1.    The proceedings of the 2nd meeting of the Association of PUIC Secretaries General were opened with a recitation of verses from the Holy Quran.

2.    H.E. the  PUIC Secretary General Professor DR. MAHMUD EROL KILIC opened the meeting, which was attended by representatives of 19 member parliaments, with a speech in which he referred to the resolution adopted by the conference in its previous session upon which the General Secretariat, in coordination with the Council of Representatives of Iraq, prepared a Draft Rules of Procedure of the Association of the PUIC Secretaries General, and circulated them to all Member Parliaments for consideration and expression of views and submission of any proposals thereon. The General Secretariat has received information, proposals, and amendments from 7 august parliaments and circulated those proposals to the other member parliaments. It also circulated them as part of the documents of the 2nd meeting of the Secretaries General. He prayed for the success of the attendees in their deliberations.

3.    H.E. Mr. Modibu Sidibe, Secretary General of the National Assembly of the Republic of Mali, was selected President of the current session of the PUIC. Thereafter, the Draft Rules of Procedure document was discussed. The meeting reviewed the articles and items of the Rules and the participants offered their observations and amendments thereon.

4.    It was agreed that the General Secretariat will review the Draft Rules of Procedure in the light of the amendments and views which have been offered at the meeting as well as the written amendments which were received from the parliaments, and therefore prepared a Final Draft that shall be sent to the member parliaments within a maximum period of 2 months.

5.    In the light of what has been achieved, the participants in the consultative meeting of the Secretaries General proposed that the current session of the PUIC Conference shall declare the establishment of the Association of the PUIC Secretaries General.
