Dakar Declaration

In the name of Allah, the Most Gracious, the Most Merciful

We, members of the Executive Committee of the Parliamentary Union of the OIC Member States (PUIC), convened at the 54th session in Dakar, Capital of the Republic of Senegal, on 1-2 September 2025 (8-9 Rabii al-Awwal 1447 AH), under the chairmanship of the Senegalese National Assembly :

  • Reaffirming our commitment to pursue the goals of the Parliamentary Union of the OIC Member States and adhere to the Charters of the Organization of Islamic Cooperation (OIC) and the United Nations;
  • Considering that the PUIC represents the collective voice of the Parliaments of Islamic States, and that it has proven its positive influence, especially at the level of the Inter-Parliamentary Union (IPU);
  • Aware of the magnitude of the challenges with which the Muslim world is currently confronted;
  • Mindful that the only way for us to overcome these challenges is through stronger solidarity, unity and cohesion, in accordance with the teachings of our noble Islamic religion;
  • Expressing our sincere thanks and gratitude to the people, government, and parliament of the Republic of Senegal for hosting the 54th meeting of the PUIC Executive Committee, and for all the efforts made to ensure the success of this event;

We hereby declare the following:

  1. Reaffirm that the Palestinian Cause is the central cause for the Islamic Ummah, being the cause of a people living under Israeli occupation for over 75 years and is the victim of injustices, in violation of international resolutions adopted by the UN demanding justice for the Palestinian people and the recognition of their right to self-determination through the establishment of their independent State with Al-Quds Al-Sharif as its capital;
  2. Condemn the mass murder suffered by the people of Gaza have been subjected for the past 19 months, in the name of war that has caused thousands of deaths and injuries at the hands of the criminal Israeli forces, and the destruction of the entire Gaza Strip;
  3. Demand an immediate ceasefire in Gaza, the withdrawal of the Israeli army, the opening of crossings, and the unimpeded entry of humanitarian aid; as well as the withdrawal of Israeli forces from the West Bank and an end to their aggression against Palestinian cities;
  4. Strongly condemn Israel's use of starvation, by preventing the entry of food and medical supplies, blocking the operations of relevant UN organizations, cutting off water and electricity, and closing hospitals, all in an attempt to impose forced displacement;
  5. Firmly reject Israel’s attempts to forcibly displace the Palestinians in the West Bank and Gaza from their land in order to liquidate the Palestinian Cause, which constitutes a serious violation of international law. In this regard, we support the Arab-Islamic Plan for Early Recovery and Reconstruction of Gaza;
  6. Strongly denounce the repeated incursions into Al-Aqsa Mosque by extremist Zionists and the prevention of worshippers from performing prayers there, as well as attempts to alter the civilizational features and Islamic character of the city of Al-Quds Al-Sharif.   Al-Quds remains a red line for all Muslims, being home to Al-Aqsa Mosque—the First Qiblah, the Third Holiest Site in Islam, and the destination of the Night Journey of our Prophet Muhammad (PBUH);
  7. While reaffirming our solidarity with the Islamic Republic of Iran, which hosts the headquarters of the PUIC, in the wake of the Israeli aggression it suffered on 13 June 2025, we extend our sincere condolences to its leaders and people for the martyrs sustained during this aggression.

Furthermore, strongly condemn all forms of aggression against the brotherly States of the Islamic Ummah, including the recent attacks against Lebanon, Yemen, and Syria. Such acts constitute a flagrant violation of the Charter of the United Nations and a serious threat to peace and security in the region and in the Islamic world.;

  1. Express our deep concern over the unrest in the Sahel region, which suffers from the proliferation of terrorist groups that threaten security and stability in the region, and hinder the development process in the Sahel countries through their grave terrorist acts. We, therefore, condemn these terrorist activities and call for support for the Sahel countries in combating them;
  2. Reaffirm that terrorism has no religion or race, and cannot be associated with any particular religion. It is a criminal practice condemned by the entire world. Combating terrorism requires solidarity, which involves providing support to the countries that are confronting this scourge, and striving to protect those not yet affected by it, through raising awareness among their youth and improving the living conditions of their populations.
  3. Urge the PUIC Member Parliaments to speed up the ratification process for international commitments aimed at protecting our planet, and to support their respective Heads of State and Government in implementing policies aimed at combating climate change.
