The Azerbaijani Parliament Briefs the PUIC Secretary General on the Latest Developments in the Peace Process

The Secretary General of the PUIC, H.E. Mr. Mouhamed Khouraichi Niass, received, on 12 October 2025, a message from H.E. Mr. Rafael Huseynov, Head of the Delegation of the National Assembly of the Republic of Azerbaijan to the PUIC, on the occasion of the fifth anniversary of the Patriotic War, which is commemorated on 27 September every year.

The letter noted that Armenia's aggressive policies since the 1990’s led to the occupation of 20% of Azerbaijan's lands, the displacement of one million people from their homeland, and the perpetration of horrific crimes against the Azerbaijani people, the most prominent of which was the Khojaly genocide. The letter also referred to Azerbaijan's victory in 2020 and its success in regaining its territories and ending the occupation, despite the grave violations committed by Armenia against the Azerbaijani people, which included bombing cities with missiles and prohibited munitions, thus causing the death of many civilians and the destruction of thousands of facilities.

The letter also highlighted the commitment of Azerbaijani forces to international humanitarian law and emphasized that the country is currently undergoing a large-scale reconstruction phase in the liberated areas, with the return of more than 50,000 displaced persons to their lands, in spite of the constant threat of landmines, which have killed and injured hundreds of people.

Furthermore, the letter underlined Azerbaijan's efforts to achieve lasting peace by presenting the five key principles for the normalization of relations with Armenia, which resulted in the conclusion of a peace treaty in Washington under the auspices of the US administration, thereby opening new prospects for regional stability and cooperation in the South Caucasus.
