1.       Election of the following Members of the Bureau:
 
1.1     Vice-President from African Group.
1.2     Vice-President from Asian Group
1.3     Rapporteur.
 
2.       Adoption of the Agenda and the Programme of Work.
3.       Report of the PUIC Secretary General.
4.       Consideration and adoption of the Reports of the 9th and 10th Sessions of the Council and their annexes
5.       Consideration of the Reports and the Draft Resolutions presented by the Rapporteurs of the following Standing Specialized Committees (S.S.C.s):-
 
5.1     Committee on Political and Economic Affairs.
5.2     Committee on Legal Affairs, Human Rights and the Environment
5.3     Committee on Women, Social and Cultural Affairs
 
6.       Formation of an open-ended Drafting Committee chaired by the Conference’s Rapporteur with the participation of the Rapportuers of the three Standing Specialized Committees (S.S.C.s)

POLITICAL AFFAIRS
 
8.       Al-Quds Al-Sharif, Palestine and other occupied territories of Syria and Lebanon.
 
8.1.    Protection of Al-Aqsa Mosque against threats of destruction.
8.2     Israeli racist separation wall.
8.3     Committing Israel to apply the Fourth Geneva Convention on the occupied territories and treating the Palestinian captives and detainees in its prisons in accordance with the International Humanitarian Law.
8.4     Resumption of the peace process through the energizing of the Quartet in the light of international legitimacy and the Arab Peace Plan.
8.5     Condemnation of the financial and economic ban against the Palestinian people following their democratic elections.
8.6     Making the whole Middle East region a zone free of all weapons of mass destruction, especially nuclear weapons.


9.       Situation in Iraq and restoration by the Iraqi people of their political and economic sovereignty and the reconstruction of independent Iraq.
10.     Situation in Lebanon.
11.     Combating terrorism under the umbrella of the UN and reconfirming the legitimate right to resist occupation and foreign aggression by all individual and collective means according to Article 51 of the UN Charter and further documents and measures of liquidation of colonialism and racism.
12.     Supporting efforts to create sustainable dialogue between Islamic and Western parliaments:-
 
12.1    Report of the Troika Focal Point of the PUIC for dialogue with the OSCE-PA. (Members: Speakers of Parliaments of Turkey, Egypt and Senegal).
 
13.       Necessity of developing solidarity and unity among Islamic States in the face of mounting challenges which target the capabilities of the Islamic Ummah.
14.     Adverse consequences of Western double-standard policy in the Islamic World in general and issues of the Middle East in particular.
15.     Supporting the equal and inalienable rights of all nations to have free access to and usage of modern technologies and energy for their peaceful exploitation.
16.     Situation in Somalia
17.     Situation in Darfur.
18.    Situation in Cyprus.
19.     Situation of the Turkish Moslem Minority in Western Thrace.
20.     Situation in Jammu and Kashmir.
 
ECONOMIC AFFAIRS
 
21.     Impact of globalization upon the economies of developing countries and particularly on Islamic Countries.
22.     Allocation of voluntary contribution to the Islamic Solidarity Fund within the OIC to finance activities of interdependence (Takaful) and solidarity among Islamic States during times of disaster.
23.      Inviting rich Islamic States to write off or reduce debts due from economically hard- pressed Islamic States.
 
CULTURAL AND SOCIAL AFFAIRS
 
24.     Confronting Islamophobia.
25.     Promoting dialogue among civilizations, with special emphasis upon countering Western campaigns against Islamic values.
 
25.1    Inviting all national parliaments to play an active role in implementing the Global Agenda on Dialogue Among Civilizations of the UN Resolution No.56/6 of 2001, in cooperation with other parliamentary organs.
25.2    Establishing a focal point for dialogue affiliated to the Union in each parliament so as to take appropriate initiatives in coordination with their respective governments and other participating institutions with a view to promoting the culture and the spirit of dialogue.
 
25.3    Coordinating the initiatives of some Islamic countries to establish centers and institutions for dialogue among cultures and civilizations.
25.4    Teaching Arabic language to students from non-Arabic-speaking Islamic States.
25.5    Establishing Islamic National T.V. channels in foreign languages directed to the West.
 
26.      Democracy, Human Rights and International Humanitarian Law:
 
26.1    Teaching democracy values, Human Rights and International Humanitarian Law as part of academic curricula in PUIC States in the light of Islamic legislation (Sharia).
26.2    Enacting national legislation promoting democracy, human rights, freedom of opinion and expression as well as ensuring effective participation of their citizens in the building and development of society.
ORGANIC AFFAIRS
 
27.     Cooperation between the PUIC and the OIC to implement the Ten-year Action Plan adopted by the Third Extraordinary Islamic Summit Conference.
28.     Exchanging observer status between the Union and the Inter-Parliamentary Assembly of the Commonwealth of Independent States.
29.     Nomination of the Members of the 11th and 12th Sessions of the Council
30.     Nomination of the Members of the Executive Committee
31.     Nomination of the Members of the Three Standing Specialized Committees (S.S.C.s).
32.     Election of the President of the 6th Session of the Conference (from the African Group of regularly paying parliaments).
33.     Date and Venue of the 6th Session of the Conference.
34.     Adoption of the Report of the 5th Session of the Conference.
35.     Adoption of the Cairo Declaration and Resolutions.
36.     Any other business.
 
36.1   The dispute between Azerbaijan and Armenia on Nagorno-Karabakh region (Azeri Parliament)
36.2   Support of Kosovo’s quest for independence (National Assembly of Kuwait)
36.3   Rejection of all economic sanctions – whether unilateral or multi-lateral -imposed on any of the Islamic countries (Islamic Consultative Assembly of Iran)
36.4   Examining the feasibility of establishing an “Islamic Monetary Fund” (House of Representatives of Indonesia)
36.5   Action to include confrontation of incitement to Islamophobia as a fundamental item in the Agenda of the IPU in its forthcoming meeting in Cape Town (National Assembly of Kuwait)
36.6   Pursuing efforts exerted by Islamic parliaments and governments to adopt a United Nations decision on issuing an international legislation forbidding abuse of divine religions and religious symbols (National Assembly of Kuwait)
36.7   Rejecting the recent decision of the European Parliament on the so-called “human rights in Egypt” (Egyptian Peoples’Assembly)
36.8   The necessity of prior consultation and coordination between Islamic parliament on the sidelines of international meetings (Islamic Consultative Assembly of Iran)
