RESOLUTION NO. 33-PFR/15-CONF

 ON

 INITIATIVE CONCERNING UNITY AND BROTHERHOOD

“And Obey Allah and His Messenger; and fall into no disputes, lest ye lose heart and your power depart; and be patient and persevering for Allah is with those who patiently persevere”- Al-Anfal- verse 46.

The Conference of the Parliamentary Union of the OIC Member States, in its 15th Session, held in Ouagadougou, Burkina Faso on 3 - 4 Jumada Al-Thani, 1441H corresponding to 29 – 30 January, 2020,

Proceeding from the Quranic Verses which urge for unity, brotherhood, justice and equality;

            Inspired by the provisions of the Quranic Verses and others, as well as those enshrined in the Traditions of the Prophet of the Ummah our Master Mohammed (pbuh) which project the status of Man whom Allah created to honour him, preferred him to many of His creations; made him vicegerent on His earth; and made him also a guiding nation that guides to what is right and to the straight path. Allah urged the nation to maintain brotherhood, unity and justice. He also promised it victory and enablement;

            Recognizing the principles enshrined in the PUIC Status, especially its objectives, and the provisions of the OIC Charter;

            Cognizant of the current disturbances experienced by the Islamic Ummah, as well as the state of disintegration and aggression on its sovereignty, particularly concerning the Palestinian cause, the central issue of the Ummah, and the other all-inclusive issues;

1- Announces the launching of an initiative to be called “Initiative on Unity and Brotherhood”.

2- Affirms that the objectives of the initiative are as follows:

      Striving honesty and sincerely to achieve unity between PUIC peoples in order to confront various existing challenges.

      Materializing brotherhood stipulated in the teachings of our true religion and all divine religions.

      Establishing justice and brotherhood among all the peoples of the countries of member Parliaments.

3- Invites all the States of the member Parliaments to commit themselves to the following principles:

3-1    To be keen on mutual trust among Muslims and showing good opinion about each other. These are two characteristics not surpassed by any other good: good opinion about God, and good opinion about the creatures of God.

3-2    To establish cooperation among ourselves in issues of collective agreement, and avoid controversial issues.

3-3    To confront enemies with unity and harmony, especially in issues that relate to the common interest of the Islamic Nation such as the Palestinian issue, being the central cause of Muslims in this age. It is a trust on the shoulders of the Islamic Ummah.

3-4    To adopt the issues of Muslim minorities who suffer oppression, stand on their side in a collective manner, and extend assistance to refugees and the afflicted people.

3-5    To keep away from extremism and excessiveness, while closing their approaches and laying siege to their ideas, especially among youth, because of the seditions which they cause in our Islamic World.

3-6    To encourage dialogue among scholars from various Islamic doctrines, sects and Islamic intellectual methodologies in order to serve Muslim unity and brotherhood and elevate the Word of God.

3-7 To seek resolving differences among Muslims: States, peoples and individuals, through peaceful means, encourage dialogue and establish conciliation. Allah says, “The Believers are but a single Brotherhood: so make peace and reconciliation between your two (contending) brothers; and fear Allah, that ye may receive mercy”- Al-Hujurat- verse 10.

3-8    To encourage establishment of centers for Islamic studies which help to ensure Sharia solutions to problems facing Muslims; support existing centers; and maintain cooperation between all these bodies for the interest of the world and to project the true image of Islam.
