 RESOLUTION No.1-PFR/12-CONF
ON
SITUATION IN PALESTINE


The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Proceeding from the principles and objectives enshrined in the PUIC Statute and the OIC Charter;
Reaffirming all the Islamic resolutions adopted by the ordinary and extraordinary sessions of the Islamic summits and by the PUIC Conferences on the Cause of Palestine, the City of Al-Quds Al-Sharif and the Arab-Israeli Conflict, in general,
Invoking the Istanbul Declaration adopted by the Islamic Emergency Summit Conference held upon the invitation of President Recep Tayyip Erdogan, the current Chair of the Islamic Summit Conference, in Istanbul on 13 December 2017, and the Communiqué’s affirmation that defending the Palestinian cause is central to the entire humanity,
Recalling the communiqué of the emergency meeting of the PUIC Presidential Troika held in Tehran on 18 December 2017 to examine the ramifications of the decision of the head of the US Administration on the city of Al-Quds as well as the Communiqué of the Extraordinary Meeting of the Standing Committee on Palestine held in Tehran on 18 December 2017, in conjunction with the Emergency Meeting of the Presidential Troika,
Recalling the resolutions adopted by the UN General Assembly and Security Council concerning the Palestinian issue, particularly Resolution 242 (1967), 252(1968),338(1973),25(1978),465(1980),476(1980),478(1980),681(1990),1073(1996),1397(2002), 1435(2002), 1515(2003), adopted by the UN Security Council as well as Res. No.194, on the return of the Palestinian refugees, and Res. No.10/10 adopted by 10th Extraordinary Session of the  UN General Assembly in 2002.
Referring to the resolutions adopted by the UN Human Rights Council relating to the violations of human rights in occupied Arab Palestinian territories, including the one that was adopted on its Twenty-first special session on 23 July 2014;
Expressing concern about attempts by some states to abolish Item 7 of the Agenda of the UN Human Rights Council, concerning addressing (the situation of human rights in the occupied Palestinian territories, including Al-Quds Al-Sharif, and stressing that this item conforms with the nature of the work of the Council, and with the unique nature of the long-lasting Zionist Israeli occupation of the State of Palestine, as well as the continuous Zionist Israeli violations of human rights and the International Humanitarian Law;
Affirming that the continuation of Zionist Israeli occupation and its illegal practices in the Occupied Palestinian Territory, and its serious violations of international humanitarian law and human rights law, is the center of the current deplorable situation facing the Palestinians and endanger international peace and security;
Condemning the continuous Zionist Israeli violations in the Occupied Palestinian Territory, and its measures aimed at Judaization of Al-Quds Ash-Sharif, blockade of the Gaza Strip, settlements, and collective punishments which constitute war crimes and serious violations of international legitimacy;  
Affirming support for the role of the Hashemite Kingdom through the historical Hashemite guardianship, as custodian of the Islamic and Christian holy sites in Al-Quds, and for the consistent position of the Jordanian Awqaf Department on preserving the sanctity of the holy shrine and its historical status as a place of worship for all Muslims,
Taking into consideration in the resolutions adopted by the PLO Executive Committee at its meeting on 4 May 2016 on defining political, economic and security relations with the Israeli entity, in its capacity as the occupying authority, in view of its renunciation of the signed international agreements and sabotaging the two-State solution,
Believing that every human being of conscience, regardless of his/her faith, nationality and affiliation, is aware of his/her moral responsibility towards the Palestinian people and the injustice they have endured while defending their just cause,
Recalling the UNGA resolution 19/67 dated 29 November 2012 by virtue of which Palestine was grated the UN observer status, consistent with the internationally agreed-upon solution based on the two-state principle and on the pre-1967 borders.
Denouncing the continuation of arrests carried out by the Zionist Israeli occupation authorities of thousands of Palestinians, including women, children and members of the Palestinian legislative Council (Parliament); and also the inhuman conditions suffered by the detainees in Zionist Israeli prisons, solitary confinement, denial of family visits and medical care services.
Commending the steadfast of the Palestinian People and their just and heroic struggle for restoration of their inalienable national rights, and affirming the continuation of joint efforts to end the inhumane blockade which deprived over 2 million Palestinians in Gaza of their freedom and the means of decent living and isolated them from Palestine and from the rest of the world for more than a decade.
1.    Affirms the focal nature of the cause of Palestine and Al Quds for the Islamic Ummah, and emphasizes the significance of the city of Al-Quds as the capital of the State of Palestine and host to the Third Holy Mosque; therefore it constitutes a red line that cannot be crossed until the realization of the legitimate inalienable rights of the Palestinian people, namely the return of all refugees, liberation from occulation and the establishment of the independent Palestinian State with Al-Quds as its capital.
2.    Urges the States which have not yet recognized the State of Palestine to assume their historical responsibilities towards the Palestinian people and their right to establish their independent and sovereign State, and calls on the UN Security Council to take the measures necessary to grant the State of Palestine full membership in the United Nations.
3.    Stresses that all forms of resistance constitute a legitimate right until the realization of the inalienable rights of the Palestinian people, particularly the right of return, the right to establish the Palestinian State on the territory of Palestine, with Al-Quds as its capital.
4.    Draws attention to Zionist Israeli capitalization on the current Arab and Muslim situations and use of its abilities and tools to fan the fire of turbulences, be it sectarian, ethnic and security, to drive the attention of the Arab States and peoples away from the serious violations of the rights of the Palestinian people, particularly Al-Quds-related ones, and calls on Islamic States to evoid different conflicts and direct all Islamic efforts and allocate all resources to enable the Palestinian people to realize their legitimate rights.
5.    Deplores the grave violations of the Zionist entity (Israel) in the Palestinian territories, including its repeated attack against the Palestinian people in the Gaza Strip and the West Bank, which constitute war crimes and crimes against humanity, and calls on the international community for holding the perpetrators of these crimes legally and politically accountable.
6.    Demands providing international protection for the unarmed Palestinian people against the barbaric racist attacks by groups of Zionist settlers supported by the occupation authorities.
7.    Requests the convening of an international conference as soon as possible to address the Zionist Israeli occupation issue and find a just solution to the Palestinian issue leading to the establishment of the independent Palestinian State with Al-Quds as its capital, within the borders of the 4th of June 1967 and in the framework of a definite time table.
8.    Welcomes the holding of the international meeting in Paris on 3 June 2016, and all the efforts aimed to relaunch a credible political process and mobilize the international community’s support within the framework of establishing a new collective international process to end Israel’s occupation of the State of Palestine since 1976, according to a specific and binding timeframe and under the internationally-recognized terms of reference.
9.    Considers that the Quartet’s report issued on 1 Jul 2016 failed to address the core of the conflict and the causes of its continuation, namely the persistent Israeli colonial occupation of the territory of the State of Palestine and its consolidation through the illegal practices of the occupation authorities. Stresses that the solution lies in adhering to the terms of reference of the peace process, international legitimacy resolutions, and the international law, and in the convening of an international peace conference with a view to ending the Israeli occupation within a specified time frame and according to an international multilateral mechanism to follow implementation.
10.    Regrets the non-realization of the initiative of the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People on considering the year 2017 the International Year to End the Israeli Occupation of the State of Palestine, and calls on OIC Member States to urge the United Nations to adopt this initiative and seek to implement it in 2018.
11.    Calls on the international community to pressurize the Zionist entity (Israel), the occupying authority, to end the illegal land, sea and air blockade imposed on the Gaza Strip as a form of collective punishment, to open border crossings and ensure free movement of people, materials and goods from and to the Gaza Strip and the rest of the Palestinian territory.
12.    Urges Member Parliaments to expedite the provision of economic, humanitarian and technical assistance to the Palestinian people and the Palestinian Government during this critical period in order to help to alleviate the serious humanitarian situation in the Occupied Palestinian Territory, including Gaza and Al-Quds, to rehabilitate the Palestinian economy and infrastructure and to support the development and strengthening of Palestinian institutions and Palestinian State-building efforts in preparation for independence.
13.    Strongly condemns the expansionist settlement policy pursued by Zionist entity (Israel), in the occupied Palestinian territory, including Al-Quds and stresses that all Zionist Israeli settlement activities are null and void in accordance with international law and international legitimacy resolutions. Calls upon all States to take possible measures to force Zionist entity (Israel) to stop the building of settlements and in this respect, welcomes the firm opposition of the EU against the illegal Zionist Israeli settlement enterprise, such as identifying products from settlements and boycotting them because they are grown on the land of occupied Palestine.
14.    Welcomes the UN Security Council Resolution 2334, dated 23/12/2016, providing for the illegality of Israeli settlement in the Palestinian territories and the obligation to immediately and completely halt all settlement activities carried out by the Zionist entity (Israel) in the occupied territories including eastern Al Quds. Request the UN Security council to act for implementing this resolution without delay.
15.    Deplores the acts of violence, vandalism and brutality committed against Palestinian civilians by Zionist Israeli settlers in the West Bank, including, for example and not exclusively, the burning alive of the DAWABSHA family as well as the widespread destruction of public and private Palestinian property, including religious sites, and infrastructure, the internal forced displacement of civilians, especially among the Bedouin community, and the consequent deterioration of the socio-economic and humanitarian conditions of the Palestinian people.
16.    Pays tribute to the steadfastness of the Palestinian People in the face of Zionist Israeli aggression, and affirming its full support to the just struggle of the Palestinian people to regain their inalienable national rights, including the materialization of the sovereignty of an independent State of Palestine with the City of Al-Quds Ash-Sharif as its capital and return of the Palestinian refugees in accordance with the UN General Assembly Resolution 194 of 1948.
17.    Demands the Israeli occupation authorities to pay financial reparations to the families of the martyrs as well as to those injured during the repeated aggressions on Palestine and in particular on Gaza Strip. And demands other financial reparations to be paid for demolishing Palestinian houses, properties as well as public and private, civilian and government institutions in Gaza, in implementation of laws, in reparation for the destruction of the UNRWA institutions during the cruel aggression in 2014 and welcomes the investigation initiated by the UN Secretary General concerning aggression on UNRWA facilities. Requests the international community to exert pressure on the occupation authorities to expedite the payment of these reparations. Requests also to allow the Human Rights Coordinator to travel to Palestine and carry out his mission.
18.    Reaffirms that the City of Al-Quds is an integral part of the Palestinian territory occupied in 1967, as stated in the Security Council Resolutions 242 of 1967 and 338 of 1973 as well as in several other Security Council Resolutions. Reconfirms the applicability of the Fourth Geneva Convention of 1949 in the occupied Palestinian territory. Unequivocally deplores the intensification of the Zionist Israeli aggression against the Al-Haram Al-Qudsi Al-Sharif, particularly the incursion of the Zionist Israeli occupation forces into the Al-Aqsa Mosque which is a grave insult to the Islamic Ummah and unprecedented provocation against the sentiments of hundreds of millions of Muslims around the world. Rejects the idea of the time and place partitioning of the Al-Quds Al Sharif precinct. Demands the cessation of these unacceptable and illegal practices violating the sanctity of the Al-Haram Al-Sharif and freedom of worship of the Muslims at Al-Aqsa Mosque.
19.    Strongly denounces the occupation authorities for their repeated violations of sacred places in the city of Al-Quds through continuing to erect the apartheid separation wall and settlements and continuing excavation works underneath the blessed Al-Aqsa Mosque which will result in the collapse of its supporting pillars. Also denounces illegal measures and practices which run counter to international resolutions and laws carried out by the occupation authorities in the city of Al-Quds, aimed at the Judaization of the Holy City and obliterating its Arab and Islamic landmarks. Affirms that what is under the earth and above it is Islamic-Palestinian, and rejects all the so-called Zionist Israeli claims.
20.    Calls upon the UN Security Council in its capacity as the body responsible for the preservation of international peace and security, to shoulder its responsibilities by taking measures to stop the Zionist Israeli aggression aiming at changing the historical status-quo at Al-Haram Al-Sharif. Moreover, Zionist entity (Israel) has to be compelled to cease with its excavations underneath and in the vicinity of the Al Aqsa Mosque, immediately remove the apartheid separation wall and put an end to its disregard of the international law, International Humanitarian Law as well as Security Council resolutions relating to Al Quds. Also requests UNESCO to shoulder its responsibility for protecting the buildings of Al-Aqsa Mosque and Palestinian Institutions and saving them from Israeli attacks.
21.    Strongly condemns Zionist entity (Israel) for refusing to allow the UNESCO’s technical mission to investigate attacks on holy places in the old city of Al-Quds, denounces Zionist Israeli attempts aimed at usurping and Judaizing the Palestinian heritage, as well as falsifying the history of Palestine, and the inclusion of the Holy Ibrahim Mosque in the city of Al-Khalil (Hebron) and Bilal Ibn Rabah Mosque in Bethlehem and the villages of Bether and Lofta in the list of its heritage, and calls, in this regard, the UNESCO, to implement the resolutions adopted by its Executive Council (186th session) concerning Palestinian historic and cultural sites, in order to prevent Zionist entity (Israel) from continuing its destructive practices against the Palestinian  cultural heritage.
22.    Requests the Security Council and the Human Rights Council to compel the Zionist entity (Israel) to apply the Fourth Geneva Convention to the occupied territory and to treat Palestinian prisoners and detainees in its prisons as prisoners of war according to relevant international laws.
23.    Welcomes the convening of the Conference of the Contracting Parties to the Fourth Geneva Convention in December 2014, and the adoption of a joint declaration by the Conference. Requests all the contracting Parties to the Convention to shoulder their responsibilities towards the gross violations and breaches perpetrated by Zionist entity (Israel), the occupying power, in the territories of the occupied State of Palestine, and to ensure protection for the Palestinian People, their properties and assets.    
24.    Condemns the attempts of the occupying power to undermine Item 7 of the Agenda of the UN Human Rights Council titled “Status of Human Rights in the occupied Palestinian territories” including Al-Quds and draining of its contents. Affirms that the presence of this item conforms with the nature of the work of the Human Rights Council as well as with the unique condition of the Zionist Israeli occupation of the Palestinian land which necessitate the presence of this item which has provided, and still provides, a viable platform for focusing light on the continuous Zionist Israeli violations of human rights and the International Humanitarian Law in the occupied Palestinian territories.
25.    Strongly condemns the illegal practices of the Zionist Israeli occupation and the repeated arrests of a number of Legislative Council Members, Parliamentary and Political figures, and requests the international community to work seriously to force Zionist entity (Israel) for their immediate release of the remaining detainees, and ensure the return of the deportees as well as strongly condemns all the arbitrary detentions, including administrative detentions practiced by Zionist entity (Israel) against the Palestinians. Requests the IPU to freeze membership of Zionist entity (Israel) until the release of detained Palestinian Members of Parliament.
26.    Condemns strongly the campaign of detentions waged by the Zionist occupation authorities against the Palestinian people, and assigns the international community the responsibility to end these aggressions against children who were considered as political detainees and who were treated with unprecedented cruelty and brutality, including but not limited to, the child Ahd Tamimi, which constitute a blatant violation of all international covenants.
27.    Calls on the Inter-Parliamentary Union (IPU) to freeze the membership of the Zionist entity (Israel) until the release of Palestinian detainees.
28.    Urges the international community to pressure Zionist entity (Israel), the occupying Power, to comply strictly with its obligations under international law, including international humanitarian law, and to cease all of its measures that are contrary to international law and all unilateral actions in the Occupied Palestinian Territory, including East Jerusalem, that are aimed at altering the character, status and demographic composition of the Territory, including via the confiscation and de facto annexation of land, and thus at prejudging the final outcome of peace negotiations with a view to achieving without delay an end to the Zionist entity (Israeli) occupation that began in 1967.
29.    Stresses on the United Nations’ full responsibility towards the Palestinian issue. Calls on it to exert further efforts in order to find a just and comprehensive solution to this issue based on the rules of International Law and relevant UN resolutions that underpins the established and inalienable rights of the Palestinian people, primarily self-determination and the establishment of the independent Palestinian State with Al-Quds as its capital. Expresses support to the initiative by the State of Palestine for the adoption of a UN Security Council resolution to set a deadline for the end of the occupation and the establishment of the State of Palestine on the borders of 1967, with Al-Quds as its capital.
30.    Urges states that have yet to recognize the State of Palestine to follow the example of Sweden and the Vatican and fulfill their historic responsibility toward the Palestinian people in their endeavours to establish a sovereign and independent State. Also urges Western Parliaments which have not yet recognized the State of Palestine to follow the example of those who have taken this measure.
31.    Welcomes the accession of the State of Palestine to the International Criminal Court and to a number of international institutions and institutes, which would hold the Zionist entity (Israel) accountable for its crimes, and afford protection for the Palestinian people, their land and their private and public property. Condemns all the punitive measures taken by the Zionist entity (Israel), the occupying power, or any other state due to this legitimate step.
32.    Underlines its full support for the Palestinian people in consolidating their national unity and strengthening their internal front, and calls for accelerating the implementation of the Palestinian national reconciliation agreement with a view to reinforcing national unity and mobilize all potential to counter the treats to the cause of Palestine.
33.    Stresses its support for all political and media actions, convening conferences and symposia as well as contacts between Member States, on the one hand, and with the other States of the world in order to support the Palestinian cause. This will provide political and media coverage as well as rally world and Islamic public opinion to support the unarmed Palestinian people in the face of Israeli aggressions.
34.    Highly appreciates the Parliaments for forming a Standing Committee on Palestine within their administrative structure, and urges the other parliaments which have not done so to follow suit.
35.    Stresses also its resolve to energize parliamentary diplomacy through conducting contacts and consultations with groups, unions and parliaments concerning rallying world parliamentary support to the rights of Palestinian people, including visiting Palestine.
36.    Expresses its appreciation to the international community for standing by the Palestinian people during the “2014 International Year for Solidarity with the Palestinian People” and to the member Parliaments for their efforts to enhance the Palestinian cause in international fora.
37.    Appeals to the States of the PUIC Member Parliaments to continue to extend generous humanitarian assistance to the Palestinian people to enable them to face the harsh conditions imposed on them by the Israeli occupation.

ON
THE ROLE OF MUSLIM PARLIAMENTS IN CONFRONTING ISRAELI PLANS CONCERNING JEWISHNESS OF ZIONIST ENTITY (ISRAEL) AND JUDAIZATION OF AL-QUDS

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Pursuant to the Islamic resolutions which emphasize that the cause of Al-Quds constitutes the essence of the cause of Palestine which is the core of the Arab–Zionist Israeli conflict, and that comprehensive and just peace will only be realized by the restoration of the City of Al-Quds to the Palestinian sovereignty, considered as the capital of the State of Palestine;
Invoking the Istanbul Declaration adopted by the Islamic Emergency Summit Conference held upon the invitation of President Recep Tayyip Erdogan, the current Chair of the Islamic Summit Conference, in Istanbul on 13 December 2017, in response to the decision of the head of the US Administration on the city of Al-Quds,
Recalling the communiqué of the emergency meeting of the PUIC Presidential Troika held in Tehran on 18 December 2017 to examine the ramifications of the US President’s decision on Al-Quds,
Taking into account the decisions of the Extraordinary Meeting of the Standing Committee on Palestine held in Tehran in conjunction with the Emergency Meeting of the Presidential Troika,
Commending the decision of the Islamic Parliament of Iran to mandate the Government to declare Al-Quds as the eternal capital of Palestine, and inviting all PUIC member Parliaments to follow suit, thereby consecrating the fact that Al-Quds is the eternal capital of the independent State of Palestine,
Confirming its adherence to the Islamic Action Plan that aims to support the Cause of Palestine and protect Al-Quds Ash-Sherif against the systematic Judaization policies pursued by the Zionist Israeli occupation forces to alter its Arab-Islamic character and its demographic structure and isolate it from its Palestinian milieu;
Stressing the importance of the Action Plan of the OIC Ministerial Contact Group on the issue of Palestine and Al-Quds which was adopted at the Ministerial Contact Group meeting in Rabat on 12 November 2014;
Also Emphasizing the Security Council Resolution No. 681 of 1990 on application of all the provisions of the Geneva Convention of 1949 to the occupied Arab territories, and the illegality of any measures and arrangements made by the Zionist Israeli side on Palestinian territory and emphasizing again the General Assembly Resolution No.58/292, dated 6th May, 2004 concerning the status of the occupied Palestinian territory including city of Al-Quds;
Commending the UN General Assembly’s resolution, A/ES-10/L.22 adopted on 21 December 2017 by a vast majority that demonstrated the international community’s will to face injustice and aggression represented by the US President’s decision aimed at Judaizing the city of Al-Quds and relocating the US Embassy to the city,
Referring to resolution No. 129/4 adopted by the General Conference of UNESCO, in its 19th Session, dated November 1967, which affirmed that all legislative measures and arrangements taken by Zionist entity (Israel) which resulted in altering the status of Al-Quds, including confiscation of lands and real States, are null and void;
Taking into consideration the statement issued by the European Union, at the end of its meeting, held on 8/12/2009, at the level of Foreign Ministers, which stipulates that the settlements and the separation wall, built on the occupied land as well as demolition and vacating houses, are illegal steps according to international law, and that they constitute an obstacle to peace and render the two-states solution impossible;
Recalling the UN Security Council resolution 478 (1980) stipulating that all the Zionist entity’s attempts to alter the legal and historical status of the city of Al-Quds, its Islamic and Christian holy sites, its identity and its demographic composition are null and void;
Referring anew to the resolution of the Joint Committee Meeting (106th) of the IPU, on 14/9/2001, which called on Zionist entity (Israel) to defuse tension, withdraw immediately its military forces from Palestinian towns and villages, freeze all settlement activities, desist from attacking civilians and installations, and lift its siege of Palestinian territories;
Stressing that the decision of the head of the US Administration on Al-Quds violates not only the UN resolutions but also the ancient character of Al-Quds which dates back to long centuries. The decision, therefore, runs against historical, social and cultural facts and against the provisions of international law;
Noting that any action failing to respect the rights of the Palestinian in Al-Quds, which have been reaffirmed repeatedly by relevant UN resolutions, constitute a strong blow to aspirations to bring about coexistence among the followers of the different religions.
Commending the condemnation of the international and regional communities of all settlement operations carried out by Zionist entity (Israel), and their constant defense of the Palestinian cause, and adoption of resolutions aimed at establishing an independent Palestinian State with Al-Quds as its capital in all fora.
Condemning Zionist Israeli measures, the occupation power and its illegal practices, which are contrary to all international resolutions and laws in the city of Al-Quds, including the forcible repatriation of the Palestinian inhabitants; altering the historical and civilizational landmarks of the city; building settlement and the wall in order to separate it from its Palestinian surrounding; denying access of Muslim worshippers and  Christians to the places of worship; and all measures aimed at Judaizing the holy city, changing its Arab and Islamic identity and altering its demographic  composition;
Commending the continuation of the heroic Palestinian resistance against the Zionist Israeli occupation for the desecration of the Al-Haram Al-Quds Al-Sharif:
1.    Emphasizes that the city of Al-Quds is an integral part of the occupied Palestinian territories as stated in Security Council Resolutions No. 242 of 1967, and 338 of 1973, to which the Fourth Geneva Convention of 1949 is applicable, as provided in several UN Security Council Resolutions. Stresses also that Al-Quds is closely linked to the security and stability of the entire region.
2.    Strongly rejects and condemns the unilateral decision of the US President to recognize Al-Quds as the capital of the Zionist entity (Israel), as legally null and void, considering it an attack on the historical, legal, natural and national rights of the Palestinian people, and a factor inciting to radicalism and terrorism and a threat to international peace and security.
3.    Welcomes the UN General Assembly’s adoption of the resolution A/ES-10/L.22 of 21 December 2017 which rejects the US Administration’s decision on the status of Al-Quds.
4.    Strongly rejects Zionist Israeli plan to declare occupied city of Al-Quds as the capital of Zionist entity (Israel) and the Jewish people. This declaration is considered a direct aggression on the Palestinian people and their inalienable rights.
5.    Calls on the members which have political or economic relations with the Zionist entity (Israel) to freeze those relations, so that the US Administration goes back on its wrong decision on Al-Quds.
6.    Calling on the Inter-Parliamentary Union (IPU) to end the membership of the Knesset of the Zionist entity in the IPU as punishment for this entity’s transgressions of international laws.  
7.    Categorically rejects all attempts to move the embassies accredited to the Zionist entity (Israel) to the city of Al-Quds. Such attempts are considered illegal and void as well as contravening the legal status of the city of Al-Quds as an integral part of the occupied Arab territories.
8.    Categorically rejects all Zionist Israeli discourses mentioning "the Greater Al-Quds" along with any other statements concerning the solution of Al-Quds issue on the basis of putting it under international mandate; reaffirms that Eastern Al-Quds is the Capital of the State of Palestine with its recognized borders existing before the Zionist Israeli occupation on the fifth of June 1967 as so stated by the United Nations Resolutions 242 and 338 that deemed the occupied Eastern Al-Quds part of the other Palestinian occupied territories.
9.    Re-emphasizes that all the legislative and administrative measures taken by Zionist entity (Israel), the occupation authorities, to impose its laws and illegal administrative measures in the city of Al-Quds are null, and void, and without any legitimacy, according to the UN resolutions; Calls upon all states, institutions, organizations, and companies not to respond to these measures.
10.    Affirms that defending Al-Quds is the duty and responsibility of every Muslim and every Arab, and calls for supporting the third uprising (intifada) of the Palestinian people with all the means available in the Muslim world, that every Muslim feel that he/she participates in this legitimate intifada intended to resist the Zionist injustice and aggression, according to the means available to him/her.
11.    Deplores the intrusion of the Zionist Israeli occupation forces into Al-Aqsa Mosque on 5 November 2014 which is a grave insult for the Islamic Ummah and an unprecedented provocation for hundreds of millions of Muslims and believers across the world. Warns Zionist entity (Israel), the occupation force, against persisting in provoking the sentiments of Muslims around the world, through the serious escalation of its policies and sinful steps aimed at Judaizing and partitioning the blessed Al-Aqsa Mosque, and allowing the Jews to worship within its confines and in its courtyards. Condemns the legalization of such grave actions by initializing enactment of laws and drawing up racist systems. Concerned that such design may ignite the spark of a fire that could spread over the whole region and unleash a religious conflict for which Zionist entity (Israel) will be held totally responsible. Calls on the international community to restrain Zionist entity (Israel), being the occupying force and compel it to stop such serious aggressions and its disregard for security and peace in the region.
12.    Reiterates the falsehood and nullity of the Zionist entity (Israel) claimed rights in the Al-Quds Noble Sanctuary and its underneath structures; reaffirms that such claims are groundless as they contradict the relevant international legitimacy resolutions and provisions of the international law, and that imposing time and venue sharing on it constitutes a red line which cannot be crossed and it is imperative for our states to resist and stop it with all available means and tools.
13.    Condemns Zionist entity (Israel), the occupying power, for resuming the application of the so-called Law of Absentee Landlords, aiming at confiscation of real estates of Maghdesi citizens whose identities have been revoked. Confirms that this measure constitutes a flagrant violation of the Geneva Conventions, the International Law, and the resolutions of the International legitimacy.
14.    Strongly condemns the refusal of Zionist entity (Israel) to allow a UNESCO technical mission to investigate into the attacks on the Holy sites in the old city of Al-Quds, and denounces the Zionist Israeli attempts aimed at usurping and Judaizing Palestinian heritage as well as falsifying the history of Palestine, including the decision to include the Ibrahimi Haram in the city of Al-Khalil and Bilal Bin Rabah Mosque in Bethlehem to its heritage list. In this respect calls on UNESCO to implement the resolutions of its Executive Council adopted in its 186 Session concerning the Palestinian historical and heritage sites, so as to prevent Zionist entity (Israel) from destroying the Palestinian cultural heritage.
15.    Requests again the Security Council and the Human Rights Council to compel Zionist entity (Israel) to apply the Fourth Geneva Convention on the occupied territories and to treat Palestinian prisoners and detainees in its prisons in accordance with international law.
16.    Invites anew the international community, in particular the UN Security Council, to shoulder its responsibility for stopping the Zionist Israeli crimes and attacks in Al-Quds and in the rest of the Palestinian territories, while holding Zionist entity (Israel), the occupying power, full responsibility for the safety of all the Holy places under its occupation. Mandates the PUIC Secretary General to address the UN Secretary General and the IPU Secretary General and request them to exert efforts for the sake of preventing the illegal Zionist Israeli measures which aim at eliminating the Islamic heritage from the Palestinian territories.
17.    Requests all States and international organizations to abide by the international resolutions concerning the city of Al-Quds considered as an integral part of Palestine and not to participate in any meeting or activity that serves the intention of Zionist entity (Israel) to enhance its annexation of the Holy city.
18.    Calls on the Vatican, and all the Christian churches to participate in resisting the judaization of the City of Al-Quds, being keen on respecting the spiritual dimension of all divine religions and ensuring peaceful coexistence between their peoples; and condemns all sales operations of land to Israelis.
19.    Condemns Zionist Israeli measures that prevent Palestinians of the West Bank and Gaza Strip from entering Al-Quds, and its persistent attempt to include Al-Quds in its preparatory list of antiquities in order to record it as an Zionist Israeli site on the list of world heritage, in a blatant defiance of international law, and the resolutions of the international legitimacy and in violation of international charters and conventions, including the World Heritage Convention.  
20.    Renews its condemnation of the demolition and occupation of the houses of Palestinians in Al-Quds, especially in Salwan and Sheikh Jarrah neighborhoods, as well as all other colonialist measures and illegal practices and measures including the continued closure of Palestinian institutions. Holds Zionist entity (Israel), the occupying authority responsible for these racist cleansing policies practiced against the Palestinian citizens, and for excavations around and underneath the Holy Haram and the blessed Al-Aqsa Mosque.
21.    Upholds the position of rejecting all attempts to break up the integrity of Palestinian lands, and all unilateral measures taken by Zionist entity (Israel), foremost of which are settlement activities in the occupied Arab territories and attempts to Judaize Al-Quds, and establishment of the racist separation wall. Recalls the advisory opinion rendered on 9 July 2004 by the International Court of Justice on the legal consequences of the construction of the separation wall and demands from Zionist entity (Israel) to respect its provisions.
22.    Condemns the audacity of the Zionist Israeli occupation government to approve the Jewishness of the State bill. Considers it as a consolidation and legitimization of an apartheid system based on hostility, occupation and extremism being actually perpetrated by Zionist entity (Israel). Considers this dangerous step as another example of the intransigence of the occupying power in denying the Palestinian basic human rights, and an attempt to sidestep the United Nations General Assembly resolution 194 on resolving the question of Palestinian refugees. Warns that ratification of such laws confirms the tendency of the occupation government towards greater extremism which would lead to further violations of Palestinian Human Rights.
23.    Calls for energizing cooperation among Islamic States in a way that serves the cause of Palestine and preserves the Arab and Islamic identity of Al-Quds city and safeguards its religious sacred sites and historical antiquities. Considers the Action Plan of the OIC Ministerial Contact Group on the issue of Palestine and Al-Quds which was adopted at the Ministerial Contact Group meeting in Rabat on 12 November 2014 as an important basis for Islamic cooperation. Underlines the necessity of its prompt implementation, including visits of OIC Ministerial delegations to various countries and international organizations to convey the OIC message on the importance to protect the Al-Quds and the blessed Al-Aqsa Mosque.
24.    Commends the initiatives and invaluable actions of various organizations, particularly “Al-Quds Committee” of the organization of the Islamic Cooperation (OIC), and its financial and field-work arm “Bayt Mal Al-Quds Al-Shareef”; and Welcomes all initiatives and institutions which endeavor to mobilize further support to the steadfastness of the city of Al-Quds, in complementarity and cooperation with the existing institutions working on the ground.
25.    Welcomes Turkey's proposal to establish an international Al- Quds Foundation in Istanbul whose membership is open to all, and affirms the need to energize the funds established for Al-Quds and intensifying all types of financial support in order to reinforce the Palestinian people’s steadfastness in the face of the occupying power by ensuring material support and providing for the daily needs of this resistant people.
26.    Stresses the urgency of implementing the Baku Declaration, adopted on 11 July 2013, by the Donor Conference for Supporting Al-Quds. Reiterates its call on the Member States as well as their funds and financial institutions to extend support to Al-Quds according the strategic plan to develop the viable sectors in Al-Quds which defines the priorities and needs of the city.
27.    Calls upon the managers of the funds created for Al-Quds to operationalize them in support of Al-Quds people fastness and settling them in their city; also appeals to the Arab and Muslim Ummah, peoples and governments, for more consolidation to confront the Zionist Israeli arrogance and the occupation government's express disesteem of the historical, cultural and religious rights of the Palestinian people. Also calls for the execution of the projects that foster the steadfastness of the holy city and its people and institutions.
28.    Calls for energizing the resolution of the 13th Islamic Summit concerning extending support and developing the economic enabling program of the Palestinian people in the land of the State of Palestine, and the City of Al-Quds, in particular, which has been initiated by the IDB Al-Aqsa Fund.
29.    Calls for activating the decisions banning any dealing with the Zionist entity and requiring non-violation of boycott laws, and to reject normalization with this entity whatever form it takes.
30.    Stresses the necessity of twining Al-Quds, the Capital of the State of Palestine, and capitals and cities in countries of the Union to further the steadfastness of our people in Al Quds in all fields.  Calls on the States which have declared the twining of their capitals and cities with the city of Al-Quds to adopt projects which strengthen the steadfastness of the holy city, its people and institutions. Welcomes Morocco’s hosting of the Forum of Capitals and Cities Twinning with the City of Al-Quds in 2017.

ON
OCCUPIED ARAB TERRITORIES IN SYRIA AND LEBANON

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling Zionist Israeli violation of Article 25 of the UN Charter and its non-compliance with the resolutions of the UN Security Council, particularly resolution No.497 of 1981 which considers Zionist Israeli annexation of the occupied Syrian Golan as null and void and without legal effect, and that it is a defiance of the will of the international community. Supporting the position of the State of Lebanon which calls on the international community to apply resolution No.1701, in such a way as to realize the interest of Lebanon and put an end to Zionist Israelis violations of Lebanese sovereignty and permanent threats as well as espionage operations which it practices against Lebanon and the attempt to steal its oil wealth,
Stressing the fundamental principle of the inadmissibility of gaining land by force,
Condemning the Zionist entity (Israel)’s non-compliance with the international community’s will which provides for withdrawal from the Syrian Golan occupied since 1967, in contravention of the relevant resolutions of the UN Security Council and General Assembly and international law,
Expressing its utmost concern about the continuation of Zionist Israeli action to defy the will of the international community, and proceed to apply decision annexation which are considered null and void by the International community,
Aware of the suffering of the Syrian citizens in the occupied Golan from Zionist Israeli repressive measures and continuous attempts to force them to accept the Zionist Israeli identity. Condemning the continuation of the Zionist Israeli occupation of the Lebanese Shiba’a farms and Kafr Chouba Hills;
Affirming the applicability of the Geneva Convention concerning the Protection of Civilian Inhabitants during the Time of War of 1949 to the Occupied Syrian Golan, and that the establishment of settlements and the introduction of settlers to the Occupied Syrian Golan constitutes a violation of this convention and a destruction of the peace process,
Commending the steadfastness of the Syrian Arab people in the face of Zionist Israeli arrogance and Zionist Israel continued occupation of the Golan. Praising the steadfastness of Lebanon and its heroic resistance in the face of repeated Zionist Israeli aggressions;
1.    Reaffirms all the resolutions adopted by relevant Islamic Conferences on all the occupied Arab territories in Syria and Lebanon,
2.    Praises the steadfastness of the Syrian and Lebanese citizens and commends their holding on to their land and identity as well as their resistance of Zionist Israeli occupation.
3.    Strongly Condemns the Zionist entity for continuing to alter the legal nature of the occupied Syrian Golan and its demographic makeup and institutional structure, and for its policies and practices as represented especially in its usurping lands and water resources, building and expanding settlements and transferring settlers to these areas, as well as utilizing its natural resources and establishing projects thereon; and imposing economic boycott against agriculture products of the Arab population and preventing exporting them. Rejects the slogan "Come to the Golan" raised by the occupation authorities in order to bring in more settlers to the occupied Syrian Golan.
4.    Stresses anew that Zionist entity (Israel’s) continuing occupation of the Syrian Golan since 1967, and its annexation on 14 December 1981, constitute a persistent threat to peace and security in the region.
5.    Strongly condemns the repeated Zionist Israeli aggressive violations of the Syrian air space and the aggression on Syrian sovereignty through attacking some positions inside Syrians territories which constitutes a blatant violation of the International Law and the UN Charter and endangers regional stability as well as international peace and security and holds Zionist entity (Israel) responsible for these flagrant violations.
6.    Emphasizes the right of the Syrian Arab Republic to recover its total sovereignty in the occupied Syrian Golan, and declares its support and backing to Syria in its firm and committed position on achieving just and comprehensive peace in the region.
7.    Condemns the decisions of Zionist entity (Israel) to impose its laws and administration on the occupied Syrian Golan and its non-abidance by Security Council Resolution No. 497 of 1981. Affirms that all these Zionist Israeli decisions are null and illegal; Also condemns Zionist Israeli attempts to impose its nationality and Zionist Israeli IDs on the Syrian Arab citizens which constitute a flagrant violation of the Universal Declaration of Human Rights, and the Geneva Convention on the Protection of Civilian Population at the Time of War of 1949, as well as relevant resolutions adopted by the UN General Assembly and other international organizations.
8.    Requests all states of the world to stop any military economic, financial, technological and human assistance to Zionist entity (Israel). Such assistance is apt to extend the timescale of the Zionist Israeli occupation of the Syrian Golan and the remaining occupied Lebanese territories and encourage Zionist entity (Israel) to pursue its expansionist settlement policies.
9.    Condemns the Zionist Israeli threat to resort to force against Lebanon and the provocative military manures on the borders of Lebanon as well as the air and sea violations, the continuation of the occupation Sheba Farm and Kafar Chouba hills and the Lebanese section of Al Qajar village which contradicts the UN Security Council Resolution No.1701.
10.    Emphasizes the right of the Lebanese people and their valiant resistance to recover Lebanese sovereignty over all its occupied territories including Shaba Farms, Kufar Chouba Hills and the Lebanese part of Al Qajar with all available means and according to relevant international resolutions.
11.    Supports the position of Lebanon demanding the international community to implement Resolution 1701 based on the resolutions 425 and 426 by putting an end to Israel’s ongoing violations and continuous threats to Lebanon, Its civil installation and infrastructures.
12.    Reiterates the right of Lebanon to its oil and gas resources within its maritime territory and exclusive economic zone (EEZ) as per maps deposited by the Lebanese government with the UN General Secretariat on 9.7.2010 and 11.10.2010, and that were issued pursuant to Law No.163 (on the Declaration of the Maritime Zones of the Republic of Lebanon).
13.    Supports Lebanon’s rejection of geographical coordinates which Zionist entity (Israel) has deposited at the United Nations on the northern part of the territorial waters and the EEZ which Zionist entity (Israel) claims that it belongs to it, whereas Zionist entity (Israel) violates and attacks, in a blatant form, on the sovereignty and economic rights of Lebanon in its territorial waters and its EEZ and from which Zionist entity (Israel) has cut an area of more than 860 square km.
14.    Urges the Member Parliaments to request their respective governments to exercise pressure on the UN in order to compel Zionist entity (Israel) to withdraw from the Occupied Arab territories in Syria and Lebanon.

ON
COMBATING TERRORISM IN ALL ITS FORMS AND MANIFESTATIONS

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling its previous resolutions on combating terrorism including resolutions entitled “Combating Terrorism under UN Umbrella and Reaffirming the Legitimate Right to Resist Foreign Occupation and Aggression”.
Reiterating its strong condemnation of terrorism in all its forms and manifestations, including state terrorism, committed by whomever, wherever and for whatever purposes and reaffirming that no terrorist act is justifiable under any circumstances whatsoever,
Reaffirming that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security and has serious impact on the social and economic development of the international community, including that of all Member States,
Expressing strong resolve to address this challenge through strengthening cooperation amongst all countries of the Muslim Ummah as well as through increased regional and international cooperation in the framework of the Code of Conduct on Combating international terrorism which has been adopted by the OIC in 1994, the Agreement on Combating Terrorism adopted by the 26th Session of the Islamic Conference of Foreign Ministers held in Ouagadougou, Burkina Faso, in 1999, as well as the United Nations Charter, and in particular the United Nations Global Counter Terrorism Strategy,
Underscoring the need for addressing the root causes of terrorism especially by addressing prolonged and unresolved conflicts by putting an end to foreign occupation;
Reaffirming strong support for the right to self-determination of the peoples which remain under colonial domination and foreign occupation,
Reiterating their strong opposition to any attempts to associate terrorism with the just and legitimate struggle for freedom,
Recognizing that regional and international cooperation and any measures taken by Member States to prevent and combat terrorism must fully comply with the obligations enshrined in the International Law, including the principles and purposes of the Charter of the United Nations within the respect of sovereignty of states,
Reaffirming that terrorism cannot and should not be associated with any religion, nationality, civilization or ethnic group,
Emphasizing the need for the promotion of interreligious and intercultural dialogue, understanding and cooperation for peace, as an effective step towards combating terrorism and in countering violent extremism, xenophobia and religious or racial profiling,
Reiterating its invitation to the PUIC Member Parliaments and their respective Governments in Resolution No.7-PFR/9-CONF, adopted during the 9th Session of the PUIC Conference in Iran to exchange their best practices in preventing and combating terrorism,
Recognizing the important role that the Parliamentary Union of the Islamic Countries (PUIC) can play in the fight against terrorism in all its forms and manifestations as well as for strengthening cooperation amongst all Muslim countries through their respective Parliaments;
1.    Condemns strongly the State terrorism exercised by the Israeli occupation authorities against the Palestinian people, which goes beyond the oppression of human beings to the demolition of Palestinians’ homes due to their attachment to their legitimate rights.
2.    Condemns in the strongest terms all the acts of terrorism which have been committed in a number of Muslim states which resulted in the fall of several martyrs and injured people and brought huge damage to properties. Expresses total solidarity with the families of the victims and the wounded.
3.    Welcomes the continued and determined efforts of all PUIC Member Parliaments in strengthening global efforts to effectively fight terrorism in all its forms and manifestations, including steps taken towards the implementation of the Global Counter Terrorism Strategy in a balanced and integrated manner.
4.    Recognizes the need for continued measures to prevent and suppress the financing of terrorism, and to criminalize the intentional provision or collection, by any means, directly or indirectly, of funds by their nationals or in their territories, with the intention that the funds be used, or with the knowledge that they are to be used, in order to carry out terrorist acts; also incriminating payment of “ransom” to the terrorist groups in order to free hostages considered as an arrangement that encourages terrorists to continue practicing abduction as a means for financing, and in this regard, encourages PUIC Member Parliaments, through their respective Governments, to explore avenues for further collaboration and cooperation towards achieving this end.
5.    Emphasizes the persistent need for dialogue and understanding amongst and within religions, cultures and civilizations and welcomes all initiatives in this regard, including the adoption of the United Nations General Assembly’s resolutions entitled “Promotion of interreligious and intercultural dialogue, understanding and cooperation for peace”; and encourages the Member Parliaments of PUIC to further participate in and encourage such initiatives through their respective governments, aimed at protecting the values of moderation, justice and equality which are advocated by Islam.
6.    Urges the PUIC Member Parliaments, through their respective governments, to continue to exchange best practices in preventing and combating terrorism, where appropriate, including in the context of countering terrorism financing, including eliminating direct or indirect funding in the name of charity and alms; countering violent extremism; de-radicalization; and community engagement and resilience programs currently underway in the OIC countries.
7.    Condemns strongly the atrocities committed by terrorist groups, such as DAESH and the like, which constitute crimes against humanity, mass killing operations, women captivation and exercising violence against women and children, such as enslavement and rape. Also strongly condemns the violence committed against ethnic and religious minorities, persecuting them and forcing them to convert from their religion and belief, which is considered a blatant violation of human rights.
8.    Considers People’s Mojahedin Organization (Khalq) a terrorist organization that perpetrated many crimes against the Iranian and Iraqi peoples; and calls on the PUIC members to collectively and strongly condemn this organization.
9.    Commends the recent victories and the defeat of Daesh in Iraq and Syria and expresses gratitude to all those who played a crucial and effective role in cooperation and coordination with the Iraqi and Syrian governments.
10.    Affirms the importance of reviewing the causes that lead to committing terrorist attacks; such causes have different political, social and economic roots, in addition to the feeling of inherited historical injustice imposed to colonized peoples and to those that are still living under colonial occupation and are suffering the woes of deprivation, frustration and lack of the means of decent living.
11.    Stresses on the need to combat all forms of radical and extremist thought in order to delegitimize acts of violence committed on religious and ideological grounds or for reasons of alleged cultural supremacy.
12.    Call for adoption of a joint work strategy to counter terrorism and extremism that includes the developmental, humanitarian, educational, and ideological dimensions, and correcting their only conceived religious precepts, in such a way as to project the role of Islam and its tolerant Sharia in combatting terrorism.
13.    Calls for holding an international counter-terrorism conference in which an international definition of terrorism shall be adopted by consensus.
14.    Recommends establishing a fund for supporting the regions which fall victims to terrorism, to which the OIC member states contribute voluntarily, and according to the economic capacity of each country.
15.    Requests all PUIC Member Parliaments to take steps, in coordination with their respective governments and in partnership with other inter-parliamentary organizations, to implement this resolution.


 RESOLUTION No.5-PFR/13-CONF
ON
COMBATING TERRORISM UNDER THE UN UMBRELLA AND REAFFIRMING THE LEGITIMATE RIGHT TO RESIST FOREIGN OCCUPATION AND AGGRESSION

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Reaffirming its condemnation of terrorism, including state terrorism, in all its forms and manifestations, irrespective of who committed it.
Emphasizing that terrorism cannot and should not be associated with any religion, nationality, civilization or ethnic group,
Stressing that the indiscriminate use of violence against innocent people is categorically rejected by the teachings of Islam, from the point of view of the teachings of Islam,  moreover, Muslims suffer from terrorism and have become its victim;
Recalling the United Nations General Assembly resolutions on United Nations Global Counter-Terrorism Strategy (resolutions A/60/288 of September 8, 2006, 62/272 of 5 September 2008 and 64/297 of 13 October 2010), and stressing the need to the implementation of the Strategy and its four pillars in a comprehensive and balanced manner,
Concerned about the danger which terrorist groups pose on the stability, security and territorial integrity of Member States,
Stressing that multilateral measures are needed to halt colonialism and racism caused by foreign aggression and occupation,
Reiterating that a lack of democracy, good governance, socio-economic marginalization, and lack of respect for human rights as well as the refusal to resolve international conflicts by peaceful means and foreign occupation also play a major part in the emergence and spread of terrorism,
Reaffirming the fundamental importance of multilateralism and international cooperation, as well as the central role of the United Nations, in countering terrorism, including addressing its root causes,
Stressing the necessity of commitment of the UN institutions by the principle of justice and transparency when applying the criteria of human rights and avoid double standards in judging the conditions of human rights in the various regions in the Islamic world,   
Stressing that foreign occupation constitutes a violation of the UN Charter and the International Law and that any measures undertaken by OIC Member States to prevent and combat terrorism must fully comply with their obligations under the International Law, including the Charter of the United Nations, in particular its purposes and principles, and the relevant protocols, in particular the International Human Rights Law, Refugees Law and Humanitarian Law,
Affirming that the final document of the 16th Ministerial Conference of the Non-Aligned Movement held in Bali on 23 to 27 May, 2011 in which the ministers strongly condemned a number of terrorist attacks which resulted in the loss of valuable and essential human resources for the development of any country;
1.    Emphasizes that national struggle and all forms of resistance for national liberation from foreign occupation, and attainment of the right to self-determination and independence, are a legitimate right; and such actions do not, in themselves, constitute terrorist acts and should be distinguished from criminal terrorist actions.
2.    Reaffirms once again the UN General Assembly Resolution No. A/66/478, which calls on States to refrain from financing, encouraging, and offering training to any terrorism or terrorist-supporting activities.
3.    Urges the international community, in particular the PUIC Member Parliaments, to double their efforts to undertake measures at addressing the root causes of terrorism, including foreign occupation, long-term disputes, and removal of social and economic injustice, alienation and extremism.
4.    Strongly Condemns all the terrorist acts, ways and practices in all its forms and manifestations, including state terrorism – considered as unjustified criminal acts wherever committed and whomever committed by.
5.    Encourages the PUIC Member Parliaments to engage, as appropriate, in the efforts to enhance the implementation of the United Nations instruments related to combat international terrorism in addition to the implementation of the Global Counter-Terrorism Strategy.
6.    Invites PUIC Member Parliaments and their respective governments to exchange their best practices in preventing and combating terrorism and to promote understanding between and within religions, cultures and civilizations through dialogue and expanding the roles of the civil society among stakeholders to undertake the efforts to foster the values of tolerance and mutual understanding.
7.    Encourages all PUIC Member Parliaments to help underscore the need for a genuine collective effort at the national, regional, and global levels to resolve the issue of foreign occupation and the illegal use of force.
8.    Stresses that the appropriate means to combatting terrorism begin with the development of democracy, promotion of sustained social and economic development and respect for human rights and the rule of law for attaining people’s prosperity and justice.
9.    Requests PUIC Member Parliaments to enact effective anti-terrorism legislations, in conformity with the relevant international documents and commitments, including the United Nations Global Counter-Terrorism Strategy, and to asses such legislations at regular intervals so as to ensure that it is fully compatible with national security and the fulfillment of human rights.
10.    Calls on PUIC Member Parliaments to review the adequacy of the legal measures placed to protect individuals from terrorist attacks and to bring perpetrators to justice, and to take necessary measures to provide adequate protection.
11.    Recommends that the OIC constitute a legal committee to be mandated with revising the concept of terrorism and defining the controls that distinguish terrorist acts from other actions, so that the opinions of the committee may become a reference in this field.
12.    Expresses support for the practical steps taken by the countries of the Sahel and Sahara region in the framework of coordinating its efforts, including the establishment of a command center for operations in Tamanrasset, Algeria.
13.    Strongly Condemns the remarkable increase in terrorist acts perpetrated against researchers, scientists and university professors in a number of Muslim countries, particularly in the Islamic Republic of Iran.
14.    Strongly condemns the terrorist acts which are practiced by terrorist groups. Expresses its support to governments and peoples in their war against terrorist groups. Appeals to the international community to extend further support to their efforts aimed at combating terrorism.
15.    Condemns the terrorist acts which took place in all parts of the world, including OIC Member States.
16.    Praises the efforts of the Islamic states which have helped Iraq and supported its efforts in its continuing war on terrorism, and urges Islamic states to stand by the side of Iraq and the other countries whose peoples and infrastructure are exposed to terrorist attacks, and helping them in the process of reconstruction.
17.    Strongly denounces the comprehensive and systematic destruction of Iraq’s antiquities, especially in Mosul, and DAESH’s demolition of historical sites which constitute the property of the entire humanity, and demands the return of the Iraqi stolen antiquities as well as those smuggled to other countries.
18.    Strongly condemns terrorist acts perpetrated by the BOKO HARAM terrorist group, in Nigeria, Cameroon, Chad, and Niger, and requests to extend support to these states in order to face the BOKO HARAM group.
19.    Calls upon all PUIC Member Parliaments to take steps, in coordination with their governments and in partnership with other inter-parliamentary organizations, to implement this Resolution.


 RESOLUTION NO. 6-PFR/13-CONF
ON
CONCERTED MANAGEMENT OF SITUATION RELATED TO ACTS OF TERRORISM IN SUB-REGION OF LAKE CHAD AND AFRICA

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling the OIC Charter’s objectives and principles, in particular as regards the universal character of the Islamic religion, the dissemination, promotion and the safeguarding of Islamic doctrines and values, the protection of the true image of Islam while facing by all possible means all those who dare to defame or defile it;
Based on the relevant United Nations (UN) and African Union (AU) resolutions on terrorism;
Determined to comply with OIC legal instruments related to combating terrorism, particularly:
•    The code of conduct on the fight against international terrorism adopted by the OIC Member States in 1994;
•    The OIC convention on combating terrorism adopted at the 26th session of the OIC Council of Foreign Ministers in 1999;
•    The Ten-Year Programme of Action adopted by the 3rd Extraordinary Session of the Islamic Summit held in Makkah on December 7- 8, 2005 on cooperation for combating terrorism in all its forms and manifestations;
Noting that terrorism is a scourge that threatens permanently human rights, fundamental freedoms, stability of States, and world peace and security;
Considering the aggravation and persistence of the security crisis which raises the danger of conflagration in all Sahelo-saharan countries till Lake Chad Basin countries;
Considering the numerous human losses, the trauma endured by young people, the serious violations of human rights and fundamental freedoms, as well as significant material damage caused by the barbaric and criminal attacks of terrorist groups such as Al-Qaeda, Boko Haram, Al Shabbaab, Ansardine, Organization of Monotheism and Jihad in Western Africa, Daesh and others in Africa, more particularly in a number of OIC member States including Chad, Mali, Cameroon, Niger and Nigeria;
Deeply concerned about the danger that terrorism and extremism pose to the stability, security, peace and territorial integrity of Islamic countries and other countries in the world;
Recognizing that terrorist threats and extremism cannot be combated by one single country whatever its capabilities and potential, and that the scourge of terrorism and extremism can only be combated by the constructive and efficient cooperation between all the countries of the world;
1.    Strongly condemns all terrorist acts all over the world and demands severe sanctions against their perpetrators, co-perpetrators and accomplices consistent with the rules of law;
2.    Exhorts the OIC Member States to adopt a joint strategy, to unify their efforts and to work together to fight terrorism efficiently;
3.    Commends the measures taken by the Lake Chad Basin countries, in particular Cameroon, Chad, Niger, Nigeria and Benin, in their fight against the Boko Haram group and encourages them to continue their cooperation to completely eradicate terrorist acts in the sub-region;
4.    Stresses the urgent need to support frontline countries in taking in charge victims of terrorism and reparation of collateral economic damage;
5.    Calls on PUIC Member Parliaments and their respective governments to show solidarity with the multinational forces of the Lake Chad Basin countries and to give them all possible support to ensure the success of their missions;
6.    Exhorts OIC member States to join with the states members of the Commission of the Lake Chad Basin in eradicating terrorist acts and in determining the extent to which these states can give their material and financial support to states member of the said Commission.


 RESOLUTION NO. 7-PFR/13-CONF
ON
THE FETULLAH TERRORIST ORGANIZATION (FETO)

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Guided by the principles and objectives enshrined in the PUIC Statute and the OIC Charter,
In line with the Ankara Declaration Adopted by the 36th Meeting of the PUIC Executive Committee and the Resolution on Fetullah Terrorist Organization (FETO) adopted at the Forty Third Session of the OIC Council of Foreign Ministers, (Session of Education and Enlightenment-Path to Peace and Creativity), held in Tashkent, Republic of Uzbekistan, 18-19 October 2016;
Aware of the objectives and principles of the United Nations on preventing and combating terrorism, the UN Counter-Terrorism Framework, including the UN Global Counter-Terrorism Strategy,
Reaffirming its condemnation of terrorism in all its forms and manifestations, as well as the need for Member States to take necessary measures to prevent the abuse of the work of NGO’s by terrorists and terrorist entities,
Deeply concerned by the clandestine, illegal and covert methods, motives, activities and goals of the international network led by Turkish national Fetullah Gülen, organized in various legal covers and forms, which poses a risk and threat to the public order, legitimate state institutions, security and stability of Turkey, Islamic countries and beyond,
Taking cognizance of the fact that Turkey has legally designated Fetullah Gülen network a terrorist organization (FET?), which is largely composed of and directed by Turkish nationals subordinated to Fethullah Gülen, in and outside Turkey, in the face of grave threat to its constitutional order, state institutions, security and stability,
Reiterating its previous decision dated 27 January 2017 which strongly condemned the violent coup attempt against the Constitution, President and Government of Turkey and its people, perpetrated on 15 July 2016 by an armed faction and their civilian collaborators belonging to the FETO, which is a dangerous and manipulative terrorist organization for the entire Muslim world;
1.    Declares its full solidarity with the Government and people of Turkey in its fight against FET? to ensure democracy, justice, security and unity,
2.    Calls on States of PUIC Member Parliaments to take every necessary measure against the entities, groups, institutions and individuals affiliated with FET? and cooperate with Turkey to this end.


 RESOLUTION NO. 8-PFR/13-CONF
ON
OIC CENTRE FOR POLICE COOPERATION AND COORDINATION

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Reaffirming the principles and objectives of the PUIC Statute and the Charter of the Organization of Islamic Cooperation (OIC) which emphasize the common goals and destiny of the peoples of the Islamic Ummah; Emphasizing the principles and objectives of the United Nations Charter aimed at maintaining Peace & Security and taking effective collective measures to that end;
Bearing in mind article 1 (18) of the Charter of the OIC mandating cooperation in combating terrorism in all its forms and manifestations, organized crime, illicit drug trafficking, corruption, money laundering and human trafficking within the Organization.
Guided by the Final Communiqué of the 13th Islamic Summit Conference, held in Istanbul on 14-15 April 2016, which decided to operationalize the OIC Center for Police Cooperation and Coordination as an OIC specialized institution based in Istanbul, and requested the Secretary General to follow up the implementation;
Recalling resolution no. 10/43-ORG on the OIC Center for Police Cooperation and Coordination, adopted at the 43rd session of the Council of Foreign Ministers held in Tashkent, Republic of Uzbekistan (18-19 October 2016), that decided to hold a second meeting of the legal and security experts group on the OIC Member States to further elaborate on the draft statute of the OIC Police Cooperation and Coordination Center,
Welcoming the report of the Second Meeting of the Legal and Security Experts Group of the OIC Member States, held on 22-23 February 2017 in Antalya, which made significant progress on the draft statute of the OIC Center for Police Cooperation and Coordination,
1.    Reiterates, in line with the decision of the 13th Islamic Summit, its collective and principled support to the operationalization of the OIC Centre for Police Cooperation and Coordination, as a specialized OIC institution, as soon as possible.
2.    Takes note with satisfaction of the significant progress in finalizing the draft statute of the OIC Centre for Police Cooperation and Coordination.
3.    Notes that one final open-ended meeting of the Legal and Security Experts Group of the OIC Member States would be held in Turkey, to address specific and pending issues in the context of the draft statute, to discuss and conclude, specific and pending issues in the draft statute, in order for it to be submitted to the 45th Session of the OIC Council of Foreign Ministers for adoption.
4.    Calls upon Member States to ratify the Statute of the OIC Center for Police Cooperation and Coordination after its adoption by the OIC Council of Foreign Ministers and join the Center as Member.


 RESOLUTION No.9-PFR/13-CONF
ON
REJECTING ALL UNJUST SANCTIONS IMPOSED ON ANY MUSLIM COUNTRY

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling the objectives and principles stipulated in the PUIC Statute and the OIC Charter, especially those that call for promoting solidarity among Islamic States and strengthening their ability to protect their national security, sovereignty, independence and national rights,
Recalling also the principles of the UN Charter and its stipulations on the right of people’s to achieve sustainable development,
Referring to the UN Resolutions No. 22/51 and 17/51 on economic sanctions which are unilaterally imposed by UN Member States against other Member States;
Stressing that economic and financial sanctions are considered a major obstacle to the implementation of the declaration on the right to development; because it is the peoples who suffer from imposed sanctions,
Rejecting all US unilateral and extra-territorial laws and judicial verdicts against other states, especially PUIC members which are in contradiction to international law, United Nations Charter and violate sovereignty and independence of states;
Considering that the human cost of the economic and financial sanctions constitutes a cause of genuine concern, and that the deprivation suffered by civilian inhabitants under sanction regimes is deemed a violation of human rights, including economic, social, and cultural rights,
Having taking note of the statements, declarations, and resolutions adopted by the various governmental and international fora as well as non-governmental organizations, which express rejection by the international community of the superseding of one State’s national legislations over the rules of the International Law with the aim of prejudicing the sovereignty and interests of States and their peoples;
1.    Rejects strongly the principle of imposing any kind of sanctions, whether unilateral or multilateral, on any Islamic State and condemns their continuation due to their negative impacts on the social and humanitarian activities as well as the socio-economic development of these States.
2.    Calls for lifting all kinds of sanctions imposed on Islamic States as well as stresses the necessity to respect the sovereignty of States and to refrain from interfering in their internal affairs.
3.    Calls for considering the adoption of legislative and administrative measures to confront the application of unilateral coercive measures whose effects surpass the local legal and legislative jurisdiction.
4.    Stresses that economic and financial sanctions should not be used as tools of political coercion and that peoples should not, in any case, be denied the tools of their survival and development.
5.    Invites research institutions in Muslim States to pay attention to the negative impacts of the phenomena of economic and financial sanctions on the enjoyment of the peoples of targeted states of their full human rights.
6.    Commends the outcomes of the international symposium on the “Negative Impacts of the Economic and Financial Sanctions on the Enjoyment of Peoples of Targeted Countries of Their Total Human Rights”, held in Tehran, on 15-16 December, 2014 by the OIC Independent Permanent Human Rights Commission, and urges those concerned to put into effect the recommendations of this symposium.
7.    Welcomes the Council of Human Rights resolution providing for appointment of an international Rapporteur concerning unilateral sanctions, and calls on the Islamic States to cooperate with him in carrying out his mission aimed at exposing the negative effects of such sanctions on citizens.


 RESOLUTION No.10-PFR/13-CONF
ON
POSSIBLE NEGATIVE IMPACTS OF PASSING JASTA

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Consistent with the principles and objectives of the Statute of the Parliamentary Union of OIC Member States (PUIC) and the Charter of the Organization of the Islamic Cooperation (OIC), which affirm the common destiny of the peoples of the Islamic ummah,
Guided by the principles and objectives of the UN Charter aimed at maintaining peace and security, while taking effective collective measures to this end,
Affirming respect for the principles and objectives enshrined in the OIC Charter, including the principles of states’ sovereignty, equality and mutual respect,
Recalling the principles of the UN Charter based on respect for the principle of equal sovereignty, the sovereign immunity of States, the rulings rendered by the International Court of Justice since 1949 on respect for sovereignty and supremacy of international law over national legislations, and the Convention on jurisdictional immunities of States and their property, in accordance with the UN General Assembly resolution 38/59 of December 2004,
Pursuant to the criticism of the US administration itself directed at JASTA considered as a mistake due to its negative effects on the principle of the sovereignty immunity of states.
Rejecting any prejudice to the fundamentals and principles of international law according to the resolutions of the UN General Assembly for the years 2013-2015,
Recalling that international norms has established that the act of  the legislative branch is one the State’s act and may  therefore result into its international responsibility, and that the State should amend its legislations that contravene international law,
Emphasizing the need to observe the established bases and principles of the laws, customs and international relations system, particularly the principle of States’ equal sovereign immunity,
1.    Affirms total rejection of the legislation passed by the US Congress under the name “Justice against Sponsors of Terrorism Act” (JASTA) as it contravenes clearly and explicitly established principles of international law and runs against the bases and principles of international relations.
2.    Calls on the US Congress to reconsider this act and take the necessary measures to avoid the serious repercussions that could result from enforcing it.
3.    Warns all parties of the international community that such a legislation will have negative repercussions on the basis and potential of cooperation within the framework of international relations as it violates the principle of sovereignty under international relations. It will also jeopardize mutual trust on which inter-state relations are built -especially relations with the United States of America-, weaken international coalitions against terrorism and extremism, and impact negatively on relations of international economic cooperation.


 RESOLUTION No.11-PFR/13-CONF
ON
SECURING EQUAL AND BALANCED RIGHTS OF ALL NATIONS TO FREE ACCESS TO AND USE OF MODERN TECHNOLOGIES FOR PEACEFUL PURPOSES

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Proceeding from the practical role of knowledge of modern technologies in enabling all nations to achieve prosperity, development and advancement,
Recalling the Ten-Year Program of Action of the OIC which encourages investment in the technology of capacity building in the fields of advanced technologies, including possessing nuclear technology for peaceful purposes,
Taking into consideration the provisions of the UN Charter concerning the right to development and the equal rights of all nations to raise their standards of living and economic advancement without discrimination,
Recognizing the limited sources of energy and the need to use modern technology for searching for new ways and means, including the use of nuclear energy in order to address possible future shortage in energy,
Reaffirming that the new technologies in the various fields, including the chemical, biological, renewable energy and nuclear energy fields, used for peaceful purposes, play an important role in the advancement of developing countries,
Expressing its utmost concern about the unjustified restrictions imposed by some states or groups of states on the transfer of equipment and material,  
Reaffirming the secure rights of all peoples, without discrimination, to develop new technologies, especially nuclear energy, for peaceful purposes according to their legal commitments,
Reconfirming also the secure right of all parties to the NPT in developing research and producing nuclear energy and using it for peaceful purposes without distinction and in conformity with the NPT;
1.    Confirms the equal, secure and inalienable rights of all peoples, without discrimination, to free access to modern technologies, including nuclear energy, for peaceful purposes, in accordance with the provisions of the NPT, and the Statute of the International Atomic Energy Agency, and encourages cooperation between OIC Member States in this field.
2.    Urges all Parliaments to strengthen cooperation in the field of new technologies, including development of nuclear energy for peaceful purposes according to the NPT.
3.    Calls on the developed countries to strengthen international cooperation in favor of developing countries through the transfer of technology, material and equipment necessary for peaceful purposes, especially in the chemical, nuclear and biological fields. Urges those states which continue to impose restrictions on the transfer of necessary technology for peaceful purposes to take the initiative of removing those restrictions which are contradictory to the obligations in force according to the International Law and the relevant international legal instruments.
4.    Stresses the necessity of maintaining the nuclear accord between the Islamic Republic of Iran and the 5+1 group, and calls upon all the parties to this accord to act according to their commitments and implement their obligations thereon. Expresses its belief that this accord has proved that negotiations are the easiest ways and the least costly to resolve international differences.

MAKING THE WHOLE MIDDLE EAST REGION A ZONE FREE OF ALL WEAPONS OF MASS DESTRUCTION PARTICULARLY NUCLEAR WEAPONS WITHOUT EXCEPTION

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling the resolution of the Islamic Summit, held in Tehran, in December 1997, concerning creation of zones free of weapons of mass destruction, including nuclear weapons, in Africa, the Middle East and South-East Asia, which called for freeing the world from all weapons of mass destruction,
Confirming the Resolution of the Islamic Summit Conference No. 22-8/P(IS) on obliging Zionist entity (Israel) to abide by the UN resolutions, especially the Security Council Resolution 487 of 1981, and its accession to the Nuclear Non-Proliferation Treaty (NPT),
Strongly stressing the basic and inalienable right of all states party to the NPT to develop research, production and use of nuclear energy for peaceful purposes, without any discrimination, and in conformity with their respective legal obligations under the NPT;
Welcoming IAEA Resolution No. GC (53) RES/17 of September 2009, which expresses concern about the nuclear capabilities of Zionist entity (Israel), while advocating a Middle East free of weapons of mass destruction, and urges Zionist entity (Israel) to open its nuclear facilities for international inspection,
Stressing the importance of the existence of a zone free of nuclear weapons in the regions of South America, Central American, the Caribbean, Africa, Central Asia and South-East Asia,
Reasserting that nuclear weapons pose the greatest threat to mankind and to the survival of civilization,
Reaffirming that the universalization of the NPT, as an initiation to the international efforts for the prevention of nuclear proliferation and disarmament and the elimination of nuclear weapons is essential to ward off the danger of nuclear weapons,
Strongly supporting the whole Middle East region a zone free of all weapons of mass destruction, especially nuclear weapons, with no exception and no discrimination, with the aim of creating peace and stability in the region,
Expressing its strong concern and anxiety about the nuclear weapons, particularly those belonging to the Zionist entity (Israel), which may lead to disastrous humanitarian, economic, social and environmental consequences that do not only threaten the region and the peace process, but also endanger Muslim States and jeopardize international peace and security,
Reaffirming the important role of the zones free of nuclear weapons in strengthening nuclear non-proliferation, in contributing towards realizing the objectives of nuclear disarmament and in extending the areas of the world that are free of nuclear weapons, and in particular defining the responsibilities of the nuclear weapons States. Calling upon all States to seek a safer world for all and to achieve peace and security in a world without nuclear weapons based on the principle of undiminished security for all,
Noting with satisfaction that the document issued by the Review Conference of 2010 of the parties to the NPT, as well as by the NPT Review Conference, emphasized the importance of a process leading to the full implementation of the 1995 Resolution on the Middle East;
1.    Reaffirms that the elimination of nuclear weapons, under strict and effective international control, is the only absolute guarantee against the use, or threat of use, of nuclear weapons, guaranteeing that States free of nuclear weapons will receive legally-binding assurances from nuclear-weapon States.
2.    Affirms that the Resolution of the 31st CFM adopted in Istanbul on 16th June 2004, which requests the international community and the Security Council to commit Zionist entity (Israel) to abide by the resolutions of the United Nations, especially the Security Council Resolution No. 487 for the year 1981, to join the NPT, and to implement the resolutions of the General Assembly and the International Atomic Energy Agency which called for subjecting all Zionist Israeli Nuclear facilities to the comprehensive IAEA Safeguard System. Stresses the necessity of Zionist Israeli declaration to renounce nuclear armament as well as submit statement on its capabilities and stockpile of nuclear weapons and material to both the Security Council and the IAEA, considering that such steps are necessary for making the area a zone free of weapons of mass destruction, foremost of which are the nuclear weapons.
3.    Confirms the necessity of Zionist Israeli compliance with the resolutions of the UN Security Council and the IAEA on elimination of weapons of mass destruction, especially nuclear weapons, as this is considered essential to security and stability in the Middle East, and requests the United Nations to impose on the Zionist entity (Israel) to accede to the NPT without any delay or conditions and to subject its nuclear facilities and programmes to IAEA safeguard.
4.    Expresses its utmost concern about the Zionist Israeli nuclear capabilities and threats, and appeals to the Islamic State Group in Vienna to exert efforts aimed at re-including the item on Zionist Israeli Nuclear Capabilities in the Agenda of the 61st Session of the General Conference of the International Atomic Energy Agency (IAEA) under the title "Zionist Israeli Nuclear Capabilities and Threats" and to adopt a resolution thereon.
5.    Reconfirms the inalienable right of all States to develop nuclear energy and technology for peaceful purposes, and encourages cooperation among them in this field in accordance with the provisions of the NPT and the IAEA safeguard system, Further reconfirms that nothing should be interpreted in a way as restricting the right of States for developing atomic energy for peaceful purposes. States’ choices and decisions in the field of peaceful use of nuclear technology must be respected.
6.    Calls for facilitating and promoting cooperation in the field of developing nuclear energy and its use for peaceful purposes, whether in the region, between its states or outside states, without any discrimination, while taking into consideration the commitments of states to the NPT.
7.    Calls on the States of PUIC Member Parliaments to coordinate their efforts concerning preparation for relevant international conferences and holding meetings to unify their positions.
8.    Emphasizes the need for attaining progress, in substance and timing, in the process leading to achieving total and complete elimination of all WMD in the region, be they nuclear, chemical or biological.
9.    Calls upon all States of PUIC Member Parliaments, including States parties to the Conference on Disarmament, particularly the Nuclear Weapon States (NWS), to work urgently towards a draw up a binding legal instrument on the basis of multilateral negotiations to assure the provision of unconditional guarantees to States free from nuclear weapons preventing the use, or threat of use, of such weapons.
10.    Urges the United States, the United Kingdom and the Russian Federation, as the co-sponsors of the 1995 Middle East Resolution and the UN Secretary General to expedite the implementation of their responsibilities assigned to them in the 2010 NPT Review Conference and, in this context, to urgently convene a conference on the establishment of a zone free of nuclear weapons and all other weapons of mass destruction without any further delay in order to avoid any negative repercussions on the NPT.


 RESOLUTION NO.13-PFR/13-CONF
ON
SITUATION IN IRAQ

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Noting the importance of preserving the sovereignty and territorial integrity of Iraq; also stressing that any presence of foreign forces without the consent of and coordination with the Iraqi government is considered as unacceptable, and stressing the  constitutional commitment of Iraq not to allow the use of its territories for any aggression against any of its neighboring states;
Reiterating its rejection of any intervention in the internal affairs of Iraq,
Expressing its support to the option of the Iraqi people for a political process and a democratic system,
Stressing the importance of national reconciliation in Iraq,
Praising Iraqi victories achieved by the armed forces and members of the Popular Mobilization, the Beshmerqa and Clan Combatants, which resulted in the complete liberation of Iraqi cities from the control of terrorist gangs, primarily Daesh and uprooting them totally:
1.    Declares its support to Iraq in its war against terrorism.
2.    Supports the exerted efforts to consolidate national reconciliation in Iraq and confirmation of putting it into force.
3.    Affirms its assistance to Iraq in addressing the problems of dispersed people and refugees.
4.    Condemns and criminalizes all terrorist acts perpetrated by DAESH and the outlaw armed groups against the Iraqi people such as murder, enslavement, dispersion, destruction of heritage sites and demolition of the tombs of holy men, virtuous people and places of worship .
5.    Blesses the victories achieved by Iraq –both the army and the people– in fighting terrorist powers of different forms; and confirms its support for Iraq in carrying operations aimed at purging the country from the filth of terrorism.
6.    Calls for convening an international conference, with the participants of the UN and its specialized agencies, to contribute to the operations of reconstructing the Iraqi cities and remove the destruction which took place as a result of war fare and terrorist operations in recent years.


 RESOLUTION NO.14-PFR/13-CONF
ON
SITUATION IN THE SUDAN

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Confirming all its previous resolutions which are supportive of the efforts exerted by the Sudanese government to establish peace, security and stability in all parts of the country,
Commending the conclusions of the national dialogue in the Sudan which was completed in October 2016 considered as an important step on the road to enhance peace and stability and to realize socio economic development in the country.
Rejecting Amnesty International’s accusation against the Sudan for using chemical weapons, and calling for accuracy and credibility when leveling such accusations.
Referring to its resolutions concerning the allegations made by the International Criminal Court against the Sudan,
Following with the utmost attention the developments taking place in the Sudan:-
1.    Stresses its support to the Sudan in defending its sovereignty, security, stability and unity through backing the efforts exerted by the Sudanese government to establish peace together with all parties.
2.    Stresses its firm stand on the side of the Sudan against its external threats, especially those led by Zionist entity and expresses solidarity with it in defending its sovereignty, stability, unity and development,
3.    Affirms its rejection of the decision of the International Criminal Court issued on 4th March, 2009, and the allegations of its Prosecutor General against His Excellency the President of the Republic of Sudan and a number of Sudanese Leaders which constitute a flagrant violation of the International Law, as well as a blatant violation of the national sovereignty of the Republic of the Sudan; and calls for the absolute nullification of the afore-mentioned decision.
4.    Welcomes document of the outcomes and recommendations of the National Dialogue signed on 10 October 2016; calls on all political powers and armed movements to join the dialogue process with a view to attaining security and stability in the Sudan; and appeals to all to refrain from supporting armed movements rejecting dialogue.
5.    Welcomes the decision of the US Administration to lift economic and trade sanctions imposed on the Sudan, and calls for the removal of the Sudan from the list of State sponsors of terrorism.
6.    Highly appreciates the efforts that have led to the establishment of peace in Darfur in the framework of the joint Arab, African and International initiative through the Doha track and which has prepared the ground for the establishment of peace and achievement of security, stability and development. Calls on the Member Parliaments to urge their respective governments and the international community to extend material and moral support in implementation of the document and for the launching of development efforts.
7.    Calls on the movements which have not joined the Doha Darfur Peace Agreement to join immediately, and requests the international community to impose stringent sanctions against the rebellious movements which reject the peace option and adopt the war option.
8.    Welcomes the cooperation agreement which has been signed in Addis Ababa between the Republic of Sudan and the Republic of South Sudan, as well as the efforts of the Republic of Sudan to establish peaceful and integrated strategic relations with the Republic of South Sudan, and to solve outstanding issues between them by way of dialogue according to conventions and agreements signed between them and the requirement of joint interest for both of them.
9.    Emphasizes the support of Member Parliaments of the PUIC to the Sudan in its efforts to face the economic and financial difficulties following the separation of South Sudan. Appeals to the Member States to contribute to extending all forms of support and assistance to the Sudan aimed at overcoming the current economic conditions, and condemns continuation of the sanctions imposed on the Sudan and demands their immediate revocation.
10.    Calls upon the creditor states of the Sudan to revise their debts and to speedily decide on the request of the Sudan to cancel these debts.


 RESOLUTION NO.15-PFR/13-CONF
ON
THE HUMANITARIAN SITUATION IN SYRIA

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Guided by the principles and objectives enshrined in the PUIC Statute and the OIC Charter,
Reaffirming its strong commitment to the sovereignty, independence, unity and territorial integrity of the Syria and to the principles of the United Nations Charter,
Reaffirming that, the crisis in Syria is presenting risks and threats to peace and stability in the wider region, especially to those of immediate neighbors,
Expressing outrage at the continuing escalation of violence in Syria, which has caused more than hundreds of thousand deaths, and in particular at the continued widespread and systematic gross violations, as well as abuses, of human rights and violations of international humanitarian law,
Expressing grave concern at the spread of extremism and extremist groups, terrorism and terrorist groups, and strongly condemning all violations and abuses of human rights and violations of international humanitarian law committed in Syria.
Welcoming United Nations Security Council resolutions 2139 (2014) of 22 February 2014, 2165 (2014) of 14 July 2014 and 2191 (2014) of 17 December 2014, and noting the urgent need to strengthen efforts to address the humanitarian situation in Syria,
Welcoming also the efforts of the United Nations and all diplomatic efforts to achieve a political solution to the Syrian crisis, and UN Security Council Resolution No. 2254 (2015) aimed at implementing the Political track for putting an end to the conflict in Syria.
Commending the significant efforts that have been made by neighboring countries and other countries in the region to accommodate Syrian displaced persons, while acknowledging the increasing political, socio-economic and financial impact of the presence of large-scale movement of people into neighboring countries, notably in Lebanon, Jordan, Turkey, Iraq,
Welcoming the hosting by the Government of Kuwait of the First and Second International Humanitarian Pledging Conference on Syria in January 2013 and January 2014, and expressing its deep appreciation for the significant pledges of humanitarian assistance that have been made,
Welcoming the adoption of a new resolution by the UN Security Council at its session held on 19 December 2017, extending for 12 months the effect of Resolution no. 2165 (2014), which authorizes humanitarian access to Syria,
Strongly condemns all violations and abuses of international human rights law and all violations of international humanitarian law committed against the civilian population, in particular all indiscriminate attacks, and demands that all parties immediately demilitarize medical facilities and schools and comply with their obligations under international law;
1.    Affirms its establish position on the necessity of preserving the unity of Syria, territory and people as well as its independence, national sovereignty and its diverse social fabric.
2.    Condemns in the strongest terms all terrorist acts and violence perpetrated by Daesh, Fath Al-Sham Front (Al-Nusra Front) and their violent and extremist thought, as well as those committed by foreign militias and their continued large scale blatant and systematic violations of human rights and international humanitarian law; and reaffirms that terrorism -including acts perpetrated by Daesh- cannot and should not be attached to any religion or civilization.
3.    Demands immediate withdrawal of all foreign fighters and terrorist militias from Syria; and rejects any illegal military presence on the Syrian territories.
4.    Strongly condemns the purposeful denial of humanitarian assistance to civilians, especially denial of medical help, and withdrawal of water and sanitation services from civilian areas, as well as attacks on schools and health facilities.
5.    Calls on all states to take immediate and effective measures, in coordination with Syria, to address the humanitarian needs of over 13.5 million people in Syria, in accordance with the UN Security Council resolutions.
6.    Calls also for taking measures to contribute to the betterment of up to 5 million Syrians hosted in neighboring countries, mainly Turkey, Jordan, Lebanon and Iraq.
7.    Urges the OIC member states and international community, including all donor organizations, to extend urgent financial assistance aimed at enabling host countries to respond to the increasing humanitarian needs of Syrian refugees, in accordance with the principal of sharing in bearing responsibilities.
8.    Appeals to the OIC Member States and all members of the international community, including all donors, to fulfill their previous pledges and continue to provide much needed support to the United Nations, its specialized agencies and other humanitarian actors to provide humanitarian assistance to the millions of Syrians displaced both internally and in host countries;
9.    Demands Zionist entity (Israel) to completely withdraw from the occupied Syrian Golan to the June 4th 1967 lines in accordance with the Security Council resolutions 242 (1967) and 338 (1973), the principle of land for peace, the Madrid Conference terms of reference and the Arab Peace Initiative, adopted by the Beirut Sum mit on 28 March 2002.
10.    Expresses satisfaction with the arrangements of the cease-fire in Syria as of 30/12/2016; supports UN Security Council Resolution 2336, dated 31/12/2016, which is supportive of the implementation of the cease-fire in Syria, and calls for the completion of the Political process aimed at finding a political solution to the Syrian conflict as soon as possible in order to spare the blood of all Syrians.
11.    Welcomes the Astana Meeting’s success in consolidating the ceasefire to pave the way for the revitalization of the political track as well as the progress in the implementation of the Memorandum on the creation of the de-escalation areas in the Syrian Arab Republic of 4 May 2017.
12.    Welcomes that in line with the progress achieved in Astana Talks, five new rounds of Geneva Talks were held under the auspices of the UN for direct negotiation between the parties for a political transition based on the UNSCR No. 2254 and 2012 Geneva Communiqué.


 RESOLUTION No.16-PFR/13-CONF
ON
SITUATION IN SOMALIA

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling all resolutions adopted by the Islamic Summit Conferences, PUIC and CFM Conferences concerning the situation in Somalia and the set of challenges relating to prevailing political, humanitarian, social and economic conditions,
Also recalling the efforts of the OIC and its cooperation with international organizations such as the UN, League of Arab States and African Union.  Also recalling the OIC initiative of 1992 concerning extension of international relief to Somalia and commending all humanitarian assistance and relief efforts extended by the international community,
Stressing the recommendations made by the OIC Contact Group on Somalia;
1.    Stresses its commitment to preserve the unity, sovereignty, territorial integrity and political independence of Somalia and restoration of security therein.
2.    Welcomes the election of President Mohamad Abdullah Mohammad and commends the efforts of former President Hassan Sheikh Mohamoud to extend state control to most regions of Somalia and the establishment of the Federal State according to the “Vision of 2016” , and praises the peaceful and quick handing of power in Somalia
3.    Affirms its support for the Somali government, led by H.E. Prime Minister Hassan Ali Khair, and invites international community to engage with it based on the principle of equality and mutual respect among States, without going through international and regional bodies and organizations.
4.    Commends the progress achieved by the Somali leadership on the election model of the Federal Parliamentary and Presidential Elections and reaffirms the importance of delivering timely assistance to the Federal Government of Somalia in order to implement the elections on time.
5.    Calls on all Member States which have not opened embassies in Mogadishu to do so promptly in order to improve bilateral relations between them and the Federal Republic of Somalia.
6.    Welcomes the improvement which is experienced by the Somali arena in all political, economic, and social fields. Calls on the Islamic Development Bank Group and the Islamic Chamber and the Union of the Islamic Chambers of Commerce, Industry and agriculture for adopting new initiatives aimed at encouraging investment and supporting economic and commercial cooperation between Somalia and the other OIC Member States within the Trade Preferential System adopted among the Member States.
7.    Urges the OIC Member States to assist Somalia through introducing a new initiative to deal with the problem of accumulated debts on Somalia and developing Islamic States as well as finding effective ways and means to resolve this economic and financial difficulty.
8.    Appeals to the UN Security Council to lift the embargo on weapons in order to support the Somali national army and enable it to preserve the achieved security gains.
9.    Calls on the international community to empower the Somali security organs to play their security role fully by providing them with training opportunities, weapons and logistics to become qualified and capable of protecting the Somali people and their property against the aggression of high-profile criminals addicted to organized crimes.
10.    Condemns all criminal acts which resulted in the death of innocent citizens and the destruction of private and public properties and causing breakdown of security and instability in the country,
11.    Commends the humanitarian efforts exerted by the international community, particularly by the OIC Member States, which have played a tangible and effective role in terms of humanitarian support. Requests the States of PUIC Member Parliaments and charities to continue their efforts and extend humanitarian aid to those who are still affected by drought and famine in Somalia.
12.    Appeals to the countries sponsoring the London, Istanbul and Tokyo Conferences on Somalia held in 2012 and 2013, to follow up the resolutions of these conferences in order to implement them in reality and to cooperate with the parties concerned in this framework for the benefit of the Somali people. Appeals also to all parties to exert efforts with international organizations to realize comprehensive development and restore the infrastructure of the Republic of Somali in accordance with the resolutions of the Brussels and EU Conference called the “New Deal”.
13.    Appeals to the Islamic Parliaments to materially and morally support the Somali Parliament with a view to enhancing its role and to promote the parliamentary culture of the Somali people as an alternative to engaging in wars and conflicts.
14.    Commends the role of the Peace Keeping Forces and appreciates the role of the OIC and IGAD in rehabilitating the Somali national regular forces.


 RESOLUTION NO.17-PFR/13-CONF
ON
SITUATION IN AFGHANISTAN

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling the principle stand adopted by the Islamic Conference in its resolutions on Afghanistan since January 1980 which call for its strong commitment the sovereignty, independence, national unity and territorial integrity of Afghanistan,
Affirming the extreme importance of helping the Afghan people achieve sustainable development, rehabilitation and reconstruction, the elimination of all threats, which still pose tremendous challenges for Afghanistan's stability, and regional security,
Welcoming all efforts to increase regional economic cooperation including through ECO, RECCA, CAREC, SAARC, and other forums and programs,
Welcoming also Afghanistan’s willingness and determination to use its regional and historical position to promote security, stability, and peaceful economic cooperation in the region,
Calling upon the International Community to extend its full support for the implementation of the Afghanistan Compact adopted at the London Conference and reaffirmed at the Kabul and Bonn Conferences to fulfill expeditiously its financial commitments announced during all previous International Donor Conferences for the Reconstruction of Afghanistan, including the recent International Tokyo Conference on Afghanistan, held on the 8th of July, 2012 and the Brussels Conference on Afghanistan, from 4-5 October 2016, under the name of Partnership for Prosperity and Peace at which the international community reaffirmed its sustained support for Afghanistan's sustainable growth and development, during Decade of Transformation,
Supporting efforts by the international donor community, including members of OIC, geared toward ensuring the successful implementation of the Afghanistan Strategic Policy Priorities and other national programs presented to the Brussels Conference on Afghanistan, which was held on 4-5 October 2016,
Taking into consideration the current phase, mainly involving the reconstruction process and necessity for building human capacity, calls for complete coordination between political and developmental action, as can be noted in the activities of the international organizations active in Afghanistan,
1.    Expresses its solidarity with and full support to the Islamic Republic of Afghanistan in its efforts to bring peace, security and economic progress for the Afghan people;
2.    Strongly supports the Afghan national unity government and all its initiatives for bringing peace, stability and development to the country;
3.    Calls upon all States of PUIC Member Parliaments to spare no efforts in helping the Afghan national unity government at this crucial time, considering that the success of the government will give high hope to peace and economic prosperity for the country.
4.    Urges the States of PUIC Member Parliaments and the International Community to continue their vigorous support and assistance to the government of Afghanistan and its struggle against terrorism;
5.    Stresses the importance of a serious attention to the solution of acute social problems related to the impoverishment of the population and unemployment and calls on donor countries and international institutions to confirm their commitments to provide assistance to Afghanistan, aimed at effective improvement of socio-economic situation in the country and increase the standard of living of the population and, most importantly –in the sphere of education and enlightenment.
6.    Welcomes the successful conclusion of the Brussels Conference on Afghanistan, 4 - 5 October 2016 with partnership between the Afghan Government and the International Community for peace and prosperity;
7.    Requests to mobilize the efforts of governments of PUIC Member Parliaments, as well as the IDB, ISF and ISESCO in economic, humanitarian and educational fields, to help the Afghan people,
8.    Expresses its deep appreciation to countries, in particular the Islamic Republic of Pakistan and the Islamic Republic of Iran for hosting a large number of Afghan refugees and acknowledges the huge burden they have shouldered in this regard;
9.    Calls on the international community and relevant UN agencies for the provision of generous assistance to the Afghan refugees and internally displaced persons to facilitate their voluntary, safe and dignified return and sustainable reintegration into the society of origin so as to contribute to the stability of Afghanistan and its sustainable development;
10.    Recognizes narcotic problem as global challenge which requires global partnership based on the principle of collective and shared responsibilities, Calls upon the international community and States of PUIC Member Parliaments to increase its assistance to enhance the efforts of the Islamic Republic of Afghanistan to implement its national strategy to combat drugs;
11.    Strongly condemns the terrorist and criminal activities carried out by Taliban, Al-Qaeda and other extremist groups, including the rising trend of suicide attacks and urges all Member States and the International Community to extend support to the Government of Afghanistan in its fight against this devilish phenomenon, and encourages all Muslim scholars to unanimously and strongly condemn terrorism, through fatwas, preaching and holding international events.


 RESOLUTION NO.18-PFR/13-CONF
ON
CONSIDERATION OF THE SITUATION IN MALI AND NEIGHBOURING STATES

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi-ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling the principles and objectives of the PUIC Statute, particularly with regard to the preservation of the Member States' sovereignty, territorial integrity and national unity,
Expressing deep concern over the developments of the situation and terrorist acts in Mali, and the waves fueled by the scourges of cross-border organized crimes, particularly the illicit trafficking of arms and drugs, which pose a threat to the stability, peace and socio-economic development of the Sahel region’s countries.
Referring to the Ten-Year Programme of Action adopted by the Third Extraordinary Islamic Summit (held in Makkah Al Mukarramah on 7-8 December 2005) which requested the Member States to cooperate in the fight against terrorism in all its forms and manifestations, against organized crime, illicit drug trafficking, corruption, money laundering and human trafficking,
Recalling the OIC’s unequivocal condemnation of the unilateral declaration of independence proclaimed by the MNLA and the actions perpetrated by terrorist groups in Northern Mali,
Recalling the Final Communiqué of the 4th Extraordinary Islamic Summit Conference held in Makkah Al-Mukarramah on 14-15 August 2012 (26-27 Ramadan 1433H), in its part on the situation in Mali and the Sahel region,
Recalling also Resolution CONF-8/PFR-11 on "Consideration of the Situation in Mali" adopted by the 8th PUIC Conference held in Khartoum on 21-22 January 2013:
Recalling also Item 3 of the Resolution on "the Situation in Mali" adopted by the 8th Session of the Union's Conference, which strongly commended the efforts exerted by many neighboring countries to find a peaceful settlement to the issue of the Republic of Mali;
1.    Reiterates its position and its support for the preservation of the sovereignty, territorial integrity and national unity of the Republic of Mali and neighbouring States.
2.    Reaffirms its full solidarity with the Government of National Unity, and commends the efforts exerted to resolve the conflict in the Republic of Mali; Praises the role played by various states, particularly African states, and their support for a political solution and dialogue among the conflicting parties in Mali; Calls on all Member States to extend every necessary assistance to help Mali achieve its objectives.
3.    Expresses its deep concern over the humanitarian situation in Mali and the African Sahel region, and Requests OIC Member States to support Mali and the five neighbouring countries in these circumstances,  through mobilizing the necessary resources to help overcome the difficulties facing hundreds of thousands of refugees and displaced persons in Mali and neighboring countries.
4.    Strongly condemns all terrorist acts which have taken place in Mali, Niger, Burkina Faso, Chad and Nigeria, claiming the lives of innocent people, causing destruction of properties, and spreading terror and instability in the region.
5.    Strongly condemns the exactions perpetrated by terrorist groups against the unarmed civilian population and the destruction of sites classified by UNESCO as universal cultural heritage, particularly in Timbuktu, and calls upon ISESCO to participate in all efforts aimed at protecting the Malian cultural heritage and acting to recover all the manuscripts, documents, and religious references which have been pillaged and stolen, and calls for bringing the perpetrators of these heinous acts to justice;
6.    Commends the adoption of resolution 2100 of the United Nations Security Council on 25/4/2013, which provided for the deployment of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) as of first July 2013, to stabilize the situation and restore the power and sovereignty of the State of Mali over its entire territory.
7.    Praises the efforts of peace and reconciliation in Mali which materialized in the signing of the Peace and Reconciliation Accord on 15/5/2015, in Bamako, and also praises the Final Accord signed, in this respect, in Algiers.
8.    Requests the Coordination of the Armed Movements in Azawad to sign, without delay, the above-mentioned peace accord, considered by the international community as a balanced and solid agreement, in order to enable the country to concentrate on the necessary institutional reforms for the reconstruction of the state of peace and security, and promote the process of development of the Malian people.
9.    Warmly praises the efforts of Algeria and the entire international mediation team as well as the countries which contributed to the success of the peace process which led to the signing of the Peace and Reconciliation Accord.
10.    Welcomes the convening of the national reconciliation conference from March 27th until April 2nd, 2017 which brought together representatives of the government of Mali and all the constituents of civil society as well as the various groups which signed the accord for peace and reconciliation in Mali emanating from the Algiers track, and expresses its full support to the implementation of the results of this conference.
11.    Salutes and encourages the ongoing process led by ECOWAS, the African Union, the OIC, the United Nations, neighboring countries and interested countries, to help Mali restore its territorial integrity and stability, which will help reinforce its national unity and enhance its development.
12.    Urges the Malian authorities to expedite the reconciliation process with the support of international partners, consistent with the relevant resolutions adopted by ECOWAS, the African Union Peace and Security Council, as well as UNSC Resolution 2100 (2013).
13.    Welcomes the establishment of a Ministerial coordination platform of the United Nations Integrated Strategy for the Sahel with a rotational presidency and a secretariat co-chaired by the United Nations and the African Union.
14.    Calls on all the States of PUIC Member Parliaments to extend urgent financial support and assistance for the development of Mali and neighboring states, aimed at enhancing peace, security, stability and achieving socio-economic development in these countries.


 RESOLUTION No.19-PFR/13-CONF
ON
SITUATION OF REFUGEES AND REPATRIATED PEOPLE IN CHAD

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Referring to the sublime objectives stated in the PUIC Statute, which aim at fostering cooperation among peoples in order to respect and defend human rights and humanitarian principles and to establish peace based on social justice;
Inspired by the provisions of the OIC Charter and of the Ten-Year Programme of Action regarding the consolidation of the bonds of unity, cooperation and solidarity among the peoples of the OIC member states, with the aim of promoting their well-being, prosperity and socio-economic development;
Deeply concerned about the widespread expansion of armed conflicts and terrorism in Africa in general, and in the sub-region of Lake Chad in particular;   
Aware of the necessity to guarantee the rights and well-being of refugees and returnees, so as to offer them durable solutions allowing them to rebuild their lives in dignity and peace;  
Considering the efforts to find alternative solutions to the camps, by allowing the refugees to settle within host communities and to have access to the basic collective services;  
Aware of the need to provide protection to the refugees and returnees, especially women, old and children, and offer them adequate care in order to minimize psychological, economic and social consequences;
1.       Expresses its satisfaction for the generous hospitality offered by the countries of Lake Chad Basin to the refugees and returnees :  Cameroon for having accepted on its territory, from 2014 till the present day, Central African and Nigerian refugees; Chad for having received on its territory, from 2000 till the present day, refugees and returnees from the Central African Republic, Sudan, South Sudan and Nigeria; and Niger for having opened its borders in 2015 to Nigerian refugees; and Commends  these highly humanitarian acts;
2.    Insists on the urgent need to help relevant countries in providing care and support to the refugees and returnees, while contributing to the socio-economic programs designed for them, and to their qualification;
3.    Exhorts the PUIC Member Parliaments and their respective governments to offer generous humanitarian assistance to the Chadian returnees and to the refugees in order to help them face the difficult conditions they are experiencing; and calls for supporting the Government of the Republic of Chad so that it can meet the objectives it has set in this regard.


 RESOLUTION NO. 20-PFR/13-CONF
ON
CONFLICT RESOLUTION MECHANISMS

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran on 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January 2018,
Reaffirming the basic principles of the United Nations and the Organization of Islamic Cooperation on the sanctity of national borders of States, on respect for territorial integrity, sovereignty, non-interference in internal affairs of other States, and on resolution of disputes and conflicts in interstate relations through peaceful negotiations,
Recognizing the relevant provisions of the Charters of the Organization of Islamic Cooperation and of the United Nations, defining the peaceful mechanisms for conflict resolution, including mediation,
Confirming the urgent need for joint efforts to counter global challenges and threats, economic problems, contradictions between beliefs and civilizations, as well as the unprecedented growth of the threat of terrorism, organized crime, migration and poverty,
Welcoming the Joint Declaration on Islamic Rapprochement, signed by the President of the Republic of Kazakhstan, Nursultan Nazarbayev and the President of the Republic of Turkey, Recep Tayyip Erdogan on April 13, 2016 on the eve of the 13th OIC Summit in Istanbul; and further noting that this Summit adopted the Islamic Rapprochement Initiative,
Realizing responsibility for the peaceful and prosperous future for people of the World, and guided by the desire to promote better relations among States and peoples and ensure conditions where people can live in genuine and lasting peace free from any threat to their security,
Noting Resolution 44/44-POL adopted by the 44th Session of the Council Foreign Ministers held in Abidjan, Republic of Cote d’Ivoire on July 10-11, 2017, concerning the the dispatch of an OIC Contact Group on Peace and Conflict Resolution,
Commending the holding of the First OIC Member States Conference on Mediation, organized by the Turkish Government in cooperation with the OIC General-Secretariat, in Istanbul on November 21, 2017, under the theme of “Surge in Mediation: The role of the Organization of Islamic Cooperation”
1.    Reaffirms the commitment to the spirit of Islamic solidarity and call upon the OIC Member States to develop a new paradigm of relations in the Islamic world, by demonstrating goodwill and constructive approach towards issues of interstate relations and the resolution of conflicts and disputes by peaceful means.
2.    Recognizes the value of existing initiatives within the OIC, and calls for further efforts to develop these initiatives in coordinated and concerted manner.
3.    Calls on the OIC and its Member States to play a more effective role in resolving conflicts by peaceful means, including mediation, and to build capacities for that purpose;
4.    Reaffirms the need to raise the level of awareness in the OIC region regarding the benefits of mediation as a cost-effective tool of conflict prevention and peaceful conflict resolution;
5.    Encourages coordination and the sharing of expertise among OIC Member States, including the holding, by Member States, of conferences on mediation on a yearly basis;
6.    Calls for establishing an OIC Network of Mediators that includes experts, research institutions, and civil society organizations
7.    Calls for providing training opportunities on conflict resolution and mediation, including the training of women and youth
8.    Supports the establishment of the OIC Contact Group on Peace and Conflict Resolutions (PCR) for promoting the best solutions to the challenges faced by OIC Member States, namely radicalism, extremism, sectarianism and terrorism, as well as the challenges of peace, with the consent of all Member States.
9.    Reaffirms that the OIC Contact Group on PCR should work in tandem with and complement the existing mechanism that has similar purposes, including the Secretary-General’s initiative establishing a three-tiered Conflict Resolution Mechanism,  other Contact Groups and OIC Special Envoys.

PROBLEMS OF MIGRATION AND REFUGEES IN THE MUSLIM WORLD

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran on 28 - 29 Rabi-ul Thani 1439 corresponding to 16 - 17 January, 2018,
Pursuant to the objectives and principles enshrined in the Charter of the OIC, especially those that affirm enhancement of solidarity among Muslims and defending the rights of peoples;
Recalling the OIC work program, adopted by the 3rd Extraordinary Islamic Conference which was held in Makkah Al Mukarramah on 5th December 2005, the program which was extended until the year 2025 pursuant to the resolution adopted by the 13th Islamic Summit, held in Istanbul in April 2016, which reiterated the commitment to work together for a better future and for enhancing the prosperity of the Islamic Ummah;
Recognizing the deteriorating humanitarian conditions resulting from the coercive displacement of civilians as a consequence of military operations in a number of Muslim countries, especially Syria, Iraq and Afghanistan, along with other countries such as Myanmar, causing millions of people to suffer displacement and seek refuge in other countries;
1.    Recommends action to help Syrian refugees, in cooperation with the Syrian Government, to ensure their return, especially that their numbers are decreasing with the improving security situation in Syria.
2.    Notes the convening of a meeting to address Large Flows of Refugees and Migrants on 19 September 2016 in New York, which provided an opportunity to identify the deficiencies in the current humanitarian system and start discussions on ways and means to address and remedy those deficiencies.
3.    Appreciates the generosity and contributions of refugee-hosting countries especially those hosting large refugee populations, and calls for exchanging experiences and expertise with them in addressing the problems of asylum and displacement.
4.    Realizes that refugee-hosting countries have been inequitably shouldering the burden of providing assistance and protection to millions of refugees; and underlines the need to assess the adverse effects on development of these countries, especially in protracted situations, and to take the necessary measures to assist the states hosting refugees, and preclude the occurrence of demographic changes among refugees.
5.    Reiterates that the voluntary repatriation of refugees remains the most preferable durable solution to refugee situations, and reaffirms the need to assist host countries and communities in the interim through humanitarian and development aid.
6.    Expresses concern over the increased incidence of Islamophobia targeting Muslim refugees, and calls for protecting the refugees and IDPs, and preventing their exploitation and maltreatment.
7.    Strongly condemns human rights violations endured by African immigrants in some transit States; calls on all origin transit and destination States to intensify efforts in order to curb this phenomenon and appeals to all to help the countries connected with the phenomenon.
8.    Calls for offering mothers and children the necessary protection and special care, particularly as regards health, food, education and other human development necessities.
9.    Values the role of Jordan in hosting large numbers of refugees, especially from Syria, and calls for generous financial aid to be extended to enable it to overcome the critical financial conditions imposed by the flow of waves of immigrants.

ON
COOPERATION AND COORDINATION AMONG MUSLIM STATES AND COMMUNITIES TO PROJECT THE SUBLIME VALUES OF ISLAM AND CURB THE PREVAILING PHENOMENON OF EXTREMISM AND VIOLENCE IN THE ISLAMIC WORLD AND ADDRESS THEIR ROOT CAUSES

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran on 28 - 29 Rabi-ul Thani 1439 corresponding to 16 - 17 January, 2018,
Guided by the objectives and principles enshrined in the PUIC Statute, including the lofty Islamic values of peace, compassion, tolerance, equality, justice and human dignity,
Emphasizing the valuable contribution of the Islamic religion to building human civilization, especially through urging for the promotion of dialogue and understanding and genuine and mutual respect in relations among people, as well as civilized discourse based on reason and logic,
Recalling the previous resolutions and decisions of the PUIC on the challenges and threats emanating from extremism, terrorism, warfare, occupation, oppression, ethnic cleansing and Islamophobia, or any use of violence to achieve political aims,
Deeply concerned over the surge of political violence in different parts of the world which claimed innocent lives, displaced people, caused destruction, and hindered growth and development,
Referring to the international law governing the peaceful settlement of disputes and restricting the resort to force,
Reaffirming the universally-recognized human rights and fundamental freedoms,
Emphasizing the importance of tolerance in international relations and the significant role of dialogue as a means to reach mutual understanding, eliminate threats to peace, and strengthen interaction and exchange among civilizations,
Commending the initiative of H.E. Hassan Rouhani, President of the Islamic Republic of Iran, for “A World Against Violence and Extremism” (WAVE), proposed during the 68th (2013) Session of UN General Assembly, which led to adoption of Resolution A/RES/68/127 of the UN General Assembly entitled “A World against Violence and Violent Extremism”,
Commending also all initiatives of the Kings, Princes and Presidents of Muslim countries aimed at curbing violence and extremism,
Aware of the necessity of opening up of the parliaments of Muslim States to the other parliaments of Non-Muslim States of the world, in order to project the sublime values of Islam and counter all forms of violence and extremism:
1.    Stresses the obligation of all States to refrain from using or threatening to use violence against the territorial integrity or political independence of another State, or in any other manner inconsistent with international law, and to settle their international disputes by peaceful means on the basis of the Charter of United Nations;
2.    Reaffirms the right of all peoples to self-determination, particularly peoples living under colonialism or other forms of foreign domination or occupation;
3.    Calls upon all Member Parliaments to give high priority to enacting appropriate national laws in line with the principles of good governance, strengthen democratic institutions, improve the inclusiveness of the development process, and eradicate poverty and ignorance;
4.    Encourages all Member Parliaments to pay more attention to fight extremism and terrorism, inter alia, by addressing the root causes, promote moderation, tolerance and dialogue through programs and institutions in the fields of education, culture, information and communication, and raise global awareness of the dangers of intolerance, prejudice, discrimination and extremism.
5.    Urges political and religious leaders in the Islamic World to unite against extremism in all its forms and manifestations and to reach over to other faiths and civilizations so as to foster unity and rejection of violence, resolve conflicts by peaceful means, and strengthen peaceful co-existence with other peoples.
6.    Calls on the PUIC Member Parliaments, through their respective legislative mechanisms, to monitor the implementation of this resolution by their governments.
7.    Calls on the International community to exert further effort to strengthen effective dialogue of cultures and religions.

SITUATION IN CYPRUS

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi-ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling the resolutions No.2/31-P and 6/34-P on the situation in Cyprus adopted at the 31st and 34th Sessions of the Islamic Conference of Foreign Ministers, held in Istanbul and Islamabad, on 14-16 June 2004 and 15-17 May 2007 respectively, which enabled the Turkish Muslim people of Cyprus to participate in the OIC under the name of Turkish Cypriot State as envisaged by the UN Secretary-General’s comprehensive settlement plan;
Recalling Resolution No. 4 on the situation in Cyprus adopted at the Fourth Session of the Organization of Islamic Conference Parliamentary Union (PUIC) held in Istanbul, on 8-13 April 2006, which enabled the Turkish Muslim people of Cyprus to participate in the PUIC under the name of Turkish Cypriot State in accordance with the relevant OIC resolutions; and the Final Communiqué of the 12th Session of the PUIC Conference held on 27 January 2017 which called on member states to support effective solidarity with the Turkish Cypriot state, to maintain close links with it, aiming to help it overcome the inhuman isolation imposed on it and consolidate and strengthen their relations with the Turkish Cypriot State in all fields.
Recalling the resolutions on the situation in Cyprus adopted by the 32nd, 33rd, 34th, 35th, 36th, 37th, 38th, 39th, 40th, 41st, 42nd and 43rd Sessions of the Islamic Conference of Foreign Ministers held in San’a (5/32-P), Baku (5/33-P), Islamabad (6/34-P), Kampala (No.5/35-P), Damascus (No. 6/36-POL) Dushanbe (7/37-POL), Astana (7/38-POL), Djibouti (6/39-POL) and Conakry (7/40-POL), Jeddah (19/41-POL), Kuwait (19/42-POL) and Tashkent (19/43-POL) and Abidjan (19/44-POL) on 28-30 June 2005, 19-21 June 2006, 15-17 May 2007, 18-19 June 2008, 23-25 May 2009, 18-20 May 2010, 28-30 June 2011, 15-17 November 2012, 9-11 December 2013,18-19 June 2014, 27-28 May 2015 and 18-19 October 2016, and 10-11 July 2017, respectively, as well as the resolution adopted by the 11th Summit Conference held in Dakar on 13th and 14th of March 2008 (3/11-P (IS) which called upon the Member States to take concrete steps to end the economic, political and cultural isolation of the Turkish Cypriots and reaffirmed the full equality of the two parties in Cyprus; the Final Communiqué of the 12th Session of the Islamic Summit Conference held in Cairo on 6-7 February 2013, which called on Member States to strengthen effective solidarity with the Turkish Cypriot State; and the Final Communiqué of the 13th Session of the Islamic Summit Conference held in Istanbul on 14-15 April 2016, which expressed firm support for the rightful cause of the Muslim Turkish Cypriots and the UN comprehensive settlement negotiations in Cyprus, and called upon all Member States to strengthen their effective solidarity with the Muslim Turkish Cypriots, closely associating with them and with the view to helping them materially and practically to overcome the inhuman isolation which has been imposed upon them to increase and expand their relations in all fields.  
Bearing in mind that the Turkish Cypriot State accepted UN Secretary-General Buotros Ghali’s Set of Ideas, Perez de Cuellar’s Document and the Annan Plan, whereas the Greek Cypriot side refused all these;
Deeply regretting the closure of the Conference on Cyprus on July 7, 2017 in Crans-Montana with no outcome due to a continued refusal of the Greek Cypriot side to acknowledge the Turkish Cypriots’ political equality and to establish a new partnership with the Turkish Cypriot co-owners of the Island on this basis;
Expressing its solidarity with the Turkish Cypriots and its appreciation for their constructive efforts to attain a just and mutually acceptable settlement;
Sharing the concern of 13th Session of the Council of the Parliamentary Union of the OIC Member States, as expressed in Resolution No. 12-PE/13-CNCL, about the Greek Cypriot side’s unilateral claims in the Eastern Mediterranean impeding the efforts for a comprehensive settlement in Cyprus; recalling and welcoming, as expressed in Resolution No. 13-PE/7-CONF, No.14-PFR/8-CONF, No. 15-PFR/9CONF and No.CONF-10/PFR- RES.13 and No.17-PFR/11-CONF of the 7th, 8th , 9th , 10th and 11th Sessions of the Conference of the PUIC, the fair sharing proposal made by the Turkish Cypriot President on 24 September 2011 and on 29 September 2012, with regard to the hydrocarbon reserves off the coast of Cyprus,
Noting the desire of the Turkish Muslim people of Cyprus to fully integrate with the international community, whereas they are still left in isolation as the victim of conditions in which they have no fault.
1.    Calls upon the states of the PUIC Member Parliaments to support effective solidarity with the Turkish Cypriot State and maintain close links with it, aiming to help it overcome the inhuman isolation imposed on it, and consolidate and strengthen their relations with the Turkish State in all fields.
2.    Calls for extending effective assistance to meet the legitimate demands of the Turkish Cypriot State concerning the right of Turkish Cypriots to have their voice heard in all international fora on the basis of equality between the two parties in Cyprus until a just, lasting and comprehensive settlement to the Cyprus question is achieved.
3.    Reiterates the necessity of a just and lasting political settlement in Cyprus and shares the view that a negotiated and mutually agreed solution can be reached through the efforts of the UN, based on the inherent constitutive power of the two peoples, their political equality and co-ownership of the Island.
4.    Welcomes the willingness shown by the Turkish Cypriot State and Turkey for a political and viable agreement, appreciates their constructive efforts to this end, and regrets that the negotiation process which began in 2008 ended in July 2017 with the closure of the Conference on Cyprus without a settlement, despite the goodwill and determination displayed throughout the process by the Turkish Cypriots and by Turkey.
5.    Expresses its recognition that the Muslim Turkish Cypriot people shall not be left isolated, welcomes the call of the UN Secretary-General (S/2007/699) to the international community to maintain economic, social and cultural relations with the Turkish Cypriot people, and stresses that there is no contradiction between ending the isolation imposed on the Turkish Cypriots and the resolutions of the UN Security Council.


 RESOLUTION No.24-PFR/13-CONF
ON
SITUATION IN JAMMU AND KASHMIR

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Reaffirming the principles and objectives of the PUIC Statute and the Charters of the Organization of the Islamic Cooperation and the United Nations relating to the importance of achieving people’s rights to self-determination; and recalling the resolutions of the United Nations on the conflict in Jammu and Kashmir that have not been implemented yet,
Referring to the Simla Agreement concluded between the governments of Pakistan and India to find a final settlement to Jammu and Kashmir issue,
Emphasizing the declarations relating to Jammu and Kashmir issued by the 7thand 10thConference of the Islamic Summit Conference and the two Extraordinary Sessions of the Islamic Summit Conference held in Casablanca in 1994 and in Islamabad in 1997, and all the previous resolutions issued by the PUIC and the OIC on the conflict of Jammu and Kashmir, especially the resolution No. 34/2-P,  as well as the reports of the ministerial and Summit meetings of the OIC Contact Group on Jammu and Kashmir; and supporting the recommendations therein;
1.    Reaffirms the United Nations Security Council resolutions on Jammu and Kashmir dispute as well as the OIC resolutions, calling for free and impartial plebiscite under the UN auspices to ascertain the wishes of the people of Jammu and Kashmir to join India or Pakistan;
2.    Also reaffirms the declaration made on the Kashmir dispute in the Joint Communiqué of the 13th Islamic Summit Conference held in Istanbul (Turkey), l4-15 April 2016, and the resolution on Jammu and Kashmir adopted by the 44th session of the OIC Council of Foreign Ministers on 10-11 July 2017 in Abidjan.
3.    Stresses that Jammu and Kashmir is the core dispute between Pakistan and India and its resolution is indispensable for the realization of the vision of peace in South Asia.
4.    Condemns in the strongest possible terms the Indian barbarities in the Indian
Occupied Jammu & Kashmir especially since the recent uprising after the extra-
judicial killing of Kashmiri youth leader on 8 July 2016.
5.    Deplores the reign of terror unleashed by the Indian occupation forces against the unarmed, innocent and defenseless protesters resulting in killings of around 120 civilians and injuries of around 20,000 civilians.
6.    Rejects the Indian efforts of equating widespread and indigenous Kashmir struggle with terrorism.  
7.    Pays rich tribute to the valiant people of Indian Occupied Jammu and Kashmir for waging a heroic struggle for their inalienable right to self-determination in accordance with Security Council resolutions.
8.    Expresses deep concern over Indian attempts to bring demographic changes in IOK, converting the Muslim majority of the State into a minority by settling non-Muslim non-State subjects such as West Pakistan Refugees and establishing Sainik colonies through attempts at abrogating article 35-A of the Indian Constitution, and calls on the UN to take note of India’s violations of the UNSC resolutions on IOK.
9.    Rejects the appointment of Mr. Dineshwar Sharma as interlocutor between the Government of India and the people of Jammu and Kashmir as a political ploy to divert attention from the Kashmiri people’s struggle for freedom and to sideline the Hurriyat Leaders;
10.    Denounces Indian attempts to disturb the religious harmony of IOK by establishing separate colonies for Pandits who are always welcomed by Kashmiris to return to their ancestral lands.
11.    Urges India to stop the bloodshed in the Indian Occupied Jammu & Kashmir and fulfill the commitments and obligations under international law and UN Security Council resolutions.
12.    Urges the international community especially the UN Security Council members to condemn the brutalities in Occupied Jammu & Kashmir. The international community must fulfill its promises made with the people of Jammu & Kashmir 69 years ago in the form of UN Security Council resolutions for international peace and security.
13.    Calls for finding a peaceful solution to the Jammu and Kashmir issue in line with the UN Security Council resolutions, and supports the efforts by Pakistan to peacefully resolve Jammu and Kashmir dispute in accordance with the Security Council resolutions.
14.    Expresses concern over the Indian occupation forces’ recurrent violations of the cease-fire along the Line of Control and the Working Boundary and deliberate targeting of civilians; and appreciates Pakistan’s policy of self-restraint, responsibility and dialogue for regional peace and security.
15.    Reaffirms commitment to extend political, diplomatic and moral support to our Kashmiri brethren in their just struggle for self-determination in the light of UN SC resolutions.


 RESOLUTION No. 25-PFR/13-CONF
ON
SOLIDARITY WITH THE MUSLIM MINORITIES AROUND THE WORLD

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi-ul Thani 1439 corresponding to 16 - 17 January, 2018,
Reaffirming the principles and objectives of the Statute of the PUIC;
Pursuant to the Universal Declaration of Human Rights and Cairo Declaration on Human Rights in Islam and other relevant international instruments, including the UN General Assembly Declaration on the Elimination of All Forms of Intolerance and Discrimination Based on Religion or Belief;
Recalling the call for strengthening, coordination and cooperation between the States of the Islamic Ummah in confronting challenges relating to human rights;
Recalling also the PUIC Resolutions relating to the Promotion of Solidarity and Unity among Muslims;
Also recalling that Muslims groups and communities who live in non-OIC member States constitute – number wise – more than one third of the Islamic Ummah
Expressing its concern about the negative stereotyping of religions and the insults directed at religious personalities, sacred books and symbols, which impede enjoyment of human rights, including the right to worship,
Emphasizing that everyone has the right to freedom of religion, including freedom to manifest religion in worship, observance, practice and teaching,
Emphasizing also that education shall enable all persons to participate effectively in a free society, promote understanding, tolerance and friendship among nations and various ethnic and religious groups,
Deeply concerned about incidents of intolerance, discrimination and violence against persons based on their religions or belief in all regions in the world, including in the West;
Referring with the utmost concern to the voices of some bodies and persons, calling for linking terrorist acts which have recently taken place in Paris and other Western cities, with Islam and Muslims, as well as seeking to hold Muslim citizens of those states responsible for these acts,
Strongly deploring all acts of violence against persons on the basis of their religion or belief, as well as any such acts against their homes, business, properties, schools, cultural centers, or places of worship;
Re-emphasizing the obligation of States to promote and protect the human rights of their people, including the right to freedom of religion, in a non-discriminatory manner;
Recognizing the role of the international community in contributing to the efforts of the promotion and protection of human rights.
Recognizing the value of Muslim solidarity and the principles of the noble Islamic teachings;
Recognizing the common responsibility of all Islamic countries and Muslim individuals to support their brothers and sisters at any place in the world, in a way that does not run counter to international law;
1.    Reiterates the PUIC commitment towards Muslim Communities and Minorities living in non-OIC Member States, and to contribute to the efforts to assist and contribute to the settlement of their problems, guided by the principles of the UN Charter and PUIC Statute;
2.    Calls on the States having Muslim minorities to respect and protect the rights of Muslims in their countries, including the rights to participate directly or indirectly in politics and democracy; the rights to the practice of religion and to the protection of Islamic holy places and historical sites, and also to reject attempts to hold Muslims responsible for the terrorist acts which take place there.
3.    Affirms that protecting the rights and identity of Muslim groups and communities in non-OIC States is the responsibility of the governments of those States in accordance with the principles of the International Humanitarian Law.  
4.    Stresses the importance of dialogue in opening up channels of communication with counterparts in non-OIC member states; and tasks the Secretary General of PUIC, in this regard, to study the possibility for PUIC to have a regular dialogue with the parliaments of non-OIC member states, including, inter alia, the European Parliament and the parliaments of Western States;
5.    Decides to enhance efforts by the PUIC member parliaments in providing assistance, including in educational, economic and socio-cultural fields, to Muslim Communities and Minorities living in non-OIC Member States; and tasks the Secretary-General of PUIC, in this regard, to conduct a study on the role of PUIC in those fields.
6.    Stresses that the real image of Islam is the one which reflects the content of its tolerant message based on propagating justice, peace and renunciation of violence and interaction with others in such a way as to serve humanity and achieve the progress of nations and peoples, as well as on confronting Western and Zionist campaigns which seek to undermine Islamic values  and to disfigure the true image of Islam ”— You are the best of the nations raised up for (the benefit of) men; you enjoin what is right and forbid the wrong”— Also  declares that the religious minorities in the Islamic world are an integral part of its society and states, and emphasizes that they must enjoy all their rights and carry out all their duties, and that these minorities must be provided with all the necessary protection and guarantees in their respective states; and Calls on the Western States to refrain from playing on the sensitive strings of sectarianism and factionalism in order to cause division among the constituent parts of peoples, or incite to sedition.
7.    Stresses also the need to respect the rights of the Turkish Muslim Community in Bulgaria and the return of the properties of Muslim endowments which were confiscated in past eras; calls on Muslims in Bulgaria to unify their efforts and enhance the status of the Office of the Grand Mufti in order to serve the interests of Muslims there.
8.    Reiterates its calls on the PUIC General Secretariat to maintain contacts with Muslim communities in Africa in order to identify their difficulties and gain information on their conditions, and promote relations between the States with Muslim communities and States of PUIC Member Parliaments.
9.    Calls for the establishment of a thorough dialogue between the People’s Republic of China and the PUIC Secretariat and the States of the PUIC Member Parliaments, while pursuing meetings and contacts at all levels for the exchange of views on issues of common interest and the deepening of relations between the Islamic world and the People’s Republic of China.
10.    Calls for promoting contacts with Muslim communities in Africa in implementation of previous Ministerial resolutions on conducting field visits to Central Africa, Angola, South Africa, Namibia, Malawi, Tanzania, Ethiopia, Kenya, Rwanda, Liberia and Madagascar, in order to be familiar with the conditions of Muslims in those non-OIC Members; calls for continuation of holding symposia and conferences in countries with Muslim Minorities with a view to identifying their problems and causes as well as enhancing and developing relations between the parliaments of states with Muslim communities and the PUIC.
11.    Follows with deep concern the plight of Muslims in the Central African Republic who have been exposed to murder, dispersion and destruction of properties; calls on the UN Human Rights Council and the relevant institutions to act urgently in coordination with the African Union and authorities in Central African Republic for fact-finding in the Central African Republic, and demand their respective governments to prosecute those responsible for the tragic events.
12.    Expresses deep concern over the growing activities of extremist groups against Muslims in India seeking to establish a Hindu Temple on the rubbles of the historical Babri Masjid, knowing that those responsible for the destruction of this ancient mosque have not been identified yet.
13.    Reiterates its support for continuation of the process of peaceful dialogue between the Government of Thailand and representatives of the Muslim communities in the south of the country, including the National Revolutionary Front, and calls for involving all the groups that represent Muslims in Southern Thailand in this dialogue.
14.    Calls for the continuation of monitoring the status of Muslim communities and minorities and for collecting further information about the challenges and difficulties facing them, politically, socially and economically, with a view to providing the required assistance to them.


 RESOLUTION No.26-PFR/13-CONF
ON
THE TURKISH MUSLIM MINORITY IN WESTERN THRACE AND
THE MUSLIM POPULATION OF THE DODECANESE

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Aware that the Muslims living in Greece are an integral part of the Muslim world;
Recalling the principles and objectives of the OIC Charter, the Resolutions adopted by the Islamic Summit Conferences, Islamic Conferences of Foreign Ministers, the Council and the Conference of the Parliamentary Union of the OIC (Cooperation) Member States and all international conferences as well as declarations and conventions calling for observance of human rights, namely political, social, cultural and economic rights and freedom of worship, and most particularly the Lausanne Peace Treaty which defines and guarantees the Turkish Muslim Minority in Western Thrace such as to use their Turkish language, to practice their religious rites and to elect freely their representatives in all areas;
Recalling that the Muslim Turks living in the Dodecanese, in line with the “Istanbul Declaration” adopted at the 10th Session of the PUIC Conference held in Istanbul, Turkey, on 21-22 January, 2015, should be treated as a minority and that the fact that those islands were not part of Greece when the Lausanne Peace Treaty was signed should not be a reason to deprive the Turkish population on the islands of their minority rights within the same legal space;
Recalling also the treatment of the Republic of Turkey of the Greek minority in Turkey and requesting Greece to treat the Muslims in Greece in the same manner;
Further recalling the UN General Assembly Declaration on Elimination of All Forms of Intolerance and Discrimination Based on Religion or Belief;
1.    Urges once again Greece to take all measures to respect the basic rights and freedom as well as identity of the Turkish Muslim Minority in Western Thrace emanating from the bilateral and international agreements;
2.    Commends resolutions No. 10 adopted by the 5th PUIC Conference in Cairo on 30 and 31 January 2008, No. 16 adopted by the Sixth PUIC Conference in Kampala on 30 and 31 January 2010 which request Greece to recognize the elected Muftis of Xanthi and Komotini as the official Muftis;
3.    Calls once again on Greece to take the necessary steps for the election of the administrative boards of the waqfs by the Turkish Muslim Minority with a view to ensuring their self-governance; to enable the elected Muftis to supervise the properties of the waqfs and to put an end to the expropriation of the waqfs’ properties and imposition of excessive taxes on them;
4.    Urges once again Greece to reinstate the citizenship rights of tens of thousands of Turkish Minority members who were stripped of their citizenship under the now-repealed Article 19 of the Greek Citizenship Law No: 3370/1955;
5.    Regrets once again the ban imposed by Greece on the activities of the Turkish Muslim Minority’s non-governmental organizations on the grounds that their titles bear the word “Turkish” and  urges Greece to implement the three verdicts issued by the European Court of Human Rights (ECHR) concerning the non-governmental organizations (NGOs) of the Turkish Muslim Minority, which lifted the discriminatory ban that had been imposed by the Greek Supreme Court on NGO activities under the pretext of containing in their names the words “Turkish/Minority”.  
6.    Regrets Greece’s practice regarding the appointment of 240 imams/religious instructors, despite reaction from the Turkish Muslim Minority and urges Greece once again to abolish the related legislation.
7.    Calls on Greece to take the necessary and urgent steps to address the Turkish Muslim community’s educational problems which are directly linked to the socio-economic development of their region and also to ensure that same treatment is made for the Muslim Turks living in Dodecanese;
8.    Deplores that the mosques and Muslim cemeteries are either subjected to repeated acts of vandalism or left to time’s mercy; and with reference to the Final Communique adopted by the 11th Session of the PUIC Conference held in Baghdad, Iraq, on 24-25 January 2016, calls on Greece once again to take the necessary measures to protect the places of worship and cemeteries; and to ensure that religious monuments and cemeteries are adequately protected so that their further deterioration as in the case of Murat Reis Complex in Rhodes is averted;
9.    Calls on Greece to introduce the necessary amendments in its laws regarding these areas in close consultation with the Muslim community representatives.


 RESOLUTION NO. 27-PFR/13-CONF
ON
SITUATION OF THE ROHINGYA MUSLIMS IN MYANMAR

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Guided by the principles and objectives of the Charter of the Organization of Islamic Cooperation (OIC), and pursuant to relevant resolutions on Muslim communities and minorities calling for assistance to Muslim communities and minorities in non-OIC Member States to preserve their dignity and cultural and religious identity;
Recalling Resolution No. 3/4-EX (IS) adopted by the 4th Extraordinary Islamic Summit Conference held on 14-15 August 2012 in Makkah Al-Mukarramah on the Rohingya Muslim Community in Myanmar and previous ministerial resolutions in this regard;  
Referring to the Resolution No. 68/242 on the Situation of Human Rights in Myanmar adopted on 19 November 2013 and the Report of the Special Rapporteur on the Situation of Human Rights in Myanmar, Yanghee Lee, issued on 17 October 2014;
Expressing concern over the current situation in Rakhine (Arakan) State, where for almost three years, more than 140,000 Muslim Rohingya and Kaman people are being forced to live in camps under inhumane conditions, and more than a million Rohingya and Kaman  Muslims in Rakhine State are subjected to grave discrimination, abuses and human rights violations, which caused mass migration to neighboring countries through perilous routes resulting in changes in the ethnic structure of Rakhine State as well as loss of human lives ;  
Expressing concern over the fact that the Muslim community elsewhere in Myanmar is subjected to certain restrictions and discrimination as well as sporadic acts of violence;  
Noting also that this situation in Rakhine State highlights the long-standing and systematic discriminations against the Rohingya Muslim Community, who are not recognized by the State and remain stateless;
Expressing dismay that hate speech and derogatory language is allowed to be used against the Rohingya and Muslim community in Myanmar;
Appreciating the high-level visits from Member countries including the Minister of Foreign Affairs of the Republic of Turkey H.E. Ahmet Davuto?lu on 8-10 August 2012 (other countries) as well as the OIC Secretary General’s visit to Myanmar on 14-15 November along with the members of the OIC Rohingya Contact Group including Foreign Ministers of the Republic of Turkey and the Republic of Djibouti;
Appreciating also the humanitarian activities carried out by the aid agencies of Turkey, (other countries);
Taking into consideration that the plight of the Rohingya Muslims in Myanmar cannot be tackled from a purely humanitarian perspective, and should be dealt within the framework of long-term solutions based on their inalienable rights as citizens;
1.    Condemns the continued situation in Rakhine State, which constitutes a grave and blatant violation of international law and international human rights covenants;
2.    Calls on the International community to continue working with the government of Myanmar in order to protect the Muslim minority in its territory.
3.    Expresses concern over the continuing acts of violence against the Rohingya Muslims, such as murder, rape, evacuation and forcible repatriation of the population, repressive detention, arrest and torture, which constitute blatant violence of the International Humanitarian Law.
4.    Expresses concern over the difficulties facing the operations of non-governmental organization and the UN agencies, including threats, terrorizing and attack on the staff of these organizations.   
5.    Calls on States of PUIC Member Parliaments to continue their efforts in conjunction with those of the international community and the United Nations to ensure the return of all Myanmar refugees displaced from their homes in Rakhine State;  
6.    Encourages the continuation of the ongoing process of democratization and reform in the Republic of the Union of Myanmar and calls upon the Myanmar authorities to adopt an inclusive transparent policy towards ethnic and religious components of Myanmar people, including Muslims and especially the Rohingya Muslims, as an integral part of this process;
7.    Commends the convening of a conference titled “Towards Humanitarian civilized dialogue for Myanmar” in Cairo on 3/1/2017, in implementation of a previous recommendation made by the Council of Muslim Wiseman  which is headed by His Eminence the Sheikh of Al Azhar, and calls for the implementation of the recommendation of this conference aimed at stopping the aggression and extend assistance to all the people of Myanmar and introduce radical solutions for combating extremism and violence against the Rohingya Muslims.  
8.    Calls for continuing contacts with the government of Myanmar, and opening dialogue between the two parties in order to address the challenges which confront Myanmar, especially as concerning the rights of minorities.
9.    Urges the Myanmar authorities to take all necessary measures to restore stability; to launch a comprehensive reconciliation process concerning all segments of the Rohingya community including those who lost their citizenship, all internally displaced persons and those who took refuge outside Myanmar;
10.    Urges the Myanmar Government to step up its efforts to promote tolerance and peaceful coexistence in all sectors of society by, inter alia, facilitating interfaith and intercommunity dialogue and understanding and supporting community leaders in this direction;
11.    Calls upon the authorities in Myanmar to protect the human rights and fundamental freedoms of all inhabitants of Rakhine State regardless of legal status, including full and immediate access to humanitarian assistance without discrimination, unhindered access for humanitarian agencies across Rakhine State;
12.    Calls upon the Myanmar Government to allow freedom of movement and to ensure equal access to services, particularly health and education, the right to marry, and birth registration for the Muslim Rohingya population;  
13.    Calls on the Myanmar Government to restore citizenship for the Rohingya Muslims,  who were denied citizenship according to Citizenship Law of 1982, based on the right of self-identification and to abide by its obligations under international law and human rights covenants and to take all necessary measures to stop immediately the displacement of and discriminating practices against Rohingya Muslims and to ensure the safe and voluntary return of internally displaced persons to their communities of origin;
14.    Further calls upon the Myanmar Government to address the root causes of the violence and discrimination against the Muslim community in Myanmar and to undertake full, transparent and independent investigations into all reports of human rights violations to ensure accountability.
15.    Urges the UN Security Council to conduct an investigation and fact finding about the killing, violation of rights and freedoms and deportation of the Muslim minority in Myanmar as well as moving a criminal case in the international criminal court. This is to ensure the non-repetition of such practices against this minority while providing for the return of refugees to their homelands.
16.    Requests the Government of Myanmar to allow the return of the Muslim Rohingya refugees who are living in the territory of Bangladesh to their homeland as soon as possible.
17.    Urges the Myanmar authorities to provide economic opportunities for the history-long deprived Rohingya in order to achieve balanced socio-economic development in the State of Rakhine and defuse tension between the communities.
18.    Mandates the General Secretariat to follow up the dispatch of a PUIC delegation to Bangladesh to visit Rohingya refugee camps to take stock of their conditions and consider the possibility of extending humanitarian aid to them.


 RESOLUTION NO. 28-PFR/13-CONF
ON
QUESTION OF MUSLIMS IN SOUTHERN PHILIPPINES

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Bearing in mind the OIC resolutions and the recommendations of the OIC Peace Committee in Southern Philippines (PCSP) and the question of Muslims there;
Reaffirming all previous OIC Summit and Ministerial Conferences resolutions adopted concerning the question of Muslims in Southern Philippines;
1.    Renews its support for the establishment of a just and lasting peace and sustainable development in Bangsamoro and calls for the full implementation of the provisions of the 1996 Final Peace Agreement and the 1976 Tripoli Agreement both signed between the Government of the Philippines (GPH) and the Moro National Liberation Front (MNLF).
2.    Welcomes the conclusion of the Framework Agreement (FAB) and the Comprehensive Peace Agreement (CAB) between the GPH and the Moro Islamic Liberation Front (MILF) signed on 15 October 2012 and 27 March 2014 respectively and expresses the hope that they shall be implemented in good faith, taking into consideration also the 1976 Tripoli Agreement and the 1996 Final Peace Agreement.
3.    Welcomes also the submission of the Bangsamoro Basic Law (BBL) to the Congress of the Philippines and calls for the constructive engagement of the members of the Congress in the deliberations of the BBL for its timely enactment.
4.    Expresses its support for and hope about the promulgation of a non-defective Basic Law for Bangsamoro under the current administration. Welcomes the decision of the GPH on beginning to implement the Law on establishing the Bangsamoro self-rule region without linking it with the process of changing the constitution.
5.    Welcomes the GPH initiative to find a suitable solution to the problem of absence of a constitution for the country which faced the peace agreements over the past forty years.
6.    Welcomes the work of the Independent Decommissioning Body (IDB) that will oversee the process of decommissioning of the MILF and supports the activities of Ambassador Haydar Berk who has been elected Chairman of the IDB by the Peace Panels to coordinate these activities to achieve this end.
7.    Appeals to the GPH to see to the early resolution of the reported environmental problems resulting from the failure on the part of power and electricity plant in Lake Lanao and its surroundings to observe environmental standards, which resulted in serious and adverse environmental effects with damaging fallouts on local population’s health as well as economic and social conditions.
8.    Welcomes also the finalization of the Bangsamoro Development Plan which constitutes a road map for the sustainable development of the Bangsamoro and urges OIC Member States, as well as Islamic charitable organizations in Member States to increase their medical, humanitarian, economic, financial, technical and educational assistance for the development of the Bangsamoro region with a view to accelerating the pace of sustainable socio-economic development.
9.    Calls upon the Government of the Philippines to takes urgent measures to address the environmental problems announced resulting from non-compliance by the nine environmental standards in Lake Lanao and its environs, which had serious environmental consequences and harmful effects on the health and socio-economic conditions of the population.


 RESOLUTION NO. 29-PFR/13-CONF
ON
MUSLIM MINORITY OF CENTRAL AFRICAN REPUBLIC

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Guided by the principles and objectives of Charter of the Organization of Islamic Cooperation; and taking into account the resolutions relevant to Muslim communities and minorities calling for helping Muslim communities and minorities in non-OIC Member States maintain their cultural and religious identity;
Guided by the PUIC Statute and UN Charter and the International Declaration of Human Rights and both the two international Covenants on Human Rights and other relevant Human Rights instruments;
Emphasizing the need to respect human rights and the principles of international humanitarian law and its internationally-accepted rules;
Condemning the continuation of violence acts and their contradiction with the principles of international law, and their possible detrimental effects on regional and international peace, stability and security;
Appreciating the efforts of the Organization of Islamic Cooperation (OIC) in the enhancement of human rights;
Welcoming the visit paid by His Holiness the Pope recently to the Central African Republic, as well as the positive atmosphere resulting from the visit in support of peaceful coexistence between the various communities:
1.    Condemns in the strongest terms the killings, displacement and destruction of properties which the UN Secretary General has stated and considered events in Central Africa as amounting to ethnic-religious cleansing.
2.    Strongly condemns the shedding of the blood of thousands of innocent citizens because of belonging to Islam; Calls on the transitional authorities in Bangue to honor their obligations towards the displaced and refugees who have been forced to leave their homes as a result of acts of violence, and to ensure their return without being exposed to violence perpetrated by Ante Balaka Militias and the supporters of the deposed President Francois Boseze.
3.    Urges all Member and non-Member States and local and international Non-Governmental Organizations to provide the necessary humanitarian aid to the Muslim minority in the Central African Republic and to help them overcome the serious humanitarian crisis, and ensure unhindered, timely, safe and complete arrival of the humanitarian aids to the needy, also urges all to extend support to the refugees from Central Africa, especially those living in camps in Chad.
4.    Urges the Government of Central African Republic to urgently exert efforts to end the suffering of various ethnic and religious communities and eliminate all forms of discrimination, human rights violations, violence, displacement and economic deprivation.
5.    Calls on the Government of the Central African Republic to multiply its efforts to promote tolerance and peaceful coexistence between all segments of society by various means, including encouragement of dialogue and understanding between religions and providing support to the leaders of local communities.
6.    Calls on the international community to continue its support to the Government of the Central African Republic in the fulfillment of its international duties and obligations in the field of human rights, and in the implementation of the process of democratic transformation and the achievement of socio-economic development.
7.    Urges the Security Council to investigate into the cases of killing and violation of the rights of the Muslim minority in this state while moving a criminal case against it in the international criminal court to ensure non-repetition of such practices against Muslim minorities in non-Muslim states.
8.    Welcomes the initiative of establishing OIC humanitarian funds to organize the Ramadan humanitarian campaign in Qatar in 2016 to assist the needy in the Central African Republic whose numbers keep growing in the country as well as in neighboring countries, and whose suffering worsens due to this long-standing conflict.

THE SITUATION OF MUSLIM TATARS IN THE CRIMEA

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling Resolution No. 30-PFR/12-CONF on the Situation of Muslim Tatars in the Crimea, adopted during 12th Session of the PUIC,
Expressing deep concern about the human rights violations of the Crimean Muslim Tatars, following the illegal annexation of Crimea by the Russian Federation on 18 March 2014,
Stressing the need to appropriately address the status, security and safety of Crimean Tatars, and full enjoyment of their religious, cultural, educational and property rights,
Underscoring the vital importance of ensuring the safety and security of Muslim Tatars,
1.    Urges all member governments to continue to pay due attention to the minority rights and to follow closely the situation in Crimea, in particular of the Muslim Crimean Tatar people, who are subjected to increasing suppression, intimidation and threats,
2.    Calls on all member states to support immediate access of international human rights bodies and organizations to the peninsula,
3.    Remains seized of the matter until the 14th Conference of the PUIC.


 RESOLUTION NO.31-PFR/13-CONF
On
AGGRESSION OF THE REPUBLIC OF ARMENIA
AGAINST THE REPUBLIC OF AZERBAIJAN

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Proceeding from the principles and objectives of the PUIC Statute and the Charter of the Organization of the Islamic Conference;
Deeply concerned over the aggression by the Republic of Armenia against the Republic of Azerbaijan which has resulted in the occupation of about 20 percent of the territories of Azerbaijan;
Expressing its profound concern over continued occupation of significant part of the territories of Azerbaijan and actions taken with a view of changing unilaterally the physical, demographic, economic, social and cultural character, as well as the institutional structure and status of those territories;
Deeply distressed over the plight of more than one million Azerbaijani displaced persons and refugees resulting from the Armenian aggression and over magnitude and severity of these humanitarian problems;
Expressing its grave concern also over the destruction, plunder and appropriation of the public and private property in the occupied territories of Azerbaijan, as well as illegal exploitation of the natural resources in those territories, illicit trade in such resources and the products derived from them;
Expressing concern over the loss, destruction, removal, theft, pillage, illicit movement or misappropriation of cultural property in the occupied territories of Azerbaijan and acts of vandalism or damage directed against such heritage;
Reaffirming all previous relevant resolutions and, in particular, the Resolution No. 10/11-P(IS), adopted by the Eleventh Session of the Islamic Summit Conference held in Dakar, Republic of Senegal, from 6-7 Rabiul Awwal, 1429H (13-14 March 2008) and the Resolution No.11/5-CONF, adopted by the Fifth Session of the Conference of the Parliamentary Union of the OIC Member states (PUIC), held in Cairo, Arab Republic of Egypt, on 22-23 Muharram 1429H, (30-31 January 2008);
Urging strict adherence to the Charter of the UN and full implementation of the relevant Security Council resolutions;
Welcoming all diplomatic and other efforts for the settlement of the conflict between Armenia and Azerbaijan;
Reaffirming commitment by all the States of PUIC Member Parliaments to respect the sovereignty, territorial integrity and political independence of the Republic of Azerbaijan;
Noting the destructive influence of the policy of aggression of the Republic of Armenia on the peace process within the OSCE framework;
1.    Strongly condemns the aggression of the Republic of Armenia against the Republic of Azerbaijan.
2.    Considers the actions perpetrated against civilian Azerbaijani population in the occupied Azerbaijani territories as crimes against humanity and underscores in this regard that the perpetrators of such crimes must be held accountable;
3.    Strongly condemns any looting and destruction of the archeological, cultural and religious monuments in the occupied territories of Azerbaijan.
4.    Strongly demands the strict implementation of the United Nations Security Council resolutions 822, 853, 874 and 884 as well as the United Nations General Assembly Resolution A/RES/62/243, and the immediate, unconditional and complete withdrawal of Armenian forces from all occupied Azerbaijani territories including the Nagorno-Karabakh region and strongly urges Armenia to respect the sovereignty and territorial integrity of the Republic of Azerbaijan.
5.    Expresses its concern that Armenia has not yet implemented demands contained in the above-stated UN Security Council resolutions.
6.    Urges all States of PUIC Member Parliaments to refrain from providing any supplies of arms and military equipment to Armenia, in order to deprive the aggressor of any opportunity to escalate the conflict and to continue the occupation of the Azerbaijani territories. The territories of the States of the PUIC Member Parliaments should not be used for transit of such supplies.
7.    Calls upon States of PUIC Member Parliaments, as well as other members of the international community, to use such effective political and economic measures as required in order to put an end to Armenian aggression and occupation of the Azerbaijani territories. Inter alia, refraining from economic activities in the territory of the Republic of Armenia, from investing to economic, industrial, and other areas in the Republic of Armenia and limiting overall cooperation with Republic of Armenia.
8.    Requests the States of PUIC Member Parliaments to encourage their nationals and legal entities not to be engaged in economic, touristic and other activities in the Nagorno-Karabakh region and other occupied territories of Azerbaijan.
9.    Stresses that fait accompli may not serve as a basis for a settlement, and that neither the current situation within the occupied areas of the Republic of Azerbaijan, nor any actions, including arranging voting process, undertaken there to consolidate the status quo, may be recognized as legally valid.
10.    Calls for a just and peaceful settlement of the conflict between Armenia and Azerbaijan on the basis of respect for the principles of territorial integrity of states and inviolability of internationally-recognized borders, also calls for enabling the Azerbaijani forcibly displaced persons and refugees to exercise their inalienable right to return to their homes in safety, honor and dignity without further delay;
11.    Expresses its full support for the three principles of the settlement of the armed conflict between Armenia and Azerbaijan contained in the statement of the OSCE Chairman-in-Office at the 1996 Lisbon OSCE Summit, namely the territorial integrity of the Republic of Armenia and the Republic of Azerbaijan, highest degree of self-rule of the Nagorno-Karabakh region within Azerbaijan and guaranteed security for this region and its whole population.
12.    Urges Armenia and all States of PUIC Member Parliaments of the OSCE Minsk Group to engage constructively in the ongoing OSCE peace process on the basis of the relevant resolutions of the UN Security Council and the relevant OSCE decisions and documents.
13.    Demands to cease and desist immediately the transfer of ethnic Armenian settlers into the occupied territories of Azerbaijan, which constitute a blatant violation of international humanitarian law and has a detrimental impact on the process of peaceful settlement of the conflict, and calls upon Member States to render its full support to the efforts of Azerbaijan undertaken to this end, including at the General Assembly of the United Nations, inter alia, through their respective Permanent Missions to the United Nations in New York.
14.    Welcomes the establishment of the Contact Group on the aggression of the Republic of Armenia against the Republic of Azerbaijan within the OIC following the decision of the 13th Islamic Summit, and encourages the PUIC Member Parliaments to support the work of the Contact Group.
15.    Reaffirms its total solidarity with and support for the efforts undertaken by the Government and people of Azerbaijan to defend their country, and call for enabling the Azerbaijan displaced persons and refugees to return to their homes in safety, honor and dignity.


 RESOLUTION NO. 32-PFR/13-CONF

COMMEMORATION IN THE MEMORY OF THE VICTIMS OF THE KHOJALY MASSACRE OF 1992

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Proceeding from the principles and objectives of the Parliamentary Union of the OIC Member States (PUIC) Statute and the Charter of the Organization of Islamic Cooperation (OIC);
Reaffirming all previous resolutions on the aggression of the Republic of Armenia against the Republic of Azerbaijan adopted by ordinary and extraordinary sessions of the Islamic Summit and the OIC Council of Foreign Ministers, as well as by the sessions of the Conference of the PUIC;
Reiterating the long-standing support by all the States of PUIC Member Parliaments to the territorial integrity, political independence and sovereignty of the Republic of Azerbaijan, and for the resolution of the conflict within the territorial integrity and internationally recognized borders of the Republic of Azerbaijan;
Recalling the United Nations Security Council resolutions 822 (1993), 853 (1993), 874 (1993) and 884 (1993), which condemn the seizure of the territories of the Republic of Azerbaijan,  reaffirm the support for the sovereignty and territorial integrity of the Republic of Azerbaijan, the inviolability of international borders and the inadmissibility of the use of force for the acquisition of territory, and demand the immediate, complete and unconditional withdrawal of the armed forces of the Republic of Armenia from the occupied territories of the Republic of Azerbaijan;
Expressing serious concern over the continuing aggression of the Republic of Armenia against the Republic of Azerbaijan and the unlawful occupation of its territories, in gross violation of the norms and principles of international law and the relevant resolutions of the United Nations Security Council and General Assembly, the OIC and other international organizations;
Expressing serious concern over the unlawful and provocative policies and practices of the Republic of Armenia in the occupied territories of the Republic of Azerbaijan, including actions taken with a view of changing unilaterally the physical, demographic, economic, social and cultural character, as well as the institutional structure and status of those territories;
Deeply concerned over the impunity for serious violations of international humanitarian law and international human rights law, including indiscriminate attacks, the killing of civilians, ethnic cleansing, the taking and holding of hostages, the mistreatment of prisoners of war and hostages, and the extensive destruction of inhabited areas and the public and private property, committed by the Republic of Armenia during the conflict, which has provided a fertile ground for further violations;
Emphasizing the need to ensure that all those responsible for serious violations of international humanitarian law and international human rights law committed during the aggression of the Republic of Armenia against the Republic of Azerbaijan are held to account through appropriate criminal justice mechanisms, as well as to ensure the provision of effective remedy and reparation to the victims of such violations, and stressing the importance of pursuing practical steps in that regard at the national and international levels;
Expressing confidence that ending impunity for serious violations of international humanitarian law and international human rights law committed during the aggression of the Republic of Armenia against the Republic of Azerbaijan ill contribute to ensuring justice, deterring further violations, protecting civilians and promoting peace;
Welcoming the resolutions and decisions adopted by a number of States and international organizations, which condemn the continuing unlawful military occupation of the territories of the Republic of Azerbaijan and serious violations of international humanitarian law and international human rights law amounting to crimes under international law committed by armed forces of the Republic of Armenia, such as war crimes, crimes against humanity and genocide;
1.    Strongly condemns the mass atrocities against the Azerbaijani civilians committed by the armed forces of the Republic of Armenia in the town of Khojaly, Republic of Azerbaijan, in February 1992, as the crime against humanity and genocide;
2.    Calls upon PUIC Member Parliaments to exert due efforts for recognition of the crimes perpetrated in the town of Khojaly and other occupied territories of the Republic of Azerbaijan during the conflict as war crimes, crimes against humanity and genocide at the national and international levels;
3.    Commends the “Justice for Khojaly” international civil awareness campaign initiated in the framework of the “OIC Memorial Day Program” and aimed at disseminating of historical truth on the massacre of the Azerbaijanis   committed by the armed forces of the Republic of Armenia in the town of Khojaly in February 1992;
4.    Calls on all the States of PUIC Member Parliaments to continue supporting the campaign and actively participate in its activities.


 RESOLUTION NO. 33-PFR/13-CONF
ON
FIGHT AGAINST INTOLERANCE, ISLAMOPHOBIA AND XENOPHOBIA

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Recalling the UN General Assembly Resolutions 66/3, 66/154, 66/167 and 66/208, which stress the importance of cultural diversity and address the necessity for combatting intolerance, negative stereotyping, stigmatization and discrimination,
Recalling its resolution 21-PFR/8 on the fight against Intolerance, Islamophobia and Xenophobia adopted on 22 January 2013,
Welcoming the UN General Assembly Resolution 66/161 of 18 December 2014, which contributes to universal combat against racism, xenophobia and intolerance,
Deeply concerned those incidents of religious intolerance and negative stereotyping of individuals on the basis of religion or belief continue to increase around the world,
Expressing regrets that between the years 2000-2014, almost 500 acts of Islamophobic aggression of various forms have taken place in Western Europe alone,
Observing that prejudices and misunderstandings amongst different cultures continue to constitute principal causes of conflicts,
Bearing in mind that successful fight against all forms and manifestations of discrimination and intolerance requires concerted efforts of the international community as a whole,
Emphasizing that inter-cultural and inter-faith dialogue are important for promotion of tolerance,
Underlining that the role of human rights, fundamental freedoms and democratic institutions are crucial in creating an environment conducive for inter-cultural and inter-religious understanding,
Urging states to take effective measure to address and combat Islamophobia as well as Xenophobia,
1.    Emphasizes that there is a well-established international legal acquis which states that the right to freedom of expression must be used with responsibility and a measure of self-restraint.
2.    Calls upon the international community to exert more effort for promoting an effective intercultural and inter-religious dialogue.
3.    Affirms the strong determination of States of PUIC Member Parliaments to continue their effective cooperation and close consultations to combat Islamophobia, defamation of all divine religions, and incitement to hatred, hostility and discrimination against Muslims;
4.    Emphasizes the responsibility of Parliamentarians to condemn publically xenophobia, intolerance and discrimination.
5.    Encourages States of PUIC Member Parliaments to raise awareness especially among young people about the risk of intolerance, Xenophobia and Islamophobia.
6.    Expresses its deep concern at the instances of intolerance, discrimination and acts of violence against Islam and Muslims in many parts of the world, in addition to negative projection and stereotyping of Islam and Muslims in the international media through associating them with violence, terrorism and human rights violations;
7.    Calls on the UN to adopt an international legal instrument criminalizing the vilification of divine religions and insulting Messengers and Prophets. Recommends to the OIC Member States to continue their efforts with the United Nations to achieve this aim.
8.    Stresses the necessity of proscribing misuse of the freedoms of expression and the press to vilify Islam and other divine religions.
9.    Calls on all states to prevent incitement to religions discriminations hostility, violence and vilification of Islam, by enactment of administrative and legal measures that proscribe such insult and render it punishable by law.
10.    Calls also for implementing the strategy on combating Islamophobia adopted by the 11th Islamic Summit.
11.    Welcomes UN General Assembly Res. No. 161/66 of 18 December 2014, which contributed to the international fight against racism, xenophobia and intolerance.
12.    Condemns in the strongest terms the latest incidents and attempts to denigrate the sanctity of the Holy Prophet of Islam and Islamic Symbols under the garb of freedom of speech, which is inconsistent with the spirit of articles 19 & 20 of ICCPR.
13.    Stresses the responsibility of parliamentarians in publicly condemning xenophobia, bigotry and discrimination, form wherever they come.
14.    Notes the adoption by the UN Human Rights Council of Res. No. 18/16 on “Combating intolerance, negative stereotyping and stigmatization of, and discrimination, incitement to violence, and violence against persons based on religion or belief”, and supports the Istanbul process aimed at ensuring implementation of the afore-mentioned resolution which has so far proved its success in crystalizing a common understanding to combat intolerance on the basis of religion.
15.    Stresses that dialogue between religions and civilizations is important for enhancing the spirit of tolerance, while recalling the initiative of the Custodian of the Two Holy Mosques, King Abdullah Ibn Abdul Aziz, may Allah have mercy on him, concerning dialogue among the followers of religions and cultures by the establishment, in Vienna, of King Abdullah Bin Abdul Aziz International Center for Inter-religious and Inter-cultural Dialogue.
16.    Condemns in the strongest terms the racist comments occasionally made by the US President targeting colored peoples, and associating the Islamic religion with global terrorism; and note with deep concern that such a psychological state will fuel conflict and misunderstanding among peoples, religions and civilizations.  


 RESOLUTION NO. 34-PFR/13-CONF
ON
ENTRY VISA FACILITATION AMONG MUSLIM COUNTRIES

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, Islamic Republic of Iran 28 - 29 Rabi ul Thani 1439 corresponding to 16 - 17 January, 2018,
Believing in the verses of Holy Quran stating “O mankind, indeed We have created you from male and female and made you peoples and tribes that you may know one another. Indeed, the most noble of you in the sight of Allah is the most righteous of you. Indeed, Allah is Knowing and Acquainted.” (49/13);
Recalling the objectives of Ten-Year Programme of Action to Meet The Challenges Facing the Muslim Ummah In The 21st Century and the PUIC Resolution on Strengthening Islamic Unity adopted by the Fifth Conference held on 30-31 January 2008 in Cairo;
Emphasizing that visa facilitation among the Member States of the OIC is an important stage for strengthening solidarity in terms of economic and social relations and interaction, and eventually increasing people to people contacts among people in Muslim societies;
Reminding that increasing dialogue among people in OIC Member States will improve economic and cultural relations among these states;
Emphasizing that reforming visa policy will also promote academic activity and will improve the potential for education and dialogue especially among the youth of the States of PUIC member Parliaments;
1.    Calls on all States of PUIC Member Parliaments to facilitate and make their visa policies transparent for citizens of all States of PUIC Member Parliaments;
2.    Calls on States of PUIC Member Parliaments to streamline the documents required for a visa application, abolish time-consuming and degrading bureaucratic practices, adopt a sound policy for visa procedures and increase the number of consular offices and facilitate access thereto.
3.    Welcomes all agreements on visa facilitation among States of PUIC Member Parliaments.
4.    Calls on all States of PUIC Member Parliaments to consolidate their cooperation and solidarity ties in all fields.


 RESOLUTION NO. 35-PFR/13-CONF
ON
REVITALIZING THE WORK OF PUIC TO PAVE THE WAY FOR BETTER  ISLAMIC COOPERATION

The Conference of the Parliamentary Union of the OIC Member States, in its 13th Session, held in Tehran, the Islamic Republic of Iran on 28-29  Rabii ul Thani 1439 A.H., corresponding to 16-17 January 2018,
Reemphasizing PUIC’s objectives particularly with regard to promoting cooperation and coordination among the parliaments of OIC members.
Affirming the importance of solidarity and consensus in addressing grave challenges and attempts to impose cultural, political and economic domination, and of adopting appropriate recommendations and decisions on such issues.
Recalling all relevant PUIC’s resolutions inter-alia resolution no.4-PFR/9-CONF on Promoting Solidarity and Unity among Muslim States to Confront Increasing Challenges which Target the Capabilities of the Islamic Ummah; resolution No. 20-PFR/12-CONF on Conflict Resolution Mechanisms; as well as resolution no.4-EAE/12-CONF on Energising and Supporting Economic Instituions and Encouraging Investment in the Field of Development in the Islamic World.
Aware that pluralism is not only among different religions or ethnicities, but it should also be embraced within the same religion itself, while respecting doctrinal differences.
Underscoring the urgent need of the Islamic world to be committed to unity and solidarity to implement concerted action plans,  as their top priority according to priorities and in line with the SDGs Agenda and the OIC Program of Action 2025.
Reiterating the crucial roles of parliaments on a wide range of public areas through their legislative, budgetary, oversight as well as diplomatic functions.
1.    Urges the PUIC Member Parliaments to profoundly review PUIC’s objectives with a view to strengthening its pivotal role in uniting Muslim nations and helping them achieve development in line with the SDGs agenda and the OIC Program of Action 2025 for future generations.
2.    Urges the PUIC Executive Committee to invite representatives of States of PUIC Member Parliaments in the PUIC Executive Committee meetings to seek a common view on the urgent need to put action plan of uniting the Islamic world as the top priority in confronting the magnitude of unprecedented challenges.
3.    Alarms the PUIC Member Parliaments that continuous conflicts amongst States of PUIC Member Parliaments may escalate radicalism and undermine the noble principles and teachings of Islam as rahmatan lil ‘alamin.
