Dear brother, Mr. Mouhamed Khouraichi Niass,

Secretary General of the PUIC,

Urgent Call to Support the Palestinian People

Excellencies, ladies and gentlemen,

At the outset, I would like to extend to you, on behalf of myself and the Palestinian National Council, our sincere respect and appreciation for your efforts to serve the causes of justice, dignity, humanity and international peace.

We enclose herewith an urgent call for support issued by Mr. Rawhi Fattouh, Speaker of the Palestine National Council, highlighting the unprecedented and multifaceted humanitarian catastrophe suffered by the Palestinian people, particularly in the Gaza Strip, as a result of the ongoing genocidal war and the unjust blockade.

We are hereby appealing to you, in the name of humanity and sound conscience, to fulfil your parliamentary duty of standing in solidarity with the Palestinian people by adopting a one-time emergency humanitarian legislative initiative, aimed at providing relief and contributing towards the provision of basic life-saving needs, in addition to supporting the proposal to establish a special international fund to provide immediate relief under the supervision of the United Nations Relief and Works Agency (UNRWA), given its long experience in this field.

We hope that this appeal will be received by your Excellencies with open arms and hearts, and that it will mark the beginning of an urgent action translating your roles as humanitarian and legislative leaders.

Call for support addressed to:

- Arab Inter-Parliamentary Union.

- Arab Parliament.

- Parliamentary Union of the OIC Member States.

- Parliamentary Network of Non-Aligned Countries.

- Asian Parliamentary Assembly.

- Friendly national Parliaments from various countries around the world.

After the situation in Palestine has deteriorated to its current tragic state, marked by death and killing through airstrikes, tanks, artillery, and naval forces; death from hunger, thirst, cold, heat, displacement, and the severe shortage of medicine and treatment; and the deliberate targeting of hospitals rendering them inoperative. And after the destruction of virtually everything, including homes, buildings, mosques, schools, universities, and vital infrastructure, in addition to the ongoing blockade and the withholding of Palestinian clearance revenues, which now exceed two billion US dollars, death is now haunting every Palestinian who is still breathing and moving.

In light of this deadly and unprecedented situation, one without parallel in the world or throughout history, I, the Palestinian citizen Rawhi Ahmad Muhammad Fattouh, a resident of the city of Rafah, which has been entirely wiped off the map and whose inhabitants have been forcibly displaced and confined to an area no larger than three square kilometres, as is the case with all the cities and towns of the Gaza Strip, from Beit Hanoun and Beit Lahia to Gaza City, the Central Region, and Khan Younis, where people have been cornered in narrow areas on the seashore, where Israeli forces continue to target them with lethal force, even as they shelter in tents, and worst of all, even in food distribution centres, which have now become sites of execution.

In my capacity as Speaker of the Palestine National Council, I hereby appeal to friendly international, Arab, Islamic, continental, and national parliaments across the world to stand in solidarity, with dignity and honour, in support of the Palestinian people, both Muslims and Christians alike.

I urge you to enact, even if only once, legislation or measures that would allow the donation of the equivalent of the cheapest meal, or a litre of water, or a box of medicine, or a milk box for a child starving to death. Extend urgent aid to them in the Gaza Strip, the West Bank, and Al-Quds. The Palestinian people are calling on to you, in the name of all humanity, to come to their aid and protect them from a massacre waged under various names by multiple means.

Save us from death by oppression.
Save us from death by starvation.
Save us from death by illness.
Save us from death by cold.
Save us from death by heat.
Save us from death by thirst.

While the bombardment by warplanes, tanks, missiles, and artillery may lie beyond your immediate ability to halt, and we understand that, you have the power, still, to prevent the engineered forms of death imposed by the State of Israel, and you have to power to save the lives of our steadfast, patient, and faithful Palestinian people.

Please accept our highest consideration and deepest respect.

Speaker of the Palestine National Council.
