RESOLUTION No.1/5-CONF
ON THE PALESTINIAN NATIONAL UNITY
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
1.     Recalling the resolutions adopted by the UN General Assembly and the UN Security Council, particularly resolutions 242 (1967); 252 (1968); 338 (1973); 425 (1978); 465 (1980); 476 (1980); 478 (1980); 681 (1990); 1073 (1996); 1397 (2002);1435 (2002); and 1515 (2003) and UN General Assembly resolution 194 on refugees, as well as resolution ES-10-10 adopted by the 10th Extraordinary Emergency Session of the General Assembly in 2002 on illegal Israeli practices in the occupied East Jerusalem and the other occupied Palestinian territories, as well as the UN General Assembly resolution ES-10/L15 on the apartheid wall which Israel is building on Palestinian land;
 
2.       Further recalling the resolutions adopted by the 9th Session of the Council of the PUIC particularly the resolution on the Cause of Palestine (2007), Istanbul Declaration adopted by the 4th Session of the Conference of the PUIC particularly on the Government of Palestine under Hamas’ administration (2006), the resolutions adopted by the 4th Session of the Conference of the PUIC particularly the resolution on Palestine (2006);
 
3.    Taking into account the Makkah Accord
 
4.       Recognizing the fact that political conflict between two factions in Palestine namely Hamas and Fatah has not been resolved to the detriment of the people of Palestine
 
5.       Referring to the relevant resolutions adopted by the Islamic Conference of Foreign Ministers (ICFM) on the Cause of Palestine, the city of Al-Quds Al-Sharif, and the Arab-Israeli Conflict, as well as the resolutions of the OIC Executive Committee at its Expanded Extraordinary Meeting of 18 November 2006 on the Beit Hanoun Massacre and of 22 February 2007 on the Israeli Aggressions on Al-Aqsa Mosque;
 
6.       Commending the steadfastness of the Palestinian people in the face of the Israeli aggression and the unfair blockade imposed on them particularly in Gaza Strip, and reiterates its support to the rightful struggle of the Palestinian people fighting to recover their legitimate, inalienable national rights, including their right to self-determination, the establishment of an independent state, with Al Qods Al Sharif as its capital;
 
7.       Recognizing that the extreme importance of this matter and its high sensitivity to all Muslims in all parts of the world considering that the conflict settlement between Fatah and Hamas is the top priority to achieve for the sake of Palestine’s struggle for Independence;
 
8.       Highlighting the double standards position by Western states regarding the issue of terrorism i.e. characterizing the legitimate resistance of the Palestinian against the occupation as an act of terrorism while at the same time justifying forms of violence against Palestinian people;
 
9.       Affirmingthe principles and objectives of Statute of the PUIC;

Therefore, the PUIC resolves to:
 
First         Urge member parliaments of PUIC to ensure their respective governments to take immediate actions to assist in solving the political conflict between Hamas and Fatah so as to establish a united front against the illegal occupation of Israel in the Palestinian land.
Second      Reaffirm its support in the establishment of the Palestinian National Unity Government involving Fatah and Hamas.
Third          Encourage both parties-Hamas and Fatah to realize the unified position of all elements in Palestine which will contribute to the attainment of an independent Palestinian state a long-term peace in the region.
Fourth      Also encourage Hamas and Fattah to promote dialogue and negotiations based on democratic principles in order to avert future fratricidal conflicts among the Palestinians.
Fifth        Call upon major powers to avoid interference and taking side in the conflicts between Hamas and Fatah including, but not limited to, financial embargo to any faction of the Palestinian people.
Sixth        Call for the convening of the Islamic international peace conference with a view to finding a just and comprehensive solution to Fatah and Hamas conflict in all tracks, along with the efforts to ensure the recovery of the inalienable national rights of the Palestinian people including their right to establish their own independent state.
Seventh  Demand the immediate lifting of the unjust blockade imposed by Israel on the Palestine population of Gaza and urge the Arab neighboring countries to ease the sufferings of Gaza population among other things by opening its border and providing financial and material assistance.
Eighth     Call upon PUIC/OIC member countries to urgently require the United Nations to pressure Israel to end the blockade.
Ninth          Strongly condemn Israel’s colonialist and expansionist policy through illegal settlements on Palestinian land.
Tenth       Call upon the Parliaments of Muslim States to mobilize all their means, using all provided opportunities including the 118th Session of the International Parliamentary Union in Cape Town, to draw the world attention to the conflict settlement of the Palestine-Israel and the establishment of the State of Palestine without excluding Hamas.

RESOLUTION NO.2/5-CONF
ON THE ISSUES OF Al Quds AlSharif, PALESTINE AND THE OCCUPIED TERRITORIES

The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
1-       Condemnns the policy of Judaization of Jerusalem and claim the Islamic countries to address the schemes Israel in this regard.
 
2-       Ccondemns Israel's continued occupation of parts of Lebanon (Shabaa Farms and Kafr Shuba hills) and the Syrian Golan, and support the struggle of Lebanon and Syria for the liberation of their occupied territories.
 
3-       Emphasizes on the inalienable national rights of the Palestinian people including the right to return to his country.
 
4-       Condemnns the Israeli massacres against the Palestinian people and the criminal blockade of Gaza and the demand for divorcing siege on the Palestinian people immediately.
 
5-       Pays tribute to the government and people of Egypt for the position taken to break the siege and extend support to the Palestinian people.

RESOLUTION No.3/5-CONF
 ON
 IRAQ

The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
                Expressing its growing concern regarding the threats against the political process in Iraq, which undermine its stability and actively contributes to lengthening the period of occupation in its territories thus delaying the achievements of its total independence. Conforming with the objectives which the Union aims to achieve, including discussion of economic, cultural, social and political issues that concern PUIC members and countering the dangerous challenges facing it, adopting appropriate recommendations and resolutions regarding such issues, and strengthening coordination among peoples in the world with respect to human rights, humanitarian principles and championing them, and entrenching the pillars of peace based on justice;
 
                Rejecting terrorist acts aimed at the innocent, affecting their lives and resources, and compelling them to abandon their homes and homeland; Calling upon PUIC members to support the efforts of the Iraqi government in restoring peace and stability in Iraq, in achieving national reconciliation and national harmony among its sons, bolstering the national economy, regaining its total sovereignty, assisting in the reconstruction process, exerting timely efforts for restoring its status and its aspired role in its Arab, Islamic and international milieu, this by commitment of Member Parliaments to urge their respective governments to  undertake the following measures:
 
1-        To take all necessary measures to open or reopen their embassies and diplomatic missions in Iraq.
2-    To write off their due debts or indemnities payable by the Iraqi government as a result of hostilities and negative practices in connection with the previous regime.
3-    To help Iraq with recovering its stolen or smuggled funds and property.
4-    To invest capital in the implementation of projects in Iraq and to avail themselves of the new economic approach and investment laws in place, alongside effective engagement of their national and private companies in reconstruction efforts in Iraq. 
5-    To urge their respective governments to extradite to the Iraqi government wanted criminals settled on their territories to be brought to justice in Iraq for their conduct of, or contribution to, or involvement in or support to terrorist operations, whatever form they take, to which innocent Iraqis had fallen victim.
6-    Commitment of Member States to prohibit extremist religious and media discourse inciting violence and terrorism in Iraq under any slogan or by any means, especially satellite channels owned to these states or operating on their territories.

RESOLUTION No. 4/5-CONF
ON
THE SECURITY AND STABILITY OF SUDAN’S DARFUR REGION
 
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
          Referring to the Abuja Agreement signed by the Government of brotherly Sudan and the insurgent groups in Darfur in 2007 which was the result of the mediation of the Nigerian Government and African Union as well as the participation of the United Nations, European Union, the United States of America and Britain, it was agreed to settle the political, economic and security problems of the region which culminated in the cease fire;
 
          Noting with more satisfaction and confidence the successful implementation of the Agreement and commitment of the signatory parties;
 
          Taking note of the resolutions of the Union on Darfur issued in all its former meetings – as mentioned in the statement of the Executive Committee in its 17th Meeting in Khartoum on 4-5 September, 2007;
 
          Following up with utmost concern the attempts exerted to resume hostilities, to undermine the Abuja Agreement and undermine the role of the African Union in backing the cease-fire;
 
          Reaffirms its support of the unity of the Sudanese soil, and security and stability in Sudan.
 
          Supports the efforts of the Sudanese Government in establishing security and stability in Darfur.
 
          Appreciates the Sudanese Government’s close cooperation with the African Union and sisterly countries in this respect and its right to reject any unacceptable international intervention in its internal security affairs.
 
          Calls upon all parties to respect the sovereignty of independent countries and to stop interfering negatively in the internal affairs of Sudan and undermining security and stability;
 
          Rejects all forms of unjust blockade and sanctions that aim at blackmailing independent countries, compromising their freee will and demands lifting these sanctions.

RESOLUTION NO.5/5-CONF
ON THE EUROPEAN PARLIAMENT RESOLUTION ON THE SO CALLED HUMAN RIGHTS IN THE ARAB REPUBLIC OF EGYPT
 
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
  • Emphasizing historic relations with Europe and its peoples, and interest in cooperation with the European Parliament in all political, economic and social fields, while respective identity of each party.
    Stressing that cooperation and alliance of civilizations constitute the natural alternative to their clash and conflict, such clash that jeopardizes international peace and security.
    Taking note of the European Parliament’s resolution on the so-called human rights in the Arab Republic of Egypt.
     
Affirms the following:
 
1.            Rejecting the above-mentioned resolution of the European Parliament which is considered a wrong intervention in the internal affairs of Egypt, and the flawed and incorrect information as well as conclusions based on unobjective methodology, which serves neither the efforts aimed at strengthening the course of human rights in other states, or reflects the significance of constructive dialogue among all parties.
Dialogue remains the only way for contact among states and entities as well as constituting the basis of Egyptian-European relations.
2.             rejecting attempts by any circle to politicize human rights issues or discuss them according to double standard or emloy them to put pressure on states in order to impose concepts, behaviours and ideologies that ignore the civilizational, cultural or religious identities of these states.
3.            Inviting the European Parliament to address the number of issues which concern the communities of developing countries living in Europe such as the spreading of ethnic and national extremism, xenophobia and hostility towards Islam.
4.            Inviting the European Parliament to study the ordeal of the Palestinian people and human rights violations by Israel, the occupying country, particularly in the Gaza Strip which suffers from wide ranging and systematic armed attacks against the civilian population and culminated in the loss of numerous human lives and many injuries. Moreover, the unfair and unjustifiable siege aimed at starving the Palestinian people in the Gaza Strip is a blatant and dangerous violation of all human rights instruments and Geneva Conventions on the protection of civilians in armed conflicts.

SUPPORTING THE INDEPENDENCE OF KOSOVO
 
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
Calls on all the states of the world and Islamic States, in particular, to support the independence of Kosovo, ensure international recognition of this State and establish diplomatic relations with it in realization of the right of peoples to self-determination.

ON
THE EQUAL AND INALIENABLE RIGHTS OF ALL NATIONS TO HAVE FREE ACCESS TO AND USAGE OF MODERN TECHNOLOGIES FOR PEACEFUL PURPOSES
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
Reaffirming the provisions of the PUIC Statute, which lays particular emphasis on the need for promotion of mutual consultations among Member Parliaments to address grave challenges and attempts to impose cultural, political and economic domination,
Bearing in mind the provisions of the UN Charter, inter alia, to respect for the equal rights of all nations and to promote higher standards of living and conditions of economic development for them without discrimination,
Recalling the OIC Ten-Year Program of Action which encourages public and private national research institutions to invest in technology capacity-building, in areas of advanced technologies, such as the acquisition of nuclear technology for peaceful purposes,
Taking into consideration the decision of the 3rd extraordinary session of the Islamic Summit Conference to take practical steps to achieve scientific and technological development, especially self-sufficiency in peaceful use of nuclear technology within the framework of the IAEA, with a view to supporting sustainable development in the OIC Member States,
Recalling all relevant resolutions of the OIC and the PUIC, including resolutions No. CONF/4-2006/RES.3 and CNCL/9-2007/RES.8, adopted by the 4th and 9th sessions of the PUIC Conference and Council respectively,
Mindful of undeniable role and contribution of know-how and new technologies in enabling all nations to achieve prosperity and development,
Aware of limited resources of energy and the need for use of modern technologies for searching new ways and means, including use of nuclear power for redressing possible shortage of energy in future,
Bearing in mind that international law acknowledges the right of all nations, including in particular developing countries, to have free access to and to use technologies in all relevant areas for peaceful purposes,
Reaffirming the inalienable rights of all States, without discrimination, to develop modern technologies, in particular nuclear energy for peaceful purposes and in conformity with their respective legal obligations,
Expressing concern over the attempts aimed at limiting the application of modern technologies including, inter alia, in peaceful use of nuclear energy,
Reaffirming that nothing in the Non-Proliferation Treaty (NPT) and the International Atomic Energy Agency (IAEA) Statute, shall be interpreted as affecting the inalienable right of all parties to develop and use nuclear energy for peaceful purposes,
1.            Reaffirms the equal and inalienable right of all nations to have free access to and to use modern technologies for peaceful purposes;
2.            Recognizes the important role of new technologies, in particular in the field of nuclear energy, in the economic development of nations;
3.            Emphasizes the need for ensuring full respect for the equal and inalienable rights of all nations in exploring and taking advantage of modern technologies, including nuclear energy, for peaceful purposes;
4.            Encourages all parliaments to cooperate for further realization of a world free from discrimination, injustice and double standards including to ensure free access to and usage of modern technologies for peaceful purposes;
5.            Recognizes that any attempt aimed at limiting the application of peaceful uses of nuclear energy, while are against international law would affect the sustainable development of developing countries;
6.            Expresses concern that certain circles are creating obstacles in free access of developing countries to modern technologies;
7.            Rejects discrimination and double standards in peaceful uses of modern technologies, including nuclear energy;
8.            Decides to maintain this item in the agenda of the PUIC Council and Conference.

RESOLUTION NO.8/5-CONF
ON
STRENGTHENING ISLAMIC UNITY
 
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
Guided by the Holy Quran which states: “Verily, this brotherhood of yours is a single brotherhood, and I am your Lord and Cherisher: therefore serve/fear Me (and no other).”;
Directed also by the Holy Quran which mandates Muslims to unite in the verse: “And hold fast, all together, by the Rope of God, and be not divided among yourselves”;
Guided also by the Holy Quran which testifies that: “The Believers are but a single Brotherhood: So make peace and reconciliation between your two (contending) brothers; and fear God, that ye may receive Mercy.”;
Directed also by this verse of the Holy Quran which states: “Muhammad is the Messenger of God; and those who are with him are strong against Unbelievers, (but) compassionate amongst each other...”;
Inspired by the saying of Prophet Muhammad, (PBUH): “The Muslim Ummah is like a single body; when one part of the body is sick, the whole body catches a fever.”;
Inspired by the noble Islamic principles which urge rejection of violence and call for amicable dialogue,
Reaffirming the provisions of the PUIC Statute, which emphasizes the importance for Muslims to close their ranks and promote their unity,
Recalling the OIC Ten-Year Program of Action which, underlines the need to strengthen dialogue among Islamic Schools; affirms the true faith of their followers and the inadmissibility of accusing them of heresy, as well as the inviolability of their blood, honor and property, as long as they believe in Allah Almighty, in the Prophet (PBUH) and in the other pillars of the Islamic faith, respect the pillars of Islam and do not deny any self-evident tenet of religion,
Taking into account the Statement of the International Islamic Conference in Amman, which states that: “Whosoever is an adherent to one of the four Sunni schools (Mathahib) of Islamic jurisprudence (Hanafi, Maliki, Shafi'i and Hanbali), the two Shi'i schools of Islamic jurisprudence (Jafari and Zaydi), the Ibadi school of Islamic jurisprudence and the Thahiri school of Islamic jurisprudence, is a Muslim and declaring that person an apostate is impossible and impermissible and verily his (or her) blood, honour, and property are inviolable”,
Recalling further the Makkah AI-Mukarramah Declaration of the Iraqi Ulamas, which states that: “no Muslim, whether he or she is Shiite or Sunni, may be subject to murder or any harm, intimidation, terrorization, or aggression on his property; incitement thereto; or forcible displacement, deportation, or kidnapping”
Taking note of the outcome document of Doha Conference for Dialogue of Islamic Schools of Thought which appealed to “the followers of all Islamic schools to respect each other's beliefs and sanctities”,
Bearing in mind all relevant declarations and resolutions adopted by the Islamic Summit and Foreign Ministers Conferences,
Alarmed by the fact that the seeds for divisiveness are being sown between the Muslims by the enemies of Islam and Muslims through diverse strategies, policies and plans,
Expressing its deep concern that according to some studies, certain powers intended to exploit Sunni-Shiite and Arab -non-Arab divides to realize their objectives in the Muslim world,
Aware of the irreparable harm of any disputes between the followers of Islamic schools of thought, including sectarian violence, on the solidarity and unity of entire Islamic Ummah,
1.            Affirms the need for removing all causes of prejudice, hatred, provocation, and incitement as well sectarian violence between the followers of different Islamic schools of thought;
2.            Recognizes the significant importance of promoting Islamic brotherhood and unity as a sacred religious obligation, in the realization of common interests of the Islamic Ummah;
3.            Reconfirms the commitment of Member Parliaments to further promote tolerance and understanding between Muslims and consolidating the Islamic Unity and fraternity;
4.            Affirms the provisions of all above-mentioned declarations, statements and documents issued, beneficently and genuinely, by a large number of distinguished high-ranking Muslim Ulamas and calls for the observance of their provisions;
5.            Recognizing the significant role of Member Parliaments in strengthening the mutual understanding, tolerance and respect between the followers of Islamic schools, thus contributing to solidification of the bonds of brotherhood among Muslims;
6.            Takes cognizance of the role of religious institutions in promoting proximity between the Islamic Schools of Thought and strengthening the Islamic unity;
7.            Emphasizes the need for all Muslims to be awake, alert and vigilant enough to understand that any dispute among the followers of different Islamic Schools of Thought harms all Islamic Ummah and endangers its solidarity, brotherhood and unity;
8.            Calls upon all Muslims to refrain from any provocation of sensitivities or sectarian or ethnic strife, as well as any name-calling, abuse, prejudice or vilification and invectives and adopt caution and vigilance against all attempts to sow division among them;
9.            Condemns the sectarian violence between followers of Islamic Schools of Thought in any part of the Islamic world and denounces strongly all the crimes committed on the grounds of sectarian identity or belonging;
10.         Urges all Muslim Ulemas and religious institutions, as well as the media in the Islamic world to call upon all followers of Islamic Schools for casting aside disagreement between Muslims and unifying their words and stances; strengthening the ties of brotherhood and not to permit discord and outside interference between them;
11.         Calls on all Member Parliaments, taking into account the significant importance of the issue, to take appropriate measures for promoting and strengthening the Islamic unity;
12.         Decides to maintain this item in the agenda of the PUIC Council and Conference.

RESOLUTION No. 9/5-CONF
ON
THE SITUATION IN CYPRUS
 
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
Recallingthe resolutions No.2/31-P and 6/34-P on the situation in Cyprus adopted at the 31st and 34th Sessions of the Islamic Conference of Foreign Ministers, held in İstanbul and Islamabad, on 14-16 June 2004 and 15-17 May 2007 respectively, which enabled the Turkish Muslim people of Cyprus to participate in the OIC under the name of Turkish Cypriot State as envisaged by the UN Secretary-General’s comprehensive settlement plan;
 
Recalling Resolution No. 4 on the situation in Cyprus adopted at the Fourth Session of the Organization of Islamic Conference Parliamentary Union (PUIC) held in İstanbul, on 8-13 April 2006, which enabled the Turkish Muslim people of Cyprus to participate in the PUIC under the name of Turkish Cypriot State in accordance with the relevant OIC resolutions;
 
Also recalling the resolutions on the situation in Cyprus adopted by the 32nd, 33rd and 34th Sessions of the Islamic Conference of Foreign Ministers held in San’a (5/32-P), Baku (5/33-P) and Islamabad (6/34-P) on 28-30 June 2005, 19-21 June 2006 and 15-17 May 2007 respectively, which called upon the Member States to take concrete steps to end the economic, political and cultural isolation of the Turkish Cypriots and reaffirmed the full equality of the two parties in Cyprus;
 
Also recalling Resolution No. 10 adopted at the Council of the PUIC meeting in its Ninth Session held in Kuala Lumpur on 15-16 February 2007, which supports the efforts of the UN Secretary-General in the framework of his good-offices mission to achieve a comprehensive settlement in Cyprus based on UN established parameters ;
 
1.            Calls upon the Member States to support effective solidarity with the Turkish Cypriot State and maintain close links with it, aiming to help it overcome the inhuman isolation imposed on it, and consolidate and strengthen their relations with the Turkish Cypriot State in all fields,
 
2.            Decides to extend effective support to the legitimate demands of the Turkish Cypriot State concerning the right of Turkish Cypriots to have their voice heard in all international fora on the basis of equality between the two parties in Cyprus until a just, lasting and comprehensive settlement to the Cyprus question is achieved,
 
3.            Reiterates the necessity and urgency of finding a just, viable and comprehensive solution to the Cyprus question that will be based on the UN parameters of bi-zonality, political equality and equal status of the two sides and a new partnership state structure and supports the good-offices mission of the UN Secretary-General, 
 
4.            Welcomes the willingness shown by the Turkish Cypriot side and Turkey for a political and viable settlement,
 
5.            Welcomes the last report of the UN Secretary General (S/2007/699) which encourages the international community to maintain economic, social and cultural ties with the Turkish Cypriot people, underlining that the lifting of the isolations of the Turkish Cypriots does not contradict the UN Security Council resolutions.
 
Note: The Parliamentary Delegation of the Arab Republic of Egypt expressed its reservation on conferring the name “Turkish Cypriot State” on the “Turkish Muslim People of Cyprus” who enjoy observer status at the PUIC pursuant to the fact that such naming can only be made according to the ways provided for in the UN Charter. RESOLUTION No.10/5-CONF
ON THE TURKISH MUSLIM MINORITY IN WESTERN THRACE, GREECE
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
Reaffirming its commitment to Muslim communities and minorities living in non-OIC Member States;
 
Realizing that the Muslims in Greece, in general, and the Turkish Muslim Minority in Western Thrace in particular are an integral part of the Muslim World;
 
Recalling the principles and objectives of the OIC Charter, the Resolutions adopted by the Islamic Summit Conferences, Islamic Conferences of Foreign Ministers, the Council and the Conference of the Parliamentary Union of the OIC Member States and international conventions, declarations and agreements calling for observance of human rights, namely political, social, cultural and economic rights and freedom of worship, and most particularly the Lausanne Treaty which guarantees the rights of the Turkish Muslim Minority in Western Thrace such as to use of their Turkish language, to practice their religious rites and to elect freely their representatives in all fields;
 
Further recalling the UN General Assembly Declaration on Elimination of All Forms of Intolerance and Discrimination Based on Religion or Belief;
 
Realizing that the basic rights and freedoms of the Turkish Muslim Minority in Western Thrace are defined and protected by multilateral and bilateral Treaties and Agreements to which Greece is a party;
 
1.       Invites once again Greece to take all measures to respect the rights and identity of the Turkish Muslim Minority in Western Thrace emanating from the bilateral and international agreements.
 
2.       Demands that Greece urgently recognize the elected Muftis of Xanthi and Komotini as the official Muftis.
 
3.       Calls on Greece to take the necessary steps for the election of the administrative boards of the Waqfs by the Turkish Muslim Minority with a view to ensuring their self-governance, enable the elected Muftis to supervise the properties of the Waqfs and to put an end to the expropriation of the Waqfs' properties and imposition of excessive taxes upon them.
 
4.       Urges Greece to reinstate the citizenship rights of tens of thousands of Turkish Minority members who were stripped of their citizenship under the now-repealed Article 19 of the Greek Citizenship Law No.3370/1955.
 
5.       Regrets the ban imposed by Greek Supreme Court on the activities of the Turkish Muslim Minority's oldest non-governmental organization, the "Turkish Union of Xanthi" on the grounds that its title bears the word "Turkish", and considers this as discrimination on the basis of ethnic origin.
 
6.       Requests the Secretary General to expedite the preparation of a report relating to the continuing reports about the destruction of Mosques and Muslim cemeteries in Western Thrace and deliver it before the next meeting.
 
7.       Requests the Secretary General to follow up the implementation of this resolution and to submit a report thereon to the next session of the Conference of the Parliamentary Union of the OIC Member States".

ON THE AGGRESSION OF THE REPUBLIC OF ARMENIA AGAINST THE REPUBLIC OF AZERBAIJAN
 
 The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
Proceeding from the principles and objectives of the Charter of the Organization of the Islamic Conference;
 
Gravely concerned over the aggression by the Republic of Armenia against the Republic of Azerbaijan which has resulted in the occupation of more than 20% of Azeri territory;
 
Deeply distressed over the plight of more than one million Azerbaijani displaced persons and refugees resulting from Armenian aggression and magnitude and severity of humanitarian problems;
 
Reaffirming all previous relevant resolutions;
 
Urging strict adherence to the Charter of the UN and full implementation of Security Council resolutions;
 
Welcoming all diplomatic and other efforts for the settlement of the conflict;
 
Reaffirming all Member States respect for the sovereignty, territorial integrity and political independence of the Republic of Azerbaijan;
 
Noting also the destructive influence of the policy of aggression of the Republic of Armenia on the peace process in the OSCE framework;
               
1.       Strongly condemns the aggression of the Republic of Armenia against the Republic of Azerbaijan.
 
2.       Considers the actions perpetrated against civilian Azerbaijani population in occupied Azerbaijani territory as crimes against humanity.
 
3.       Strongly condemns looting and destruction of the archeological cultural and religious monuments on the occupied territories of Azerbaijan.
 
4.       Strongly demands the strict implementation of the United Nations Security Council resolutions 822, 853, 874 and 884, and the immediate unconditional and complete withdrawal of Armenian forces from all occupied Azerbaijani territories and strongly urges Armenia to respect the sovereignty and territorial integrity of the Republic of Azerbaijan.
 
5.       Expresses its concern that Armenia has not yet implemented demands contained in the UN Security Council resolutions.
 
6.      Urges all States to refrain from providing any supplies of military arms and equipment to Armenia, which can encourage the aggressor to escalate the conflict and to continue the occupation of the Azerbaijani territories. The territory of Member States should not be used for transit of such supplies.
 
7.      Calls upon Member States, as well as other members of the international community, to use such effective political and economic measures as required in order to put an end to Armenian aggression and to occupation of the Azerbaijani territories.
 
 8.     Calls for a just and peaceful settlement of the conflict between Armenia and Azerbaijan on the basis of respect for the principles of territorial integrity of states and inviolability of internationally recognized frontiers.
 
9.       Expresses  its full support for the three principles of the settlement of the armed conflict between Armenia and Azerbaijan contained in the statement of the  OSCE  Chairman-in-Office  at the  1996  Lisbon  OSCE  Summit,  namely  the territorial integrity of the Republic of Armenia and the Republic of Azerbaijan, highest degree of self-rule of the Nagorno-Karabakh region within Azerbaijan and guaranteed security for Nagorno-Karabakh and its whole population.
 
10.     Considers the proposal made by the OSCE Minsk Conference Co-chairmen aimed at the staged settlement of the Armenia-Azerbaijan armed conflict as the basis for the negotiations within the framework of the OSCE Minsk Group and expresses its understanding that this approach is to ensure immediate elimination of the most serious consequences of the aggression against the Republic of Azerbaijan.
 
 11.    Reaffirms its total solidarity and support for the efforts being made by the Government and people of Azerbaijan to defend their country, and calls for enabling the displaced persons and refugees to return to their homes in safety, honour and dignity.

CLIMATE CHANGES
 
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
1.       In Pursuance of the principles and objectives of Statute of the PUIC, and the provisions of Resolutions adopted by the Conference of the PUIC emphasizing the common objectives and destiny of the peoples of the Islamic Nation;
 
2.       Awareof the United Nations Millennium Declaration on 8 September 2000 and the establishment of the Millennium Development Goals, particularly the goal of environmental sustainability;
 
3.       Recalling the PUIC support for the Kyoto Protocol as expressed in the Inter-Parliamentary Union Resolution, concerning "Ten Years after Rio de Janeiro Assembly: Global Degradation of the Environment and Parliamentary Support for the Kyoto Protocol" held in Marrakech, Morocco, in 2002;
 
4.       AffirmingPUIC support for the commitment made by States at the 13th Conference of the Convention and to the Protocol, convened in Bali in 4-13 December 2007, culminated in the adoption of the Bali roadmap, which charts the course for a new negotiating process to be concluded by 2009 that will ultimately lead to a post-2012 international agreement on climate change;
 
5.       Deeply concerned that, despite the commitments made in 1992, global emissions of greenhouse gases have continued to rise, climate change is entrenched and ongoing, and the natural resources needed to sustain the growing world population are at risk;
 
6.       Recognizing that the change in the earth’s climate and its adverse effects are a common concern of the survival of human kind and sustainability of its natural ecosystem and deeply concerned at the growing body of scientific evidence on the probable adverse impact of climate change, which cause the developing countries to suffer most and continue to pay a heavy toll in casualties and destroyed infrastructure;
 
7.     Stressing that human rights represent a comprehensive principle and considers the preservation of the environment a part of these rights as every person has the right of living in a sound environment;
 
8.     Also stressing the total respect of the rights of all states to benefit from modern technologies, including nuclear energy, for peaceful purposes;
 
Therefore resolves to:
 
1)            Support the United Nations Framework Convention on Climate Change as the most appropriate framework for addressing future action on climate change at the global level;
 
2)            Encourage States to implement the Bali Roadmap, in particular, regarding the adaptation fund and technology transfer as well as actions on reducing emissions from deforestation, in order to achieve a secure climate future;
 
3)            Call on the Members State of the PUIC to do their utmost to reinforce climate change policy and legislation and to enhance international cooperation on the basis of common but differentiated responsibilities, with a view to achieving the ultimate objectives of the United Nations Framework Convention on Climate Change;
 
4)            Also call on the Members States to foster increased community understanding of the threat of climate change and the action needed to avert dangerous human interferences in the climate system;
 
5)            Encourage States to create conditions to enabling countries to maximize the use of renewable energy sources and, in pursuing their national environmental, economic, social and security objectives, to increase energy efficiency inter alia by emphasizing the importance of improvement within the transport sector;
 
6)            Further encourage the Members of the PUIC to prioritize the issue of climate change in their respective parliaments.
 
7)            Confirm that according to the rules of the international environment law, industrial states are held responsible – in addition to taking national measures – for assisting developing states and the least-developed ones in environment protection, through transfer to these societies of technologies as well as other means which preserve the safety of the environment.

ON
REJECTING THE IMPOSITION OF UNILATERAL ECONOMIC SANCTIONS ON ISLAMIC STATES
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
Reaffirming the objectives of the PUIC, in particular, addressing grave challenges and attempts to impose cultural, political and economic domination, and adopting appropriate recommendations and decisions on such issues,
 
Gravely concerned over the application of unilateral extraterritorial coercive economic measures against some Islamic Countries,
 
Recalling the 1970 Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States, the 1974 Charter of Economic Rights and Duties of States and the 1974 Declaration on the Inadmissibility of Intervention in the Domestic Affairs of States and the Protection of their Independence and Sovereignty, all of which declare that no State may use or encourage the use of economic, political or any other type of measures to coerce another State in order to obtain from it the subordination of the exercise of its sovereign rights,
 
Recalling also the relevant OIC and UN resolutions, which call upon those States that have imposed unilaterally extraterritorial coercive economic measures to revoke them without delay,
 
Bearing in mind declarations and other documents issued by the Non-Aligned Movement, the Group of 77 and the World Trade Organization on rejecting the imposition of all forms of coercive economic measures and the need to eliminate them immediately,
 
1.            Expressesits deep concern over the imposition of unilateral economic measures on some Islamic Countries and declares its strong solidarity with them;
 
2.            Rejects strongly all types of unilateral coercive measures including unilateral economic sanctions and consider them as null and void, since they are unjust, oppressive and constitute a blatant violation of international law, in particular the international Human Rights law;
 
3.            Urges strongly the States imposing unilateral economic sanctions, to commit themselves to their obligations and responsibilities under the international law, to repeal immediately all existing measures and to refrain from such practices, as they are inconsistent with the provisions of international law and the objectives and principles of the UN Charter and WTO agreements;
 
4.            Calls upon all Member Parliaments to consider enacting laws, as appropriate, to counteract the extraterritorial application of unilateral coercive measures;
 
5.         Decides to maintain this item in the agenda of the PUIC Council and Conference.

ON
ESTABLISHING AN ISLAMIC MONETARY FUND
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
1.    Emphasizing the common objectives and destiny of the peoples of the Islamic Nation in pursuance of the principles and objectives of Statue of the PUIC, and the provisions of Resolutions adopted by the conference of the PUIC;
 
2.    Recalling the Declaration of the 3rd Extra Ordinary OIC Summit held in Mecca, Saudi Arabia, on 7-8 December 2005 acknowledged a “Ten-Year Programme of Action to meet the Challenges facing the Muslim Ummah in the 21st Century”, specially concerning the development, Socio-Economic, and Scientific Issues;
 
3.       Recalling the relevant resolutions adopted by the Islamic Conference of Foreign Ministers (ICFM) concerning the development and Socio-Economic Issues;
 
4.    Underlining the commitment that has been made by OIC to establish a special fund within the IDB in order to help address and alleviate poverty, and provide job opportunities;
 
5.      Realizing the needs to strengthen the resilience of member countries of Islamic countries in facing any crisis leading to economic complexities;
 
6.      Aware that that mass poverty in the developing countries, in the midst of abundance and consumerism in the rich ones, could be the breeding ground for international terrorism which is often pointed to Islamic countries;
 
7.      Further realizing that the importance of fostering the solidarity among Islamic Countries in the efforts to eradicate the impact caused by crisis including poverty in a better and integrated mechanism;
 
8.     Recognizing the need to gradually reduce the dependence of Islamic countries on existing global monetary funds such as the IMF;
 
9.    Acknowledging that there should be more efforts to accomplish welfare for all;
 
10.    Recognizing the need to establish an Islamic Monetary Fund to support existing finance institutions and organizations that provides service to the entrepreneurial poor;
 
Therefore resolves to:
 
Call upon the PUIC Secretary General in conjunction with the Islamic Development Bank (IDB) to establish a task force or working committee in PUIC to pursue a study and to take follow up actions toward the establishment of an Islamic Monetary Fund and to report its outcome in the next PUIC Council Meeting;

ADDRESSING SLAVE TRADE AND MUSLIM CHILD TRAFFICKING
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
Inspired by sublime Islamic principles of Allah the Creator’s gratifying of humans and equality among mankind in terms of humanity as well as respect for human dignity and emphasis on full freedom of man as cited in numerous versus in the Quran and cherished Tradition of the Prophet; and inspired also by international human rights conventions as well as the principles of the international humanitarian law,
Recalling deplorable history of slave trade abhorrently and brutally practiced during the near colonialist period;
Monitoring with deep concern the fact that many practices connected with the colonialist period are reactivated in different shapes and images ranging from tendency towards aggression and military, economic and political hegemony, to ethnic arrogance and defamation of religious beliefs.
Noting with deep regret renewed human and child trafficking in many Third World countries;
1-            Strongly condemns confirmed involvement of the French Organization L’Arche de noe in inhumanely kidnapping and trafficking African Muslim children from Darfur region and refugee camps east of sisterly Republic of Chad and their cheapish sale to French families.
2-            Strongly denounces involvement of European official governmental authorities for extending logistic facilities to this inhuman operation.
3-            Renounces attempts to interfere with justice and circumvent penalties imposed on accomplices in this heinous crime before Chadian courts.
4-            Regrets growing phenomenon of exploiting humanitarian work to serve inhuman purposes on the part of some international voluntary organizations.
5-            Calls on Islamic states and governments to take precaution and vigilance and keep a watchful eye on these organizations which perform under the guise of humanitarian action and human rights allegations.
6-            Appeals to Islamic states and governments as well as popular efforts to support Islamic voluntary action and operating organizations to assume, in turn, their role in pressing ahead with voluntary humanitarian action invoked and exhorted by our True Religion, and leaving no room to such nefarious organizations to break through our national, social and political security.

ON THE DESTRUCTION AND DESECRATION OF ISLAMIC HISTORICAL AND CULTURAL RELICS AND SHRINES IN THE OCCUPIED AZERI TERRITORIES RESULTING FROM THE REPUBLIC OF ARMENIA'S AGGRESSION AGAINST THE REPUBLIC OF AZERBAIJAN
 
 
The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
 Affirming those objectives and principles enshrined in the Charter of the Organization of the Islamic Conference (OIC) aimed at coordinating efforts to safeguard and preserve the Islamic heritage;

          Aware of the fact that the Azeri culture, archaeology and ethnography are part of the history of Azerbaijan and a source of the Islamic heritage as well;
 
Reiterating United Nations (UN) Security Council Draft RESOLUTION No.s nos. 822, 853, 874 and 884 on the Armenian forces total withdrawal from all the occupied Azeri territories, including the Lachin and Shusha areas, immediately and without conditions; and strongly urging Armenia to respect the sovereignty and territorial integrity of the Republic of Azerbaijan:                                                                                           

 
Stressing that the mass and barbaric demolition of mosques and other Islamic Shrines in Azerbaijan, by Armenia, for ethnic cleansing is a crime of genocide;
 
Noting the tremendous losses inflicted by the Armenian aggressors insofar as the Islamic heritage is concerned in the Azeri territories occupied by the Republic of Armenia, including complete or partial demolition of rare antiquities and places of Islamic civilization, history and architecture, such as mosques and other sanctuaries, mausoleums and tombs, archaeological sites, museums, libraries, artifact exhibition halls, government theatres and conservatories, besides and smuggling, out of the country, and destruction of a large number of precious property and millions of books and historic manuscripts;

          Fully sharing the concern of Azerbaijan in this respect;


 
-        Strongly condemns the barbaric acts committed by the Armenian aggressor in the Republic of Azerbaijan aiming at the total annihilation of the Islamic heritage in the occupied Azeri territories;
 
-        Vigorously demands the strict and unconditional implementation by the Republic of Armenia of UN Security Council Draft Resolutions N 822, 853, 874 and 884.
 
-        Emphasizes its support of the efforts exerted by Azerbaijan at international organizations designed to put an the end to the armed aggression.

THE NECESSITY OF CONSULTATION AND ADOPTION OF A UNIFIED STAND BY THE PUIC MEMBER PARLIAMENTS AT THE INTERNATIONAL PARLIAMENTARY FORA AND ORGANIZATIONS
 
 
          The Fifth Session of the Conference of the Parliamentary Union of the OIC Member States (PUIC), held in Cairo, Arab Republic of Egypt, on 22 – 23 Muharram 1429H, corresponding to 30 – 31 January 2008,
 
Inspired by the noble Islamic teachings and principles which enjoin Muslims, inter alia, to consult with each other and close their ranks and promote their unity,
 
Reaffirming the objectives of the PUIC, in particular, the provisions of paragraph (3) of Article (1) of its Statute, which explicitly specifies “providing a framework for comprehensive and fruitful cooperation and coordination among parliaments of OIC Member States in international fora and organizations” as one of the PUIC objectives,
 
Taking note of the relevant resolutions of the Islamic Conference of Foreign Ministers, the latest of which was resolution No. 26/34-P, adopted in its 34th session in Islamabad, Islamic Republic of Pakistan, 15-17 May, 2007, which stressed that the maintenance and extension as well as strengthening the mechanisms of coordination and consultation between the OIC Member States at all levels and on all issues of common concern, with a view to removing all causes of possible dissensions between them and adoption of a unified stand by Islamic States at international fora, are essential prerequisites towards the realization of common causes of the Islamic Ummah,
 
Recalling resolution No. res.14 of the 9th session of the PUIC Council, in Kuala Lumpur, Malaysia, 15 – 16 February, 2007, on the subject which established a mechanism for regular consultations among the Member Parliaments in the sidelines of the international parliamentary bodies and fora, for adopting unified position on the issues of concern to the Islamic Ummah,
 
Mindful of the growing challenges facing the true image of Islam and the common interests of the Islamic world in our increasingly interconnected, complicated and globalizing world, which necessitates future strengthening the cooperation and coordination among all OIC Member States, including their respective parliaments in international fora,
 
Taking into consideration the fact that PUIC member parliaments represent 45% of the total votes of the Inter-Parliamentary Union (IPU) membership, which to a large extent, facilitates the advancement of their common goals within the IPU,
 
Expressing concern over the attempts of some circles within the IPU to undermine the Islamic principles and values in one way or another,
 
Appreciatingthe relevant activities of the Secretary General,
 
Taking into accountthe report of the Secretary General on the subject,

 
1.            Stresses the pressing need for the PUIC member Parliaments to further promote their consultations and to adopt a unified stand regarding issues of interest to the Islamic Ummah in international parliamentary fora;
 
2.            Decides to establish an Islamic Parliamentary Group chaired by the PUIC President, to meet on the sidelines of the international parliamentary fora and bodies, in particular the IPU Assemblies, to facilitate consultation among the Islamic parliaments for adopting a unified position vis-à-vis issues of concern to the Islamic Ummah;
 
3.            Mandates the General Secretariat to take all the necessary measures for convening meetings of the above-mentioned Group with the large participation of PUIC member parliaments;
 
4.            Requests the Secretary General to take the relevant measures including direct contacts to encourage parliaments of the OIC Member States which are not a member of the PUIC, to promptly join its membership, and in addition participation in other activities of the PUIC, partake actively in the aforesaid meetings so as to further strengthen the role of the Islamic Parliamentary Group in the activities of the international parliamentary fora and bodies, in particular the IPU;
 
5.            Stresses that, along with other causes of the Islamic Ummah, the Palestinian cause and the question of Al-Quds Al-Sharif, as well as defending Islamic values and principles and combating defamation of Islam and Muslims, should be the primary issues on which Member Parliaments must adopt a unified stand in international fora;
 
6.            Call on all member parliaments to effectively partake in the meetings of the Islamic Parliamentary Group;
 
7.            Decides to maintain this item in the agenda of the PUIC Council and Conference;
 
8.            Requests the Secretary General to follow-up the implementation of this resolution and submit a progress report thereon to the PUIC Council and Conference.
