I am extremely happy as we meet once again on this good and pure land; land of generosity and glory; land of the Kingdom of Morocco which hosted our previous conference, and now, in response to a kind invitation, hosts the Extraordinary Meeting of the Executive Committee.

I offer ample thanks to the Kingdom of Morocco, under the leadership of His Majesty King Mohammed VI, may Allah preserve him and grant him prevalence, for the constant attention he pays to everything that bestows pre-eminence on Islam and Muslims.

I offer thanks to His Excellency Mr. Habib El Malki, Speaker of the House of Representatives of the Kingdom of Morocco, President of the 14th Session of the PUIC Conference, whose presidency shall constitute a distinctive mark in the history of the PUIC due to his utmost attention to the activities of our Union, as well as to his keenness on energizing the work of PUIC’s committees and organs, and developing work methodology in general.

Viewed in this context is his kind invitation to convene this Extraordinary Meeting of the Executive Committee which is mandated, inter alia, with monitoring the work and activities of the General Secretariat.

Ladies and Gentlemen,

In front of you is the agenda which contains three items aimed at energizing action and developing methodology in the PUIC. I am certain that your resolutions thereon shall enhance PUIC gains and boost its progress towards achievement of its objectives, in order to serve our Ummah.

The first proposal seeks whether to be satisfied with the adoption, by the Conference, of a single document i.e. The Conference Declaration. It may be noted that previous Conferences used to adopt three documents: Declaration, Final Communique and Resolutions. Shall we be satisfied with the Conference Declaration; or add the Final Communique; or leave the situation as before? The decision is yours. However, in order to enlighten you on the past PUIC action in this regard. A report has been prepared which shall be circulated to you stating the various stages of the adoption of these documents throughout PUIC history, as well as action in similar organization.

The second proposal comes within the framework of the wish to energize the work of the PUIC Committees by setting up a mechanism for holding their annual meetings all through the year in order to intensify consultation, lessen the pressure during the annual Conference, and for the good preparation for the meetings that relate to the Conference.

The third proposal involves the holding of symposia on the most important subjects facing the PUIC. This may be done by the participation of experts in order to enrich PUIC action, by making available documents, studies and recommendations which will have a positive impact on the resolutions of the Conference, and contribute to the good preparation for it. It is already suggested to hold symposia on combating terrorism and extremism, youth and unemployment, migration and refugees, unity and solidarity, and human rights.

Ladies and Gentlemen,

Among the basic objectives of the PUIC is to enhance gathering and dialogue between our assemblies and parliaments for the sake of maintaining concordance and brotherhood among our peoples, as Al mighty God says in the Holy Quran: “The Believers are but a single Brotherhood”. Also our Prophet Mohammad (Pbuh) says, “Believers, in their compassion and mercy, are like a single body; if one part is affected all the other parts respond by sleeplessness and fever.”

Regarding seditions and tensions that prevail in our Islamic area, it is incumbent on our Union, proceeding from the brotherhood of Muslims, to consolidate dialogue and consultations as a means of resolving problems, for the good of the Ummah.

Undoubtedly our Union has the capability to play an important role in unifying this Ummah and putting an end to discord and disunity among the Ummah’s peoples, at a time when we are passing through a critical phase of our history, and when other nations are amassing to devour us.

Our unity is threatened. The responsibility which we shoulder before God and in front of our peoples necessitates action before it is too late and before the unity of the Ummah is irreversibly broken up.

May Allah put us on the right path.
