ON
ENCOURAGING THE TEACHING OF ARABIC LANGUAGE TO STUDENTS FROM NON-ARABIC SPEAKING ISLAMIC STATES.


The Conference of the Parliamentary Union of the OIC Member States, in its 8th   Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434H corresponding to 21-22 January, 2013,

Expresses its concern about the marginalization and loss of the Arabic language vis-à-vis foreign languages in Arab and Islamic States; calls for facilitating the teaching of Arabic language to non-Arabic speaking students, youth and the young in Islamic States, as Arabic is considered the language of the Holy Quran and one of the basic factors for the unity of the Muslim Ummah.

Praises the efforts of ISESCO in the field of propagating and teaching the Arabic language and its sciences to non-Arabic-Speaking people and invites the Member States to support the organization in this respect.

1.    Calls on the Arabic speaking Islamic States, particularly those which have financial potentials to support the youth in non- Arabic speaking Islamic countries, and to provide them with scholarships and appropriate educational programs that help the youth of poor Islamic Countries to learn the Arabic language as a means of understanding Islam and to finance these programs and scholarships through the legitimate resources, including Zakat funds.
2.    Calls for facilitating giving entry visas to students and young men (non-Arabic speaking Islamic countries) who are financially capable and wish to learn Arabic, in order to let them enter the Arabic speaking Islamic countries where they can find suitable Islamic education.
3.    Recommends to the Islamic organizations and bodies, the Islamic Solidarity Fund, and the Islamic Development Bank to support the plans and projects of the World Federation of International Arab Islamic Schools (WF-IAIS) in spreading Arabic language and Islamic culture and to extend every possible assistance for the implementation of such plans and projects.
4.    Recommends continued support for the organization of training courses for teachers of Arabic language and Islamic culture in Asia, Africa, Central Asia, the Caucasus and the Balkans.
5.    Recommends to the IDB and the ISF to contribute towards the printing of textbooks series, prepared by the WF-IAIS, for teaching Arabic to Non-Arabic speakers, the distribution of those books among Muslim learners, and the establishment of a WF-IAIS printing press at its headquarters, as well as other printing presses in central locations in Muslim countries in order to maximize their utilization in those countries and among Muslim communities.
6.    Recommends support for the Assistance Fund for International Arab-Islamic Schools and Educational Institutions members of WF-IAIS with a view to helping them promote Islamic education standards, in particular in non-Arabic speaking Islamic countries.

7.    Recommends support for the Examination Council of International Arab-Islamic Schools Project, set up by the WFIAIS in collaboration with the League of Islamic Universities and the Muslim World League, which aims to set the examinations of private Islamic schools under the supervision of well-known Islamic universities, and to activate this Council and establish its regional branches.

8.     Recommends support for the projects undertaken by the WFIAIS to set up the Arabic language center and forum of civilizations in London, the educational center in Cairo, and Turkish Arab University in Istanbul.

9.     Recommends support for the WFIAIS activities towards the establishment of an examination council in Uganda in collaboration with the Islamic University in Uganda as well as an examination

10.    Recommends also carrying out comprehensive survey of the schools which teach the Arabic language in Africa aimed at supporting and developing them so that they may perform their role in the teaching of Arabic language and the Holy Quran.  Recommends unifying curricula in the schools so that governments of these States may recognize them.

11.    Recommends further extending support to the educational programme relating to the teaching of Arabic speaking Islamic States through audio-visual media, especially public media.

ON
PROTECTION OF AL-AQSA MOSQUE AGAINST ISRAELI THREATS

The Conference of the Parliamentary Union of the OIC Member States, in its 8th   Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434H corresponding to 21-22 January, 2013,

Proceeding from the principles and objectives enshrined in the PUIC Statute and OIC Charter;

Pursuant to the relevant resolutions adopted by the various Islamic Conferences and meetings;

Referring to the resolutions of the U.N General Assembly and Security Council concerning the city of Al-Quds and the religious sacred sites therein;

Believing that the road to the protection of Al Aqsa Mosque passes through addressing the cultural, international disorder in generations of the Islamic Ummah

In view of the continuous Israeli threats to demolish the blessed Al-Aqsa mosque and build the so-called Solomon Temple in its place;

1.    Stresses that Al-Aqsa Mosque is exposed, now more than ever before, to real danger that threatens its very existence as a result of continuous excavations and demolition works carried out by the occupation authorities beneath the Mosque and in its ramparts.
2.    Strongly condemns all the measures and arrangements taken by the Israeli occupation authorities against the safety of the AL Aqsa Mosque and its environs.
3.    Stresses that the blessed Al-Aqsa Mosque is a place of worship for Muslims and that Jews have no right to enter into its precincts to perform their rituals.
4.    Affirms the necessity of consolidating Islamic efforts at the political and diplomatic levels for the protection of Al-Aqsa Mosque.
5.    Urges the Member Parliaments to request their respective governments to take speedy and effective action in order to prompt the United Nations and its specialized organs to shoulder their full responsibility for their developments taking place in Eastern Al-Quds.
6.    Urges also the Member Parliaments to request their governments to mobilize and direct their embassies and diplomatic missions abroad to create a world public opinion supportive of the cause of Al-Quds and to throw light on the dangers facing Al-Aqsa Mosque as well as Muslim and Christian holy sites in the City.
7.    Urges the governments of the Member Parliaments to take the necessary measures to consider Al-Quds as a spiritual capital and symbol of the Islamic Ummah.
8.    Urges Muslims and Christians in all parts of the World to work together to protect Al-Aqsa Mosque, as Israel’s attempts to demolish the Mosque constitutes a threat to places of worship for all religions.
9.    Requests the General Secretariat to coordinate with international  agencies and institutions and particularly with UNESCO in order to implement the initiative of UNESCO’s Director-General to renovate the Holy City; preserve the historic buildings of Al-Quds Al-Sharif and the ancient buildings surrounding Al-Quds Holy Sanctuary; close the tunnel; stop the excavation works especially on the south and west of the Holy Al-Aqsa Mosque; and preclude the implementation of any designs aimed at obliterating the Blessed Al-Aqsa Mosque.

ON
PROTECTION OF HOLY PLACES IN MSULIM STATES

The Conference of the Parliamentary Union of the OIC Member States, in its 8th   Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434H corresponding to 21-22 January, 2013,

Recalling the resolutions adopted by the Islamic Summit Conferences and other OIC conferences in particular the 11th ordinary and the 3rd Extraordinary Sessions of the Islamic Summit Conference, the 39th Session of Council of Foreign Ministers (CFM) the 7th session of the Islamic Conference of Culture Ministers (ICCM) and the 9th Session of COMIAC;

Recalling the objectives of PUIC and OIC which stress the need for coordinated efforts to safeguard the Islamic Holy Places and strengthen the struggle of Islamic peoples for the preservation of their dignity, independence and national rights;

Affirming those objectives and principles enshrined in the PUIC Statute and Charter of the OIC aimed at coordinating efforts to guard and preserve the Islamic heritage;

Also recalling the resolutions of the PUIC and OIC, on the unified stand against the desecration of Islamic Holy Places especially Resolution No.3/6-C(IS) of the 6th Session of the Islamic Summit Conference;

Recalling the Resolutions of the PUIC and the OIC on a unified stand on condemning of the violations of the sanctity of the sacred Muslim Places, namely:-

a-    The Babri Masjid in India and protection of the Islamic Holy places;
b-    The Charar-E-Sharif Islamic Complex in Kashmir and other Islamic shrines therein;
c-    The Islamic historical and cultural relics and shrines in the occupied Azerbaijan territories resulting from the aggression of the Republic of Armenia against the Republic of Azerbaijan;
d-    The Mosques, Churches, Holy Tombs, Hussainiat and Houses of Worship in Iraq.
e-    The Mosques and historical antiquities in Northern Mali, especially in Timbuktu.

Denouncing strongly the subversive activities against the sanctities and the places of worship in Muslim States,

Deploring strongly the criminal action which target mosques and churches,

1-    Stresses the necessity of coordinating efforts to protect holy places, mosques and Islamic and Christian places of worship;

2-    Appeals to the international community, and civil society organizations and governments of the PUIC, to exert their utmost efforts to take practical measures to protect religious places especially as they are edifices of Islamic civilization.

3-    Condemns suicidal bombings in mosques and holy places, as well as murdering worshippers in places of worship, and the killing of innocent religions people.

4-    Calls on governments of Islamic States to submit a draft international law, to be adopted by the United Nations, which prohibits in impinging or and vilifying sanctities, and religious symbols and parameters.

ON
COOPERATION WITH THE UNITED NATIONS


The Conference of the Parliamentary Union of the OIC Member States, in its 8th   Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434H corresponding to 21-22 January, 2013,

Recalling the directives of the Heads of State and Governments at the OIC Summit Conference in Lahore that Member States of the OIC should coordinate their positions at the U.N and other international Organizations;

Considering that such coordination of policy can be made more effective and organized if the Union obtains Observer status with the United Nations as well as if Member Parliaments make it a practice to hold periodic consultations in international forums on important political and economic matters;

  1.  Decides to seek Observer status for the Union (PUIC) with the United Nations and requests Member Parliaments to support the request of the Speaker of Indonesia for the inclusion of an item to this effect at the forthcoming Session of the U.N General Assembly.
  2.  Requests the Member Parliaments to urge their respective governments to direct their Permanent Mission to the UN to support the application and the Resolution of the PUIC General Secretariat at the UN General Assembly for observer status.
  3.  Authorizes the Secretary General to request the present President of the PUIC Conference to support the request of the Speaker of Indonesia, to the UN General Assembly for observer Status at the UN.
  4.  Also authorizes the Secretary General to request the participation of the Islamic Parliamentary Union of the OIC Member States (PUIC) in the relevant Conferences held under U.N auspices.
  5. Requests Member Parliaments of the PUIC to organize consultations at the U.N and other international organizations, as and when necessary on important political and economic matters.

ON
PUIC-OIC COOPERATION IN THE IMPLEMENTATION OF THE
TEN-YEAR PROGRAMME OF ACTION

The Conference of the Parliamentary Union of the OIC Member States, in its 8th   Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434H corresponding to 21-22 January, 2013,
         
Referring to the Resolutions of the Third Extraordinary Islamic Summit Conference, held in Makkah Al-Mukarammah, on 7 – 8 December 2005 concerning the adoption of the Ten-Year Programme of Action,

Recalling the Provisions of the Final Declaration of the 5th, 6th and 7th Sessions of the PUIC Conference, concerning the same subject;

Putting before its eyes the growing challenges which face the true image of Islam, and the common interests of the Islamic Ummah, in a world where the rate of interlinking, complexity and globalization is increasing, which necessitates strengthening future cooperation and coordination among OIC Member States;

Seeking to take steps to promote Islamic Solidarity, unify the word of Muslims as well as project the true image of Islam and its tolerant values and civilizational methodologies;

  1.      Welcomes this important cooperation and requests continuation of cooperation with the OIC in implementing the Ten-Year Programme of Action in the various fields.
  2.  Considers the OIC role in implementing such visions and objectives for the Islamic World a central role which necessitates strengthening and supporting the OIC in order to enable it to fulfill the hopes and aspirations of the Ummah in the Twenty-first century.
  3.  Urges Member States again to sign, ratify or accede to, as soon as possible, the various agreements concluded within the framework of the Organization of Islamic Cooperation.
  4.  Recommends to expedite finalizing PUIC-OIC talks imws at reaching a cooperation agreement in various fields.

ON
LEGAL FRAMEWORK FOR THE PROTECTION OF THE RIGHTS OF MIGRANT WORKERS AND THEIR FAMILIES ESPECIALLY OF WOMEN.


The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434H corresponding to 21-22 January, 2013,

Recalling the Cairo Declaration on Human Rights in Islam, the Resolution on Establishing Legal Framework for the Protection of the Rights of Migrant Workers adopted at the 7th   Session of the Conference of the Parliamentary Union of the OIC Member States in Palembang, Republic of Indonesia on 8 Rabi ul Awwal 1433 H corresponding to 31 January 2012;

Also recalling the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of the Child and the International Convention on the Elimination of All Forms of Racial Discrimination, as well as the Migration for Employment Convention (No. 97) and the Migrant Workers Convention (no. 143) and the Decent Work for Domestic Workers Convention of the International Labour Organization;

Further recalling all relevant resolutions of the United Nations General Assembly, including resolution 59/241 on international migration and development, resolution 66/128 on violence against women migrant workers, resolution 59/203 on respect for the right to universal freedom of travel and the vital importance of family reunification, and resolution 59/194 on protection of migrants;

Noting that the rising mobility of people is increased due to the rapid growth globalized economy and the lack of decent work opportunities at home;

Noting also nearly all countries are affected by international migration, either as origin, transit or destination countries;

Acknowledging the cultural and economic contributions made by migrants workers to destination countries and communities of origin, including toward the reduction of poverty and increase of national growth and development;

Recognizing the increasing participation of women in international migration movement;

Recognizing that international migrant workers, despite of their documented and undocumented status, are vulnerable to physical, sexual and verbal abuses. Migrant workers are likely to be the victim of exploitation, human trafficking, slavery which includes forcing women and children to work as sex trade, discrimination in terms of jobs, pay, and social safety net, and moreover they are subject to intimidation and violence in disregard to their basic rights by both employers and authorities.  
 
Stressing the obligation of all states to promote and protect basic human rights and fundamental freedom of migrant workers and their families regardless of their migratory status.

Stressing also the principles contained in the Universal Declaration of Human Rights are legally binding to all states without any exception.

Recognizing that international migrant workers demand a holistic and comprehensive policy approach based on the principle of basic human rights that in line with international treaties, international humanitarian law and any related agreements.

Reaffirming the protection of migrant workers and the promotion of their freedoms shall be done through cooperation which involves all states, either as origin, destination, or transit countries.

  1.  Invites the parliaments of PUIC member countries to reinvigorate and coordinate their efforts to address the issue of international migration and development in a more coherent way by integrating the national and international policy approach which in accordance with international laws and regulations;
  2.  Calls upon parliaments of PUIC member countries to urge their respective governments to ratify relevant international legal instruments, including the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families and relevant ILO Conventions regarding migrant workers and domestic workers, and provide supportive legal frameworks at their respective countries aimed to protect and promote the rights of all migrant workers and their families;
  3.  Encourage parliaments to discuss a comprehensive regulation at practical level in giving measure for any countries that violate the human rights and freedom of all migrant workers and their families;
  4.  Encourages parliaments to incorporate human rights, gender-sensitive and people-centered perspectives in legislations on international migration and on labour and employment, for the protection of migrant women from violence and discrimination, exploitation and abuse;
  5.  Also encourages the role of parliaments to provide necessary guidance for national law and policy to ensure protection of migrant workers and also comprehensive national approaches to improving social welfare and social inclusion and cohesion in the context of labor migration;
  6.  Reaffirms the need to adopt and implement the standards of ILO Declaration on Fundamental Principles and Rights at Work in area such as social security coverage, maternity protection, wages, occupational safety and health, and private recruitment agencies for all migrant workers and their families regardless their migratory status, ethnic, religion, and race;
  7.  Calls on governments of Islamic States to fully respect the political, economic and social rights of the migrant workers living in their countries, and also to respect the dignity of illegal migrants.
  8.  Encourages PUIC member countries to support bilateral, regional, interregional and international cooperation to address violence against women migrant workers, fully respecting international law, including international human rights law;
  9.  Reaffirms the need to reduce specific vulnerabilities faced by female migrants; promoting access to health care for migrant workers and their   families,   including   promoting   HIV/AIDS   prevention;   explicitly addressing discrimination and xenophobia against migrant workers and strengthen measures to combat trafficking in women and children;
  10. Calls upon the Secretariat of the PUIC to facilitate the convening of a workshop prior to the Ninth Session of the PUIC Conference to deliberate on concrete steps that can be taken by the parliaments of the PUIC member countries to establish legal framework for the protection of the rights of all migrant workers and their families, especially of women.

ON
SUPPORTING THE EFFORTS TO ESTABLISH SUSTAINABLE DIALOGUE BETWEEN MUSLIM AND WESTERN PARLIAMENTS IN ORDER TO ELIMINATE ALL FORMS OF INTOLERANCE, NEGATIVE STEREOTYPING, AND STIGMATIZATION OF, AND DISCRIMINATION, INCITEMENT TO VIOLENCE, AND VIOLENCE AGAINST PERSONS BASED ON RELIGION OR BELIEF

The Conference of the Parliamentary Union of the OIC Member States, in its 8th   Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434H corresponding to 21-22 January, 2013,

Recalling the IPU Resolution adopted at the 116th IPU Assembly on Ensuring Respect for and Peaceful Co-Existence Between All Religious Communities and Beliefs in a Globalized World;

Further recalling the Global Agenda for Dialogue among Civilizations and the Universal Declaration on Cultural Diversity of the United Nations Educational, Scientific and Cultural Organization (UNESCO), as well as the principles contained therein;

Welcoming the 2011 UN Human Rights Council resolution A/HRC/RES/16/18 on Combating intolerance, negative stereotyping and stigmatization of, and discrimination, incitement to violence, and violence against persons based on religion or belief;

Acknowledging that Islam encourages peaceful co-existence with all man kinds regardless of their religion, race, and ethnicity;

Being Conscious that today, sustainable dialogues at the intersection of the West and the Muslim world, at the international, national, and local level, are vital to reach mutual understanding between religious communities and to eliminate all forms of defamation of religions;

Highlighting the clear responsibility of PUIC Member Parliaments to address the global challenge in bridging cultural and religious differences between the West and the Muslim World in such ways that represent the true and peaceful Islamic way, through international cooperation among Parliamentarians;

Commending the imitative taken by the Gulf Cooperation Council to pay a visit by the Shoura, Representative, nationals and Ummah Parliaments of the Council to the European Parliament, headed  by H.E. Sheikh Dr. Abdullah bin Mohammad bin Ibrahim Al Sheikh, on 3 - 4 Zulqiddah, 1433 corresponding to 19-20 September, 2012, aimed at enhancing parliamentary relations and exchanging common experiences.

  1.  Calls upon PUIC Member Parliaments to take appropriate measures in preventing the incidents of intolerance, discrimination and violent practices against persons based on their religions or beliefs in many regions in the world as well as to the occurrences of vilification of religions particularly towards Islam;
  2.  Calls upon PUIC Member Parliaments to promote meaningful dialogue and foster peaceful interaction with Western Parliaments in such a way that creates appropriate social and political environment for tolerance and coexistence to flourish;
  3.  Calls upon PUIC Member Parliaments to build institution of trust within their borders, particularly with Western Parliaments in order to prevent any misperception of security threats and violence which can escalate into international dispute and conflict;
  4.  Requests PUIC Member Parliaments to encourage their respective government as well as other political stakeholders such as intellectuals and civil society to establish sustainable dialogue with Western countries;
  5.  Encourages PUIC Member States and Parliaments through establishing dialogues with Western Parliaments to continue promoting peaceful values of Islam along with the spirit of respect to other cultural and religious differences.
  6.  Stresses the necessity of projecting the real image of Islam which is based on the propagation of justice, peace, rejection of violence and interacting with others to serve humanity and achieve advancement of nations and peoples, as well as focusing on facing western campaigns against Islamic values through the establishment of dialogue between Islamic and Western Parliaments ;
  7.  Calls on all national parliaments to play an active role in the implementation of the Global Agenda on Dialogue among Civilizations as stated in UN resolution No.56/6 for the year 2001 in cooperation with other parliamentary organs;
  8.  Stresses the necessity of establishing of Focal group on dialogue between participating civilizations aimed at taking appropriate initiatives in coordination with their respective governments and the other bodies in order to develop the culture and spirit of dialogue, cooperation and mutual respect for consolidation of the basis of peaceful co-existence
  9.  Calls for PUIC Member Parliaments to take advantage of their membership in other international and regional parliamentary organizations to promote PUIC goals in establishing sustainable dialogue between Islamic and Western Parliaments.
  10. Commends the Parliaments which have established Focal units on dialogue among civilizations, and requests the PUIC General Secretariat to circulate the experiences of these focal units to all the Member Parliaments.

The Conference of the Parliamentary Union of the OIC Member States, in its 8th   Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434H corresponding to 21-22 January, 2013,

    Recalling the resolutions adopted by the OIC Islamic Summit Conferences, especially 11th Session of the Islamic Summit Conference, the 35th Session of the Council of Foreign Ministers, the 5th Session of the Islamic Conference of Culture Ministers and the 2nd Session of the Standing Committee on Information and Cultural Affairs (COMIAC); as well as the principles included in the Tehran Declaration adopted by the 8th Session of the Islamic Summit Conference in December 1997;

    Referring to the Ten-Year Program of Action of the OIC, and reiterating that the principle of dialogue among civilizations based on mutual respect, understanding and equality between nations is a sine-qua-non for international peace and security as well as for tolerance and peaceful coexistence;

    Stressing commitment to the International Declaration on Human Rights which prohibits incitement of hatred against religion.

    Commending the initiative of the Member States to support and strengthen dialogue among civilizations and cultures;

  1. Invites Muslims of different doctrines to unify and respect the other opinion.
  2. Commends the efforts of the Kingdom of Saudi Arabia aimed at activating these initiative through the establishment of a relevant mechanism, namely King Abdullah Bin Abdulaziz International Center for Interreligious and Intercultural Dialogue (KAICID), whose headquarters were established in Vienna, and calls on the Member States to actively contribute with ideas, suggestions, and recommendations of making the Center an effective institution for promoting interfaith and inter civilizational dialogue.Commends the efforts exerted by His Majesty King Abdullah II ibn Al Hussein of the Hashemite Kingdom of Jordan in initiating, at the UN General Assembly on September 23, 2010, The World Interfaith Harmony Week, which was observed in the first week of the month of February 2011 and 2012.
  3. Calls for coordination among Muslim States to establish centers and institutions for dialogue among cultures and civilizations.
  4. Calls on the OIC General Secretariat, UNESCO, the Islamic Educational, Scientific and Cultural Organization (ISESCO), and the Research Centre for Islamic History, Art and Culture  IRCICA) to continue to strengthen inter-cultural and inter civilizational dialogue through concrete and sustainable initiatives, conferences and symposia; and appeals to all Member States, the Islamic Development Bank (IDB), and the Islamic Solidarity Fund (ISF) to provide all possible moral and financial support for the success of these dialogues.
  5. Commends the active role Azerbaijan plays in promoting inter-cultural and intercivilizational dialogue between the Islamic world and the West, in this emphasizes the importance of the First Convention of the Global Youth Movement for the Alliance of Civilizations (GYMAoC) coorganized with the UN Alliance of Civilizations and Islamic Conference Youth Forum for the Dialogue and Cooperation (ICYF-DC) on 9-10 April 2011, in Baku.
  6. Calls also for constituting a PUIC Focal group as well as similar groups in Parliaments of Islamic States aimed at taking appropriate initiatives.
  7. Calls for continuing to engage in interactive dialogues in order to promote dialogue among cultures and civilizations through concrete and sustainable initiatives and symposia. Appeals to the governments of Member States, the Islamic Development Bank and the Islamic Solidarity Fund to extend every financial and moral support for the success of these dialogues.
  8. Calls on the Member Parliaments to urge their respective governments to have the United Nations adopt a resolution calling for ensuring total respect for all divine religions and the inadmissibility of utilizing freedom of expression to insult any religion, calls also for curbing the phenomenon of religious hatred between people
  9. Strongly condemns republication of caricature insulting to Prophet Mohammad (PBUH) deplores the backing of some European States for this heinous action, and demands cessation of these provocations
  10. Calls for preparation of a project through consultation with cultural organs of the OIC, scholars and elites from the different parts of the world to contribute to realization of an effective and constructive dialogue between the Islamic and Western civilizations, and projection of a realistic and positive image of the Islamic civilization. Calls on the member Parliaments to enact the necessary legislation in this respect. Calls also on the Islamic development bank and Islamic solidarity fund to support this project.
  11. Stresses the importance of establishing national Islamic television channels, broadcasting in foreign languages, to be directed to the West vision, in order to project the real image of Islam, and urges ISESCO to establish specialized channels in this respect.
  12. Calls on Non-Muslim states in which Muslims live to ensure and provide civil rights to these Muslims, including their right to just humane treatments and have access to halal food and drink in all places and on all occasions.
  13. Strongly condemns the growing tide of hatred of religions on the part of extremist elements in all religions, and in this respect strongly condemns the bombings which target mosques, churches, and places of worship. Calls on governments to be vigilant and cautious in securing religious facilities and not to expose them to danger.
  14. Expresses the need for adopting a common policy of first priority aimed at preventing the distortion of the image of Islam on the pretext of freedom of expression, particularly through the mass media and the internet.
