Representatives of the Peoples … Consolidating Ties and Horizons of Cooperation

The above title of this article connotes the worries shared by nations in our present day and age. It also reflects the interests which those nations seek to realize and which are shown through endeavors made by their representatives to elected institutions, in general and parliamentary bodies, in particular.
They are hidden worries and interests which may come to the surface when the chance offers itself, as an expression of an incessant wish to establish bridges of communication, rapprochement and deeping of the elements of harmony and concord. Harmony, aimed at pulling down illusory barriers, has been faked and nurtured by unjust powers in order to preclude the achievement of the hopes of peoples and the message of their representatives, especially in the Arab- Muslim world.
Enemies of the world are increasing their pressure on and ceaselessly act to put up impediments on peoples paths and sow discord and dissension among their ranks. They know very well that nothing disturbs its peace or imperils its cohesion if they disappear from the scene. Indeed all elements of world constituents and pillars help to bring its ramparts together and maintain its fabric. They are tools and mechanisms that ensure its integrity and solidarity.
That is the theme which worries national parliaments as well as regional and continental assemblies. The Committee on Foreign Affairs, Cooperation and the Expatriates of the National People’s Assembly of Algeria has established for this theme a space and a free forum in January 2011 in which the question of consolidating ties and horizons of cooperation world-wide was subjected to discussion and analysis in order to reach the security, peace and prosperity for which peoples aspire in a civil world pervaded by love, brotherhood, harmony and conciliation among its various blocs and groups.
Professor Mahmud Erol KILIC, PUIC Secretary General, attended that occasion and delivered an interesting and distinguished speech in which he stressed the obligation to intensify efforts and double endeavors for the sake of energizing the role of representative bodies and giving a stronger impetus to carry out the tasks entrusted to them by the people.
To raise such matters in a free atmosphere necessitates opening up discussions, in depth, of the dimensions of their implications, due to their utmost crucial significance, nationally, regionally and continentally, following the example of successful models, such as the European Union.
The gathering brotherly leaders in Arab and Islamic legislatures, at that time, drew attention and gave the impression that both the will and the ability existed. This gives satisfaction that future gatherings will strengthen cooperation, promote ties and support the exchange of experiences.
This is apt to bring together exploratory views, not only in legislation, but also in various fields, so that parliaments are able to stand in the face of challenges that are imposed by a general position of a changing world society and developing age.
Constant contact, continuous rapprochement, generous exchange of views, expertise and experiences are a superior example of overcoming all obstacles which hinder the establishment of partnership and abilities that fulfill the aspirations and wishes of peoples in the various domains of life.
Moving from states of discord to international relationships shall develop the legislative system, whether nationally, regionally or continentally, and facilitate movement from one phase to another. This will generate, for all humanity, prosperity, justice and equality in a world that witnesses more injustice from man to man and from the strong to the weak. What is worth maintaining is the trustful tone of all the participants in that important international forum, and that paying attention to the interests of peoples by their respective representatives reflects the credible role expected from the new cooperative and supportive legislative institution. This is because of its growing role as the true front that presents the worries and interests of the masses who are the source of will to establish this institution and who give it the inspiration and power to be effective.
Our contemporary world has become a small village because technology has crossed borders and many issues enter regions, states and continents without prior warning, whether the issues that concern scientific and technological advance or those entailing human problems such as terrorism, global warming, pre-emptive wars, ecological pollution…etc.
Following up the proceedings of this free international legislative gathering will lead to the following statement: its conclusions must be made into an effective tool and a serious method that enable parliamentary diplomacy and representative action to modernize relations and make them to service the people, in the legal and control realm or as a dignified living reality.
