Ouagadougou Declaration

Adopted by the Specialised Standing Committee on Political Affairs and Foreign Relations Ouagadougou – Burkina Faso 13 -14 January 2026

•    Proceeding from the Statute and Regulations of the Parliamentary Union of the OIC Member States (PUIC);
•    Pursuant to the resolutions adopted by the PUIC Conferences and the meetings of its organs;
•    In implementation of the resolutions calling for enhancing the PUIC’s work and fostering a renewed dynamism within it;
•    In response to the repeated calls to accord special attention to the issue of migration, refugees, and internally displaced persons, an issue that is worsening day after day, particularly in the States of PUIC Member Parliaments;
•    And in an effort to enable the specialized committees to play a central role in examining the issues placed before the PUIC:
•    Taking all the above into account;
•    The second meeting of the Committee on Political Affairs and Foreign Relations was convened, pursuant to the kind invitation extended by the Transitional Legislative Assembly of Burkina Faso;
•    The meeting devoted its deliberations to the topic of “Migration and Refugees”, in view of the urgency of this matter affecting a number of PUIC Members and its prominence at the global level;
We, the participants in the Meeting of the Committee on Political Affairs and Foreign Relations of the Parliamentary Union of the OIC Member States, convened in Ouagadougou, Burkina Faso, on 13–14 January 2026;
1.    Affirm that the PUIC is called upon to accord special attention to the issue of migration, refugees, and internally displaced persons, given the profound impact of these phenomena on large segments of the populations of our States, and further note that migration-related challenges continue to escalate due to conflicts and wars in many regions of the world, the spread of terrorism, climate change, unemployment arising from difficult economic conditions in some countries, and violations of human rights.
2.    Call for alignment with the relevant UN legal framework in addressing migration, particularly the Global Compact for Safe, Orderly and Regular Migration, commonly known as the “Marrakesh Migration Pact”, adopted by the United Nations General Assembly on 19 December 2018, while fully respecting national sovereignty and domestic legislation.
3.    Stress the importance of coordinating humanitarian and charitable efforts directed toward migrants across OIC Member States, in order to reflect the spirit of solidarity and to strengthen joint Islamic humanitarian action, in line with the directives of Islamic Summits, and consider that donors in Islamic countries, both states and individuals, should prioritize migrants and internally displaced persons in States of PUIC Member Parliaments, then in other Islamic countries hosting them, while also supporting the capacities of the origin countries of migrants to facilitate their reintegration by securing dignified living opportunities.
4.    Strongly condemn all forms of expulsion of migrants, regardless of whether they are persons residing in host countries without valid legal basis, or refoulements carried out at borders in violation of legal procedures and guarantees provided for by international and regional human rights law, and call for the freedom of movement of refugees to be guaranteed and for their right to employment to be ensured.
5.    Call for granting special attention to the African Sahel countries, where (29) million people are in need of humanitarian assistance and protection, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA) in June 2025; Call for serious efforts to stop the so-called “boats of death,” which have thus far claimed the lives of more than ten thousand young people from West African countries attempting to reach Europe across the Atlantic Ocean; Believe that responsibility is shared between countries of origin (African countries) and destination countries (European countries); Support the expansion of circular migration schemes that Spain is attempting to apply, provided that this is accompanied by the establishment of humanitarian safe corridors instead of criminalizing or deterring migration, by facilitating access to the Schengen visa for African countries and by respecting bilateral and international agreements in this regard.
6.    Declare our solidarity with the Sahel countries; Burkina Faso, Chad, Niger and Mali, in their fight against terrorism and hosting refugees, and call for increased support for these countries.
7.    Reaffirm our solidarity with the Palestinian people struggling for freedom, independence, return, and an end to the suffering they endure as a result of forced displacement, the likes of which no other people in the world have suffered, and who continue to live under the yoke of the Zionist Israeli occupation, which commits all kinds of internationally punishable crimes against them, while half of the Palestinian people remain in the diaspora in refugee camps, deprived of living in their homeland since 1948 to the present day.
The world has witnessed how the Palestinian people in the Gaza Strip, throughout the Palestinian territories, and in Al-Quds, the capital of the Palestinian State, have been subjected to a war of extermination and ethnic cleansing unprecedented in history. We call for the empowerment of this steadfast and struggling people in their homeland to establish their independent State with Al-Quds Al-Sharif as its capital, in implementation of General Assembly Resolutions 181 and 19/67 of 2012.
8.    Call for increased action and attention to support Palestinian refugees, and condemn the targeting of UNRWA, which is exposed to what it represents as a living witness to Israel's crimes. 
Furthermore, we commend the role of a number of Member States in this field and the work of Bait Mal Al-Quds Agency, the executive arm of the Al-Quds Committee chaired by His Majesty King Mohammed VI. We also affirm our support for the Hashemite Kingdom of Jordan in this regard through the Hashemite custodianship of Al-Quds and Islamic and Christian holy sites.
9.    Express our deep concern over the ongoing civil war in Sudan, which has witnessed horrific atrocities and caused the displacement of millions of its citizens, and call for a national reconciliation that would put an end to this conflict and restore security and stability to the State of Sudan. Call for greater attention to Sudanese, Somali, Syrian, Syrian, Yemeni, Rohingya and Afghan refugees.
10.    Underscore that economic integration among Islamic countries is essential for promoting development and overcoming several challenges facing the Islamic world, including those related to migration and refugees. Such integration includes enhancing intra-trade, strengthening cooperation in technology, …etc.
11.    The members of the Political Committee commend the initiative of the PUIC General Secretariat to convene committee meetings dedicated to addressing matters of importance to the PUIC’s mission, as exemplified by this meeting, call for the continuation of such meetings on a regular basis, and urge Member States to assume the hosting responsibility on a rotational basis.
12.    The participants express their profound appreciation to the Transitional Legislative Assembly of Burkina Faso for its generous hosting of this meeting, and for its excellent organization and great hospitality.
