Secretary General Signs Headquarters Agreement with Iranian Foreign Minister

H.E. the PUIC Secretary General Mr. Mouhamed Khouraichi Niass signed, with H.E. Dr. Hussain Amir Abdollahian, Foreign Minister of the Islamic Republic of Iran, the Headquarters Agreement, which defines the privileges and immunities which the PUIC receives from the Headquarters State.

Iran has granted these diplomatic immunities and facilities which also include providing the PUIC Seat and its furnishing since its establishment.

This Agreement was signed on Monday 31st October 2022, at the premises of the Foreign Ministry of Iran, in Tehran, in the presence of a number of PUIC and Ministry’s officials.

His Excellency Dr. Hussain Amir Abdollahian, Iranian Foreign Minister received His Excellency the PUIC Secretary General Mr. Mouhamed Khouraichi Niass, who expressed ample thanks to the Islamic Republic of Iran for the facilities which it extends to the PUIC in order to perform its functions in the required manner.

H.E. the Secretary General also expressed to H.E. the Minister his gratitude for signing this Agreement. He confirmed that this underlines the attention paid by Iran to the PUIC. He pointed out that such a step would provide better conditions for the working of the General Secretariat in order to realize PUIC Objectives.

On the other hand, His Excellency, the Foreign Minister of Iran, Dr. Hussain Amir Abdollahian underlined the attention paid by the Islamic Republic of Iran to the PUIC which is considered a center of meeting between OIC Member States.

He lauded the status of His Excellency Mr. Mouhamed Khouraichi Niass in the world, as he is a distinguished world personality with intimate relationships with all Islamic States.

He Stated that this Agreement, and the facilities contained in it, enhances the position of the PUIC to perform its tasks. He added that the colleagues in the Foreign Ministry are fully prepared to cooperate with the General Secretariat in whatever will ease the latter’s work.

It is worth mentioning that the PUIC has been established by a Founding Conference which was convened in Tehran, on 17 June, 1999. The Conference decided that the PUIC Permanent Headquarters shall be in Tehran, Islamic Republic of Iran.

PUIC members amount to 54, in addition to 22 Observers.

The Secretariat General was assumed by:

H.E. Mr. Ibrahim Auf (from Egypt),
H.E. Prof. Dr. Mahmud Erol KILIC (from Türkiye)
And then the current Secretary General H.E. Mr. Mouhamed Khouraichi Niass (from Senegal)

The PUIC has convened 18 Conferences up to now, including two extraordinary Conference. Meanwhile the other PUIC organs have held tens of meetings. The next PUIC Conference shall be convened in Algeria.
