“And hold firmly together to the rope of Allah and do not be divided…,” (Ali Imran: 103).
We, the Representatives of the PUIC Member Parliaments and other distinguished delegations participating in the 19th PUIC Conference generously hosted by the Indonesian House of Representatives,
Reaffirming our commitment to the objectives enshrined in the Statute of the Parliamentary Union of OIC Member States and our obligation to respect the objectives and principles of the Charter of the OIC as well as the Charter of the United Nations and international law;
Recalling the Abidjan Declaration adopted at the 18th Session of the Conference of the PUIC Member States and the Banjul Declaration adopted by the 15th Session of the OIC Islamic Summit Conference and other relevant international instruments;
Cognizant of the fact that the world and its global order are at a critical juncture as war and conflicts continue to rise and the narrow interests of individual countries justify unilateral and arbitrary actions, while the values of cooperation and unity are gradually eroding;
Believing that by strengthening our unity and Islamic brotherhood-sisterhood, the Muslim community will be able to confront various global challenges and provide opportunities for leadership to the global order;
Concerned to the fact that despite numerous calls from the UN and the international community, the Order issued on 26 January 2024 by the International Court of Justice (ICJ) indicating provisional measures against Israel in the case concerning the application of the Convention on the Prevention and Punishment of the Crime of Genocide (South Africa v. Israel), along with the International Criminal Court (ICC) warrant of arrest to Benjamin Netanyahu and Yoav Gallant on allegations of war crimes and crimes against humanity, as well as the ceasefire agreement between conflicting parties in Gaza, the Israeli military operation in Gaza continues to unabated and remains indiscriminate and disproportionate in its scale;
Alarmed by the rise of anti-Muslim bigotry and Islamophobia, manifested through racial profiling, discriminatory policies, outright violence, and hate speech targeting individuals or groups engaged in the massive global public outcries over the indiscriminate and disproportionate Israel military attacks on Gaza;
Expressing deep concern that even after several decades since the establishment of the PUIC, Muslims—who constitute a significant portion of the world’s population—continue to face considerable hardship, as evident in the poverty figures among OIC Member States and in the challenges of discrimination, xenophobia, and the lack of legal, political, economic, social, and cultural rights endured by Muslim minorities in non-OIC Member Countries;
Underscoring the necessity for both collective and individual reflection and efforts towards continuous progress and reform by the PUIC Member States and the PUIC as an organization to enable both entities to serve their respective people and members better as well as the global society;
Acknowledging that reforms in the public sector service deliveries, improvement of good governance, and development of strong, service-oriented state institutions, among others, are essential for sustainable domestic reforms and enhanced management of the national wealth, creating even greater leverage for Muslim countries at the global level;
by the grace of Allah, the most glorified, the highest, declare the following:
- Reaffirm the centrality of the Cause of Palestine and Al-Quds Al-Sharif to the entire Muslim society and call on all states, institutions, and international organizations to adhere to the resolutions of the international legitimacy regarding the occupied city of Al-Quds as an integral part of the occupied Palestinian territories of 1967 and as the capital of the State of Palestine;
- Demand for full cessation of the ongoing Israeli military attacks on Palestine and the immediate release of Palestinian prisoners unlawfully and arbitrary imprisoned by Israel, in particular women and children;
- Fully support the role of the State of Palestine as an independent and sovereign state in various multilateral fora and the international efforts to advance the two-state solution build on the momentum of the Global Coalition for the Implementation of the Two-State Solution and the upcoming High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution to be held at the United Nations headquarters in New York, in June 2025;
- Warn against the dangerous intention of Israel, the occupying power, to annex parts of the occupied Palestinian territory, including the remaining Gaza territory, under the pretext of “hostage” reason and categorically reject any calls for displacement of the Palestinian population or annexation of Palestinian land;
- Encourage PUIC Member Parliaments and the global society to advocate their government for a unified diplomatic effort within the international political order—including at the United Nations and other multilateral fora—to urge all States to impose sanctions and isolate Israel as the occupying power from the global arena, observe the two advisory opinions of the International Court of Justice, call on the International Criminal Court to complete investigations of the war crimes and crimes against humanity committed by officials of the Israeli authorities, and remain steadfast in providing humanitarian assistance including through the UNRWA;
- Recommend PUIC to strengthen and deepen engagement with parliamentary organizations of other regions, particularly, the European Parliament and the US Congress by establishing a regular parliamentary dialogue as a primary inter-parliamentary channel to address the current and emerging global challenges;
- Decide to have stronger inter-parliamentary cooperation, capacity-building support and initiatives, and knowledge-sharing through a collaborative platform among PUIC Member States to address global economic challenges, enhance socio-economic resilience, build better representative institutions, and foster sustainable development while ensuring mutual benefit and solidarity among all Members and instruct PUIC Secretariat to consult with the current Presidency on such initiatives;
- Call upon PUIC Member Parliaments to actively counter Islamophobia, xenophobia, intolerance, and all forms of discrimination by exemplifying the values of Islamic principles and teaching as rahmatan lil-alamin, promoting interfaith and intercultural parliamentary dialogue and upholding the dignity and rights of all peoples;
- Advocate for peaceful resolution of conflicts in all regions, particularly those affecting Muslim communities, by supporting diplomacy, dialogue, and reconciliation in line with the principles of the Charter of the OIC, Charter of the United Nations, and international law, taking into account the Islamic value of shoora and consultation;
- Welcome the OIC response on the ceasefire between the Islamic Republic of Pakistan and the Republic of India and its call on the international community to redouble efforts and encourage both countries to resolve all outstanding issues, including the Jammu and Kashmir dispute in accordance with the aspirations of the people of Jammu and Kashmir through peaceful means, as enshrined in the relevant United Nations Security Council resolutions, maximum restraint and avoidance of actions that could destabilize the region, and adherence to the principles of the Charter of the OIC, Charter of the United Nations and international law, particularly the principles relating to respect for the sovereignty and territorial integrity of States, and the need to adhere to the agreement to protect civilians, residential areas, and civilian facilities, including places of worship;
- Call for enhanced bilateral and multilateral cooperation among OIC and PUIC Member States to strengthen intra-development of the global Islamic community, including through the following non-exhaustive list:
- Sustained investment in education, scientific research, women and youth empowerment within the Islamic world;
- Increased intra-trade by prioritizing partners from OIC countries and local currency trade use expansion as preferred means of intra-trade payment, among others;
- Enhanced cooperation among OIC Member States in the area of technology and digitalization, development of knowledge-driven institutions and others;
- Inter-PUIC parliamentary exchanges support and cooperation.
- Call on Member Parliaments to enhance legislation and policies that support governmental digital transformation, develop national digital infrastructure, and ensure digital inclusion for all segments of society, thus enhancing transparency and efficiency in the provision of services.
- Establish a joint parliamentary mechanism to enhance cybersecurity in States of Member Parliaments and counter disinformation campaigns and digital hate speech targeting Islamic societies.
- Affirm the urgent need for comprehensive institutional reform of the PUIC aimed at being an effective platform and mission-driven Islamic inter-parliamentary organization to address both longstanding and emerging challenges faced by the Islamic world, inter-alia by:
- Strengthening the PUIC mandate, its work, and efficiency;
- Improving PUIC coordination mechanisms;
- Fostering greater inclusivity both in PUIC management and in its mission;
- Developing a PUIC Programme of Actions as a mission document guiding the work of the PUIC Secretariat and PUIC Member Parliaments to address issues and challenges of their people and the global society.
- Recommend Member Parliaments to continuously enhance their national capacities in responding to the legitimate demands and aspirations of their citizens on the quality, transparency, and accessibility of public services through the parliament oversight and counsel mechanism, and integrating the meaningful public participation methods and accountability of the decision-making process in their law-making functions;
- Reaffirm the central role of good governance, accountability, transparency, and the rule of law as essential foundations for building strong and resilient institutions, protecting the interests, rights, and welfare of the people by adopting necessary legislation to promote the aforementioned values and principles;
- Mandate the PUIC Secretary-General to conduct a review and analysis to implement the above-mentioned mission statement of this declaration and report to the Troika of the PUIC Presidency within six months of the adoption of this declaration.
