FINAL COMMUNIQUE OF THE 8th SESSION OF THE PUIC CONFERENCE

"TOWARDS A UNITED, PRUDENT AND CAPABLE ISLAMIC UMMAH"

We, Speakers, Heads and Members of Delegations of the PUIC Member Parliaments participating in the proceedings of the 8th Session of the PUIC Conference held in Khartoum, Republic of the Sudan on 9 – 10 Rabi Awal 1434 H corresponding to 21- 22 January 2013 -under the motto: "Towards a United, Prudent and Capable ISLAMIC Ummah", have deliberated on developments and challenges facing the Muslim World as included in the Agenda of the Session and have resolved as follows:

FIRST: CONFRONTING THE VILIFICATION OF THE SUPREME MESSENGER OF ALLAH, PEACE BE UPON HIM (PBUH).
1. Strongly condemn the despicable acts including screening the film which is abusive to Islam “Innocence of Muslims" and the cartoons, abusive to the Messenger of Allah, Peace Be Upon Him (PBUH) and condemn advocacy of religious hatred as it instigates discrimination and hostility. Believe that the continuation of faith abuse would contribute to the escalation of the atmospheres of hatred and create an environment that encourages violence.

2. Express our deep concern over the escalation of actions hostile to Islam, which contradict the principle of freedom of religion and international standards of human rights. Request States, in accordance with their commitment to International Law of Human Rights, to take all appropriate measures, including enacting necessary legislations which prohibit any action that incites hatred and discrimination and violence against religious symbols and persons on the basis of their beliefs.

3. Welcome the efforts exerted by some media to enhance dialogue between religions and cultures, and encourage them to disseminate objective information materials calling for propagating peace and tolerance among peoples and divine religions.

SECOND: PALESTINIAN CAUSE:

4. Stress that the Palestinian cause, considered as the core of conflict in the Middle East, must remain the key issue on which the Member States must take an Islamic unified stand in international forums, till the legitimate and the inalienable rights of the Palestinian people are restored, including the return of refugees and liberation from occupation, and the establishment of the Palestinian State on Palestinian soil with the city of Al Quds as its capital.

5. Welcome the UN recognition of the State of Palestine enshrined in its Resolution No.(A/RES/67/19) adopted by the General Assembly on 29th November, 2012, and emphasize the recognition of the States of PUIC Member Parliaments of the Independent State of Palestine on the borders of the land occupied after the 4th of June, 1967 with Al Quds as its capital, and demand to raise the level of relations with the State of Palestine to the level of State relations and call for extending financial and political assistance to this State to enable it to finance its institutions to conform with its status as a State.

6. Condemn the continuous crimes being committed by the Israeli occupation authorities in Palestine in general and the Gaza Strip in particular, which claimed thousands of innocent martyrs and wounded people in flagrant violation of Palestinian human rights. Demand prosecuting the Israeli officials responsible for all the war crimes to justice, they have committed in the Gaza Strip and other occupied Palestinian territories. Condemn the continued isolation and siege of  the Palestinian people, as well as the Israeli acts of repression including assassination, detention, demolishing of houses, bulldozing lands, building settlements and erecting the separating wall, and Call for wide scale moves to put an end to the siege and request speedy action to implement reconstruction of the Strip and remove the consequences of the barbarian Israeli aggression from its landmarks.

7. Affirm the need for supporting the steadfastness of the Palestinian people and their heroic resistance and their resolve to confront the Israeli aggression in order to recover all their occupied territories. Welcome the agreement of the Palestinian factions to end the state of division and implement national reconciliation as a step towards the unity of ranks for the sake of attaining national objectives, including the right of all Palestinians to return. Underline the efforts of the Arab Republic of Egypt that resulted in signing the Cairo accord on 4th May 2011 and call for applying this agreement with the speed possible.

8. Strongly reject the plan of Israel to declare the occupied City of Al Quds as the Capital of the Zionist entity and the Jewish People, considering this plan a direct aggression against the Palestinian People and their viable and inalienable rights, and declare the City of Al Quds the spiritual capital of the Arabs and Muslims and the eternal capital of the State of Palestine.

9. Strongly condemn the continuous excavations and demolition works carried out by the Israeli occupation authorities underneath and around Al Aqsa Mosque as they constitute a flagrant violation of the Islamic Sacred places and the status of Al Quds City. Call upon the United Nations and the international community to bear their full legal and moral responsibilities, and to exert all types of pressure on the Zionist entity to put an end to its illegal actions. Declare our rejection of all measures undertaken by the Zionist entity targeting the Arab and Islamic identity of Al Quds City which aims at its judaization.

10. Strongly condemn the settlement expansionist policies of the Zionist entity, and confirm the necessity of stopping all settlement works, legislative and administrative measures and procedures that aim at changing the legal status of the City of Al Quds and its demographic structure, and request the UN Security Council to act quickly to remove the Israeli settlements in accordance with the Resolution No. (465), as well as affirm the right of return for the Palestinian refugees to their territories from which they have been displaced. Salute the steadfast Palestinians in the Village of "Bab Al Shams", who have resisted the occupation in their own way, and denounce the evacuation by force and dismantling tents by the Israeli forces.

11. Express our total solidarity with the Palestinian prisoners and detainees including the members of the Legislative Council, and call for their immediate release, and hold the Israeli occupation authorities fully responsible for the lives of the prisoners who are on hunger strike for months, in protest against torture, banishment, solitary confinement and administrative arrest, according to the 4th Geneva Convention.  
 
THIRD: OCCUPIED ARAB TERRITORIES IN SYRIA AND LEBANON

12. Laud the steadfastness of the Syrian and Lebanese citizens and hail their adherence to their lands, their identity and resistance to the Zionist occupation and strongly condemn the Israeli decisions pertaining to the imposition of its laws and administration over the Syrian Golan and its non-compliance with the international resolutions, particularly the UNSC Resolution No. 497 of 1981, and affirm that the Israeli decisions in this regard are null and void, also condemn the Israeli threats against Lebanon and the Israeli provocative military exercises on the Lebanese borders, and the repeated air and sea violations of the Lebanese airspace, and demand the termination of the Israeli occupation to Shabaa  Farms and Kafer Chouba  Hills and the Lebanese part of Algajar village, considered as contradicting the UN Resolution No.1701.

FOURTH: THE SUDAN

13. Affirm our support to the Sudan in the face of all foreign threats, and express our solidarity with Sudan in defending its sovereignty, security and stability, and highly commend all the good efforts exerted regionally and internationally to realize peace in Darfur, and call upon the international community to honour all its declared commitments to realize peace and sustainable development in the Sudan.

14. Welcome the signing by the government of Sudan and the armed factions of the Doha Document on Peace in Darfur and highly appreciates the constructive role which has been played by the sisterly State of Qatar and all parties to achieve this document, which laid a firm basis for security, stability and development and call upon all non-signatory movements, to join immediately, and request the international community to impose firm penalties against the rebellious movements,  which reject the option of peace and adopt the war choice.

15. Request the Islamic States to increase their development, financial and technical assistance to address the roots of the problem.

16. Welcome the Addis Ababa Cooperation Agreement between the Republic of the Sudan and the Republic of South Sudan of 2012, and urge commitment to the agreement.

17. Strongly condemn the outrageous Israeli aggressions against the brotherly Sudan, the most recent of which has been the aggression on Yarmook factory, in Khartoum.

18. Affirm our rejection of the International Criminal Court (ICC) decision on 4/3/2009 against H.E President Omer Hassan Ahmd Al-Bashir, including an arrest warrant and call for a final and unconditional annulment of this decision, considered as a flagrant infringement of the international law and a clear violation of the national sovereignty of the Republic of the Sudan.

FIFTH: PEACEFUL USE OF NUCLEAR TECHNOLOGY AND MAKING THE MIDDLE EAST A ZONE FREE FROM ALL WEAPONS OF MASS DESTRUCTION PARTICULARLY NUCLEAR WEAPONS.

19. Affirm the right of all countries to the use of nuclear energy for peaceful purposes, including their policies on the nuclear fuel cycle according to the NPT; Express concerns towards the restrictions imposed by some States on international cooperation in the field of research and transfer of equipment and technology for peaceful uses of nuclear energy. These restrictions contradict Article-4 of the NPT. Denounce the escalation of pressures and threats to prevent this legal right and stress the need for resolving differences by using peaceful diplomatic means.

20. Express our strong concern about the Israeli nuclear capabilities and the threat they pose, and emphasize the necessity of forcing Israel to open its nuclear facilities and programes for control and inspection according to the rules of the International Atomic Energy Agency as well as the necessity for Israel to accede to the NPT and make the Middle East Zone free of weapons of mass destruction as these constitute a basis for security and stability in the region and allows avoidance of exercising double standards in international interaction. Call for further cooperation and coordination among all of the PUIC Member Parliaments in International Conferences which are held to review this subject.

SIXTH: PROMOTION OF UNITY AND SOLIDARITY AMONG MUSLIM STATES

21.  Affirm the need to eliminate causes of prejudice hatred, provocation, and incitement, call for constructive dialogue between the followers of the various Islamic schools of thought.

22. Affirm also, the will to continue performing our role as parliaments in strengthening mutual understanding, tolerance and respect between the followers of the Islamic schools of thought in a manner that contribute to fostering brotherly relationships between Muslims as they are sharing the foundations of faith and performing the obligations of Islam,

SEVENTH: COMBATING TERRORISM

23. Condemn terrorist acts in all forms and manifestations, including State terrorism, and confirm that they contradict the teachings of Islam which advocate tolerance and mercy, rejection of violence and prohibition of all forms of aggression, particularly murder, irrespective of color, religion or race.

24. Affirm the inevitability of distinguishing between terrorism in all its forms, manifestations and the rights of States and peoples to legitimate resistance and armed struggle against foreign occupier and colonizer to liberate their homelands and restore legitimate rights stipulated by the UN charter and all international laws and conventions regarded as an inherent right of people under occupation. Recommend that the OIC forms a Legal Committee in charge of reviewing the concept of terrorism and defining the controls which distinguish between a terrorist act and others. The views of the Committee shall become a reference in this field.

25. Strongly condemn the terrorist acts which targeted researchers, scholars and university professors in a number of Islamic countries;

26. Strongly condemn also the recent terrorist aggression on the petroleum facility (Ain Amnas) in Algeria which targeted Algerians and foreign nationals aimed at destabilizing the region.

EIGHTH: THE SITUATION IN THE REPUBLIC OF MALI

27.
•    Confirm our principled position that supports the sovereignty of the Republic of Mali, territorial integrity and national unity. Call for the mobilization of necessary resources to face the humanitarian crisis and to alleviate the suffering of the displaced and refugees. Also call for sending a joint mission composed of the OIC and the Bureau of Coordination of Humanitarian Affairs in order to evaluate the humanitarian crisis in Mali, Mauritania, Algeria, Burkina Faso and Niger.
•    Strongly denounce all aggressive actions, carried out by terrorist groups against the Republic of Mali.


NINTH: SOMALIA

28. Commend the efforts exerted to end the transitional phase, support the resultant success of the political process, establishment of permanent institutions and drafting an official constitution for the country, establishment of a legislature, election of a president and appointment of a prime minister. All this has happened in the framework of the unity, sovereignty, territorial integrity and independence of Somalia. Strongly reject any intervention in Somalia outside the legitimate frameworks, in maintenance of its independence and territorial integrity.
29. Call for extending material and moral support to the recently formed Somali government, also call for extending urgent support to the Somali people to face the famine which has claimed the lives of thousands of people.
30. Call for and affirm the necessity of sending a parliamentary delegation from the PUIC to Somalia to assess the situation and evaluate the needs of the Somali parliament and follow up the implementation of this resolution.
31. Appeal to the States which sponsored the two conferences in London and Istanbul on Somalia, held in 2012, to follow up the recommendations and decisions made by the two conferences and apply the results on the ground for the benefit of the Somali people.

TENTH: AFGHANISTAN

32. Support reconciliation plan between the Afghan Government and the armed opposition forces aimed at ending the war and bloody conflict prevailing in Afghanistan and request cooperation from States neighboring Afghanistan to encourage dialogue between the belligerent parties.

ELEVENTH: AGGRESSION OF THE REPUBLIC OF ARMENIA AGAINST THE REPUBLIC OF AZERBAIJAN

33. Demand the strict implementation of the Resolutions number 822, 853, 874 and 884 adopted by the UN Security Council, as well as the unconditional, complete and immediate withdrawal of Armenian forces from all occupied Azerbaijan territories. Strongly urge Armenia to respect the sovereignty of the Republic of Azerbaijan and its territorial integrity.

34. Condemn the brutal aggression against Mosques and Islamic Holy places that has resulted in considerable losses of Islamic antiquities, and cultural heritage in Azerbaijan. Also condemn the horrifying genocide that took place in the city of Khujali in 1992, when, in few hours on the night of 25 – 26 February 1992,  613 civilians were killed including 106 women and 83 children.

35.     Reaffirm our complete solidarity and support to the efforts of the government and people of the Republic of Azerbaijan for defending their country, and urge for extending humanitarian relief in favor of the Azerbaijan refugees and displaced who face dire living conditions in order to initially prepare for their return to their homes from which they been displaced.

TWELFTH: THE SITUATION IN CYPRUS

36. Call on the Member States to consolidate effective solidarity with the Turkish Cypriot state, to maintain strong ties with it so as to break the unjust isolation imposed on it and to support and reinforce their relations with the Turkish Cypriot State in all fields. Affirm anew the activation of the previous resolutions taken by the OIC concerning the Cyprus issue as well as the resolutions of the PUIC. 

37. Welcome the desire expressed by the Turkish Cypriot State and Turkey to find a political viable settlement consistent with the UN Secretary General’s plan.

38. Call on Greece to respect the rights of the Turkish Islamic Minority in Western Thrace and Dodecanese and demand it to take the necessary measures ensuring the prevention of the destruction of mosques, places of worship and Muslim graves in that region.

THIRTEENTH: JAMMU AND KASHMIR                            
 
39. Call for finding a peaceful solution to the Jammu and Kashmir issue in line with the UN relevant resolutions in a way that has been agreed upon in Simla. Support the efforts exerted by the Islamic Republic of Pakistan for the sake of peace by different diplomatic means, including bilateral talks with India, taking into account the right of people of Jammu and Kashmir to self-determination.  

FOURTEENTH: PROTECTION OF MUSLIM COMMUNITIES AND MINORITIES:

40. Confirm the commitment of the PUIC towards the Islamic Minority Groups and Communities living in non OIC Member States, and call for action to solve their problems in such a way as to ensure their fundamental rights, such as the exercise of democratic right, religious freedom and ritual practices, as well as the protection of Holy and historic places.

41. Renew our support for the peace agreement signed between the Philippine government and the Moro National Liberation Front and call for immediate and complete execution of the terms of this agreement.  Urge Member States as well as charity institutions in the Islamic world to increase the volume of their humanitarian assistance for Muslims in South Philippine(s) in order to accelerate economic and social development.

42. Condemn the ongoing brutal actions perpetrated in a systematic manner against  the Community of Rohingya Muslims in Myanmar which constitute serious and blatant violation of international law and International Human Rights conventions. Particularly denounce involvement of security forces and Buddhist militias in these acts of killings and forced displacement of citizens and burning of their houses and places of worship. Call on the government of Myanmar to abide by its responsibilities according to International Law and Human Rights Convention(s) and take all measures to immediately halt acts of dispersion and discriminatory practices against Rohingya Muslims as well as the continuous attempts to distort the Islamic culture and identity. Call upon the governments of PUIC Member Parliaments to continue their efforts together with those of the international community and the UN in order to ensure the return of all Myanmar’s refugees who have been deported from the region of Rakhin (Arakan).

FIFTEENTH: DYNAMICS OF PEOPLES IN THE ISLAMIC WORLD:

43. Welcome the dynamics of peoples in the Islamic world and call for ensuring peaceful, organized and comprehensive transfer of power which fulfills the legitimate aspirations of peoples in their respective countries through a transparent and credible political process.

44. Call for emphasizing our governments’ commitments to the principles of human rights and allowing their peoples to practice their human and fundamental rights in conformity with the teachings of our tolerant religion as well as promoting values of Shura, democracy and relevant rules of international law.        

SIXTEENTH: ECONOMIC AFFAIRS AND THE ENVIRONMENT

45. Emphasize that the phenomenon of globalization constitutes one of the most important challenges for developing countries in general, and the Islamic countries in particular, and call for further study of this phenomenon and its impacts on their economies of their countries.

46. Express concern over the long term negative implications of the global economic and financial crisis on the economic growth of Member States and their development plans, balances of payments and ability to access international finance and foreign investment.

47. Affirm the necessity of ensuring suitable representation of the Islamic world in all ongoing negotiations on the impacts of the global financial crisis, such as activities of the G-20, to become more balanced and responsive to the respective demands of Islamic countries in particular.

48. Strongly reject the principle of imposing sanctions on States whether unilaterally or multilaterally; Express our absolute solidarity with the Islamic States subject to such sanctions; Stress that economic and financial measures should not be used as tools for political coercion. This way results in depriving targeted peoples of exercising their natural rights in achieving development.

49. Call for providing assistance to the poorest Islamic countries and others vulnerable to natural disasters and social problems to help them overcome their plights and engage in the development process.

50. Call upon all the states of the PUIC Member Parliaments as well as the international community to support and extend humanitarian assistance to the peoples of Chad and Niger affected by natural disasters (floods)

51. Call for increasing intra-trade between OIC Member States; and support strengthening the role of Islamic Banks in the financial system and the economic growth of these States.

52. Request our governments to formulate comprehensive and sustainable development policies aimed at realizing sustainable economic development and the improvement of social conditions as well as protection of the environment. Stress our support to the results of the 17th UN Conference on climate change which was held in Durban, South Africa, in December 2011, especially as regards maintaining the continuity of Kyoto Protocol.

53. Warn against the negative environmental impacts which result from terrorist bombings in Iraq, and express our solidarity with the Iraqi people in facing these negative impacts, especially on the health of citizens. Call on our governments to extend necessary assistance to overcome this problem.

54.  Appeal to the Member Parliaments to request their governments to draw up  comprehensive and sustainable policies aimed at promoting growth and developing social conditions and protecting the environment.

SEVENTEENTH: CULTURAL AND LEGAL AFFAIRS AND DIALOGUE BETWEEN CIVILIZATIONS AND RELIGIONS
 
55. Emphasize the importance of cooperation with the OIC in implementing the Ten-Year Plan of Action and request expediting accession or ratification of agreements concluded in the framework of the OIC aimed at energizing these agreements.

56. Commend the parliaments which have established focal points on dialogue between civilizations and call for developing their work by various means. Call for preparing a plan to realize effective and constructive dialogue between the Islamic and Western civilizations as well as projecting a true and positive image of the Islamic civilization. Appeal to the Islamic Development Bank and Islamic Solidarity Fund to support this project. Commend the establishment of King Abdallah Bin Abdul Aziz Center for Dialogue between followers of religions and cultures in Vienna which the Kingdom of Saudi Arabia has sought to establish and support.

57. Strongly condemn the re-screening of films and caricatures offending to the Prophet Mohammed (PBUH) and religious symbols and demand immediate cessation of these provocations as well as demand the preservation of inviolability of Islamic sanctities and warn the Zionist occupation authorities against the continuation of excavation works underneath Al Qasa Mosque which threaten the existence this Holy Islamic landmark, first Qibla and Third of the Holy Mosques.

58. Call our Governments to seek the adoption of a UN resolution  calling for ensuring total respect for all divine religions and refrain from utilizing the freedom of expression to vilify any religion, also call for putting an end to the phenomenon of religious hatred between people

59. Call for establishing a legal framework in order to make national legislations of the Member States more harmonized with the international conventions on the rights of migrant workers. Call also for facilitating access of migrant workers to the judicial system while observing the principle of equality before the law without discrimination, and finding appropriate means to deal with the victims of violence specially women working outside their own countries.

60. Recommend the necessity of considering teaching of special courses on values of consultation, democracy and human rights in the PUIC States as part of school curricula in a way which conforms with the Islamic Shari'a. Reject double standards in evaluating issues of human rights in various countries.

EIGHTEENTH:  HUMAN RIGHTS, WOMEN AND FAMILY:

61. Confirm the need, if necessary, to amend national laws, statutes and legislations to achieve democracy and protection of human rights as well as freedom of opinion and expression in accordance with the provisions of Sharia. 

62. Strongly reject and condemn politicization, selectivity and discrimination in addressing issues related to human rights at the regional and international levels;

63. Reject attempts to use the issue of human rights in order to throw doubts on the Islamic principles and fundamentals of Shaira in order to interfere in the internal affairs of Islamic States.

64. Strongly rejects repeated and wide ranging linkage between Islam, Muslims, and terrorism and violation of human rights.  This has led to intensification of Islamophobia and the increase in bias and discrimination against Muslims in all parts of the world.   

65. Call on non-Muslim States where Muslims live to ensure and provide civil rights to these Muslims, including their right to equitable human treatment. Stress that religious and ethnic minorities in the Islamic world are an integral part of their societies and states and that they exercise their full citizenship as regards rights and duties.

66. Reiterate the importance of preserving the national unity, sovereignty, independence and territorial integrity of Syria, and emphasize the necessity of protecting civilians and respecting human rights according to international resolutions.  Calls on UN Security Council to honour its responsibilities by taking the necessary measures to stop the violence and the shedding of blood through a permanent political solution and ensuring the safe return of Syrian nationals who have been forced to live in other countries

67. Call for involving Muslim Women Parliamentarians regularly in all PUIC Conferences and in the decision-making process within the Union.

68. Call upon PUIC Member Parliaments to enact necessary legislations to ensure that all women could enjoy equal access to economic resources, including access to land, access to productive resources, access to micro credit and micro finance, access to medicine and technology, as well as access to training programs to improve their skills and capacities.

69. Request extending support to Palestinian women, especially those living in Al Quds who suffer all forms of repression and persecution by settlers who aim at uprooting people from their land and desecrate their sanctities.

70. Welcome the approval of the National Assembly of Burkina Faso to host the Third Conference of Muslim Women Parliament rains as part of the events of the Ninth PUIC Conference which will be held in Ouagadougou in 2014.

71. Request all Member States to pass the draft document of Muslim Women submitted by the National Legislature of the Sudan.

72. Urge States of PUIC Member Parliaments to pay attention to raising the awareness of youth through objective information which advocates enlightened Islamic values and principles by enacting laws to protect children and youth from dangers engendered by  negative programs.

73. Urge also the States of the PUIC Member Parliaments to pay attention to education for all and establish research centers devoted to the issues of Muslim youth in order to prepare them to understand and confront the negative impacts of globalization, and in such a way as to preserve their Islamic identity.

74. Call on the Member Parliaments and their Governments to address the problem of youth unemployment because it’s the basis of all problems by drawing up executive programs and measures for capacity building and providing projects for youth employment.

75. Call on the Member Parliaments to enact legislations to consolidate and protect the cohesion of the family.

76. Call for establishing an Islamic organization for taking care of education and welfare of children.

77. Urge Member States to sign and ratify the OIC Convention on the Rights of the Child in Islam, and the UN Declaration on the Rights of Children and the annexed optional protocols.

78. Demand prosecuting of the Zionist authorities for crimes abusive of children by imprisonment and torture, physically and psychologically.

79. Call on the PUIC Member Parliaments to urge their respective governments to ensure free health treatment service for children.

80. Request the enactment of legislations which will help combat epidemics and cooperate with regional and international organizations to stop the spread of epidemics. Urge rich Member States to assist in eliminating these epidemics and establishing specialized research centers.

NINTEENTH: ISLAMIC PARLIAMENTARY DECLARATION
81.    
• The Executive Committee approved submitting to the Conference the unanimous approval by the Members of the Committee of the idea of an Islamic Parliament as a matter of principle, considered as a natural development of our consultative and democratic experience, as well as a political and economic necessity made inevitable by the growing movement towards unity between the states and peoples of the Islamic world.

• It has been agreed to hold a meeting of the Experts Committee within a maximum period of one month from to date in order to consider the document presented by H.E. the PUIC Secretary General together with the observations received.  The Committee shall submit its report to the next meeting of the PUIC Executive Committee.

• The Executive Committee has agreed to accept the invitation extended by the National Assembly of the Sudan to host the next meeting of the Committee of Experts.

• H.E. the PUIC Secretary General has prepared a specialized study on the subject and circulated it to the members of the Executive Committee.  He will circulate it to all the august member parliaments for study and observation thereon in the hope of expediting measures.

• The Executive Committee has agreed to refer the study to the Committee of Experts together with the observations of the member parliaments received by the PUIC General Secretariat.

TWENTIETH: MOTION OF THANKS

82. The Conference expresses sincere thanks and appreciation to the government, people and officials of the Republic of the Sudan, and expresses special thanks and gratitude to the National Legislature of the Sudan for their generous hospitality and excellent preparations which have resulted in the success of the proceedings of the 8th Session of the PUIC Conference.  
The Conference highly appreciates all the efforts that have been exerted in order to achieve the cherished objectives and expresses its good wishes for progress and prosperity to the President, government, people and parliament of the Sudan.
