation of international Law and a flagrant encroachment of the national sovereignty of the Republic of Sudan.
3. We welcome the Addis Ababa Agreement signed in December 2012 for cooperation to resolve outstanding issues between Sudan and South Sudan and call on the international community to urge both parties – especially South Sudan -   to abide by the implantation of the Agreement.
4. We strongly condemn the Israeli aggressions against Sudanese territories in the Red Sea State and the bombing of Yarmouk Factory in Khartoum.
5. Expresses appreciation to the development achievement by Sudan in the economic fields, and affirms that its huge economic and natural resources is making the Sudan a home for investment in vital areas and for food production which would secure food for the Islamic nation.

FOURTH: PEACEFUL UTILIZATION OF NUCLEAR TECHNOLOGY AND DECLARING THE MIDDLE EAST FREE FROM THE MASS DESTRUCTION WEAPONS PARTICULARLY THE NUCLEAR WEAPONS.

1-    Affirms the inalienable, firm and equitable rights for all peoples for free attainment and acquisition of technologies and nuclear modern utilizations and the freedom of use for peaceful purposes and, calls for declaring the Middle East a region a fully free from the mass destruction weapons without any exclusion.
2-    Calls for the attention of the international community to the need to halt all experiments on the production and development of the mass destruction weapons and requests the allocation of the funds expended on the production of these weapons, to the expansion in the peaceful and beneficial usage of scientific research for the advancement of humanity, upgrading its efficiency and capacity in the eradication of poverty, starvation and diseases.

FIFTH: COMBATING TERRORISM:

1-    Rejects all forms of terror as well as rejecting any validation or pretexts to justify it as regarded an international phenomenon of no religious, race, color or country linkage.
2-    Recalls the importance of differentiation between terrorism and the legitimate resistance to foreign occupation, calls for an international conference under the umbrella of the United Nations to define terrorism and terrorist acts.
3-    Affirms commitment to the Anti-Terrorism accord of the OIC and urges member states to introduce qualitative comprehensive changes in the national laws and systems to incriminate all terrorist exercises and all forms of support, funding and instigation.

SIXTH: POLITICIZATION OF INTERNATIONAL JUSTICE AND THE DUALISM OF STANDARDS:

1-    Calls the enforcement of the rule of law and accords which were concluded in the international organizations foremost is the United Nations, noting that the unfair application of their provisions resulted in the dualism of standards which have caused mistrust in the effectiveness and the justice of these institutions.
2-    Considers the ICC as a political instrument which has no connection to justice and calls upon the member states which signed and endorsed the Rome Statue of the ICC to withdraw their ratification.
3-    Notes the need to energize the especial proposal on the establishment of a Muslim Justice Court and calls for adopting a decision in this regard to contribute to the resolution of conflicts among the Islamic states without infringement to the sovereignty of the member states and to respect their independent judiciary

SEVENTH: CURRENT DEVELOPMENTS IN THE ISLAMIC STATES:

1-    Affirms the supporting position on the preservation of the sovereignty of the Republic of Mali, its unity, independence, the inviolability of its territories and calls to support Mali to meet the current humanitarian crisis.

2-    Welcomes the efforts exerted to finalize the transitional stage in Somali State, support the resultant success of the political process in the frame work of the unity of Somalia, rejects any foreign intervention in Somalia outside the legitimate contexts.
3-    Requests the immediate unconditioned full withdrawal of Armenian forces from all the occupied Azerbaijan occupied territories, call for respect of the sovereignty of the Islamic Republic of Azerbaijan and the inviolability of its territories.
4-    Declares solidarity with the Turkish Cyprus to overcome the imposed isolation on the State and calls upon Greece to respect the rights of the Muslim Turkish minority in Western Tarija AND Dudukaniz.  
5-    Calls for a peaceful settlement to the Jammu and Kashmir issue in accordance with the resolutions of the United Nations:

EIGHTH: PROTECTION OF THE MINORITIES AND MUSLIM:

1-    Affirms the rights of Muslim minorities of preservation of their dignity, safety, honor and their right in the freedom of religious practices, work and income-earning, protection of their money and assets and rights of enjoyment of all rights enjoined the citizens of the state in line with cultural identity.
2-    Expresses support and solidarity with all Muslim minorities in the world, especially the harassment of the Rohingya Myanmar.
3-     We call for organizing a symposium on situations of the Muslim minorities in the non Muslim States), with the participation of all the member States where researchers and academicians will invited to conduct study on the situation minorities and come out with a vision to support them according to the Islamic religion principals.

NINTH: ECONOMIC AFFAIRS:

1.  We confirm the necessity of empowering the institutions of the OIC and activate its components by establishing financial, economic and commercial institutions capable of assisting the Islamic States to support their lands and programs aiming at realizing a comprehensive and reform their economies.
2. We call for establishing supporting institutions for the OIC structure to strengthen its existing institutions as well as enhancing its activities in the field of economic cooperation through supporting the IDB besides establishing an Islamic monetary fund to assist the Islamic States.
3. We affirm the necessity of promoting and disseminating the Islamic economic thought to encounter he negative impacts of the international financial crisis which are a natural result for usury and monopoly after the failure of capitalist model.

TENTH: HUMAN RIGHTS:

1-     We confirm that the principals and the Islamic basis establish good governance and the basic concepts of human rights. We call for expanding the political participation in Shura’ and guarantee equality, civil freedoms and social justice as well as enhancing transparency accountability and eliminating corruption in the OIC States.

2.      We urge the member States to enhance the international democracy values, Shura’, human rights and international law in a manner that will be in consistency with the high Islamic values.
3.     We call for establishing permanent independent bodies to guarantee preserving, promoting and developing human rights in the member States as well as calling for setting an Islamic human right charter.

ELEVENTH: DIALOGUE BETWEEN RELIGIONS AND CIVILIZATIONS:

1. We affirm that the civilization dialogue, manifesting common values, dialogue between religions based reciprocal respect and understanding and equality between people is necessary for international peace security tolerance and peaceful cohabitation.
2. We call for deepening dialogue between the Islamic Fiqh schools, combating fanaticism, extremism, perfecting religious understanding and religious norms, rejecting violence and harm.
3. We confirm necessary coordination between Fatw’a bodies in the Islamic world aiming at unifying the Fatw’a that confirms the basics principals of religion upon which the Fiqh Islamic schools have agreed.

TWELFTH: MUSLIM WOMAN:

1. We call upon the PUIC to lead an initiative to develop the Muslim woman, preserve and guarantee her rights in the national legislations as well as enhancing her role in the different activities of PUIC besides calling upon the member States to allow the Parliamentarian women to participate in the delegations conferences.
2. We call for focusing the efforts to provide spiritual, ethical, cultural and social circumstances for Muslim women capacity building, developing her personality increasing her contribution for building the family and bringing up children, rejecting all types of cultural invasions that harm the Muslim society particularly youth and women.
3. We point out taking all legislative and political majors besides approving plans and programs that enhance women’s role in the society along with assisting the roles performed by parliamentarian women in particular at the national level or in the regional and international organizations.
