RESOLUTION No. 1-EAE/8-CON
ON
IMPACT OF GLOBALIZATION ON THE DEVELOPING COUNTRIES ECONOMIES, ESPECIALLY, THE ISLAMIC COUNTRIES
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013
Refers to the provisions of the PUIC Statuette, and the OIC Charter, Recalls the resolution issued by the PUIC previous conferences, all resolutions issued by OIC Summits and OIC ministers of Foreign, particularly the OIC 10th Session, held in putrajaya, in Malaysia, on 20-21 Sha'ban 1424 AH,( corresponding to 16-17 October 2003), the 11th Session of the OIC Summit, held in Dakar – Republic of Senegal, on 5-6 Rabie Al Awal 1429 AH, ( corresponding to 13-14 March 2008), which stipulated studying the aspects of the challenges facing the Muslim Ummah in the 21st Century, and taking more scientific steps to face up to those challenges, confront to negative propaganda, and rectify the misunderstanding and provide the true image of Islam.
Recalling Resolution 2/38, issued by the OIC Foreign Ministers Council, in its 38th Session, held in Astana, Kazakhstan , on 26-28 Rajab 1432 (corresponding to 28-30 June 2011) regarding the aspects of challenges facing the Muslim Umma in the 21st century. Referring to the Third Extraordinary OIC Summit held in Makah during 5-6 Zul Qaida1426 Hijri (6-7 Dec. 2005)
1- Calls upon the member states of the Union to conduct further study on the impact of globalization on the developing and Islamic economies in particular, encourage experts and researchers especially in economic, educational and cultural fields to undertake specialized research on the impact of globalization and publish them in the Islamic communities with the help of concerned bodies.
2- Requests the widening of the civilization discourse as to reach the various factions of the Islamic nation and sensitizes them on their responsibilities in facing and resolving the challenges, and to empower the Ummah to play its envisaged role.
3- Expresses its thanks to the Islamic institutions which contributed to sensitizing the Muslim communities on the phenomenon of globalization, all the challenges facing the Muslim nation in the third millennium, urging for more work especially on the introduction of a methodology to address these challenges considered as renewable, requiring permanent flexibility and consciousness over the confrontation.

ON
TAKING COMMON ISLAMIC ACTIONS TO FACE THE EFFECTS OF THE GLOBAL FINANCIAL CRISIS
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013,
Bearing in mind that market turmoil and debt crises in the euro zone, the debate in the United States about sustainable debt levels, strong currency fluctuations, and the refuge into the gold have all contributed to the aggravation of global financial crisis and economic imbalances;
Recognizing many of the main causes of the crisis are linked to systemic failures and imbalances that have resulted in a malfunctioning global economy.
Reaffirming that, among other principles, respect for the sovereign equality of States, non-intervention and non- interference in their internal and foreign affairs, freedom of trade and commercial activities including international navigation, which all are enshrined in many international legal instruments, play an important role in improving the current situation,
Underlining that the current financial crisis is affecting negatively all countries, particularly developing countries, and is threatening the livelihoods, well-being and development opportunities of millions of people;
Expressing serious concern over the promulgation and application of discriminatory laws and regulations which their extraterritorial effects affect the global economy, the sovereignty of other states, in particular Islamic countries and legitimate economic and financial interests of entities or persons under their jurisdiction,
Recognizing that the ongoing financial crisis is connected to the multiple and interrelated global crises and challenges, such as increased food insecurity, unemployment, poverty, hunger, volatile energy and movements in exchange rates, volatility and falling prices for primary commodities, budget deficits, falling tax revenues as well as reduction of fiscal space;
Recognizing also that this ongoing financial crisis has reduced public confidence in financial institutions, and has negatively affected access to credit and trade financing as well as the lack of results so far in the multilateral trade negotiations and a loss of confidence in the international economics and massive reversal of private capital inflows, as well as negative effects on trade balances and balance of payments;
Underlining that this crisis has substantively reduced the State’s ability to maintain social safety nets and provide other social services, such as health and education;
Deeply concerned that the economic and social progress achieved during recent years, in particular in fulfilling internationally agreed development goals including the Millennium Development Goals, is now being threatened specially in the least developed countries;
Recognizing that the achievement of macroeconomic stability cannot be separated from maintaining financial system stability, and that monetary policy should not be just limited to price stability, but also must be developed on the role of financial stability, especially when financial markets of States PUIC Member Parliaments are integrated in international markets;
Highlighting the successful experience of activity by the Islamic banking system all around the world during the financial and economic crisis, including in the State of the PUIC Member Parliaments;
Welcoming the outcome of the recent session of the Standing Committee for Economic and Commercial Cooperation of the Organization of the Islamic Conference (COMCEC), especially its comprehensive study on the measures which have been taken by economic, monetary and financial systems of the OIC Member States to face with the current global crisis, and secure their stability in the post-crisis era
- Calls upon states of the PUIC Member Parliaments to closely cooperate to enhance a coordinated global effort to reduce negative effects of the current financial and economic crisis through, inter alia, capital increase for their respective central and development banks, strengthening Financial Stability Board, adjusting capital requirements for their financial institutions, as well as adopting various measures to improve their macro and micro prudential regulations;
- Calls upon all States to refrain from imposing laws and regulations which their extraterritorial applications effects affect global economy, the sovereignty of other States and the legitimate interests of entities or persons under their jurisdiction, as well as the freedom of trade and navigation;
- Requests the States of the PUIC Member Parliaments to strengthen policy coordination and to take concerted collective actions towards stronger, more sustainable and balanced growth in the framework of economic integration system between PUIC countries;
- Encourages the States of the PUIC Member Parliaments to initiate a coordinated effort with a view to harmonizing their laws and regulations governing their monetary, financial and trade activities in order to accelerate, simplify and secure the integration of their respective financial markets, and to increase intra-trade and investment among the States of the PUIC Member Parliaments;
- Encourages also the OIC Member States to enhance their inter-trade and trade cooperation in accordance with the OIC’s Framework Agreement on Trade Preferential System (TPS-OIC)and overcoming the political obsticals which impair the realization of this;
- Supports strengthening role of the Islamic banks in the financial system and economic growth of the States of PUIC Member Parliaments;
- Emphasizes that States of the PUIC Member Parliament should work on a draft agreement to help (to) regulate the operations and activities of Islamic banks and other Islamic financial, investment and credit institutions around the world
- Invites the Governments of OIC Member States to support and encourage the establishment and operation of Islamic banks and other Islamic financial, investment and credit institutions in their respective countries;
- Further calls on the Governments of OIC Member States to speed up their efforts, taking note of, among other relevant works done so far, the COMCEC study, to strengthen their dialogue on the possibility of adopting an integrated and unified monetary and financial policy for OIC Members to encourage and facilitate increased trading among them.

ON
NEGATIVE IMPACTS OF UNILATERAL AND MULTILARETAL SANCTIONS
ON THE PEOPLE OF THE TARGETED STATES
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013,
Guided by the objectives and principles enshrined in the PUIC Statute and the Charter of the Organization of the Islamic Conference, particularly those that call for promotion of Islamic Solidarity among Member States, taking necessary measures to support international peace and security founded on justice, and respecting the sovereignty and independence of each Member State, as well as the principles and practices regarding respect for self determination of peoples, and achieving coordination and cooperation in addressing Islamic Ummah problems of an economic, social, cultural, or humanitarian character, and in promoting respect for human rights;
Recalling the relevant OIC resolutions, expressing deep concern at the negative impacts of economic and financial sanctions on economic cooperation, the freedom of trade, the free flow of capital at the regional and international levels, the full enjoyment of human rights;
Taking note that the human cost of sanctions is a cause for genuine concern, and the deprivation suffered by civilian populations under sanctions regimes is violation of human rights including economic, social, and cultural rights;
Gravely concerned over the application of economic and financial sanctions against some OIC members, with all their negative implications for the socio-humanitarian activities and economic and social development of those States, thereby creating additional obstacles to the full enjoyment of all human rights by peoples and individuals under their jurisdiction;
Reaffirming that economic and financial sanctions are one of the major obstacles to the implementation of the Declaration on the Right to Development;
- Condemns the continued imposition of economic sanctions by certain powers as tools of political or economic pressure against some Islamic countries, with a view to preventing these countries from exercising their right to decide on their own free will, their own political, economic and social systems.
- Also condemns the negative impact of economic sanctions concerning the implementation of the right to development.
- Invites the research institutions and think tanks of OIC Member States to pay due attention to the negative impact and consequences of economic and financial sanctions and to research on relationship between economic sanctions and human rights accountability.
- Calls on the OIC Independent Permanent Commission on Human Rights to undertake a comprehensive study on negative impacts and consequences of economic and financial sanctions on enjoyment of all human rights by people of the OIC targeted Member States.
- Reaffirms that economic and financial measures should not be used as tools for political coercion and that under no circumstances should people be deprived of their own means of subsistence and development.
- Emphasizes also the importance of solidarity with the member states which are exposed to such sanctions and to take action in order to find a mechanism for contributing to lifting the sanctions through utilizing the situation available to some member states which enjoy distinctive relations with the powers that impose the sanctions.

ON
FAMINE IN SOMALIA
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013,
Pursuant to the principles of solidarity considered as the basic foundation of any joint Islamic action and referring to the Charter of the Organization of the Islamic Conference, Chapter 1, Article 1, Para 19 which provides for cooperation and coordination in humanitarian emergencies and civil strife;
Recognizing the extent of the humanitarian crisis which afflicted the Somali people as a result of the lean years of the continuous warfare, aggravated by ravages of drought and depletion of resources which left in their wake a trial of poverty and hunger of millions of Somali people;
Expressing alarm for the high rates of unemployment poverty, lack of food security as well as health challenges and detrition of human and institutional capacities;
Recognizing the need for continuous support of the Islamic Ummah to Somalia to overcome the emergency humanitarian plight and difficulties;
- Commends the resolution of the OIC/ CFM No.40/39-P adopted by 39th CFM,held in Djibouti on 15-17 November 2012,to establish a Trust Fund for Somalia to contribute in relieving the suffering of the Somali people and contribute to peace-building, rehabilitation and development processes in the country;
- Calls upon Member States, financial institutions, civil society and philanthropists to generously contribute to this Trust Fund for Somalia;
- Calls on the OIC Member States to continue cooperation with the Somali authorities through a financing programme from donar States, for post – conflict reconstruction and enhancement of socio economic development of Somalia.

ON
IMPORTANCE OF INTERNATIONAL PARLIMENTARY COOPERATION
TO FACE NATURAL DISASTERS SPECIALLY IN THE FRAMEWORK OF EXTENDNG RELIEF
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013
Pursuant to the PUIC Statue and the Charter of the OIC;
Referring to the Ten-Year Programme of Action adopted by the third Excrement Islamic Summit Conference held in Makkah Almukrmah in December 2005 and its clear reference concerning facing disasters affecting Muslim countries.
Recalling the activities relating to the intervention of the various OIC funds in the field of alleviations, poverty and the development of the resources in the Member states.
Stressing the importance of extending relief to disaster victims as a shining proof of solidarity and compassion of Muslims.
1- Expresses strong concerns for the detrition of humanitarian conditions different regions of the Islamic World due to past and current natural disasters as well as internal and external wars specially the situation in the African Sahel including Mali, Niger, Burkina Faso and Mauritania following the influx of large numbers of refugees and displaced people.
2- Calls for intensifying international cooperation to face the deterioration of human condition appeals to the international community to help the Sahel countries in carrying out projects on sustainable development, to enable these countries to break free from the cycle of drought and poverty which are encircling the entire region.
3- Commends the OIC initiative to support the activities of Niger aimed at achieving self-sufficiency in food and invites the governments of PUIC Member Parliaments to help in the this regard.
4- Calls for mobilizing the capabilities of civil society organizations, especially non-governmental organizations which are active in the Islamic World through grouping them in the framework of a "union" aimed at effectively participating in the operations of facing disasters and extending relief to those affected in Islamic Countries.
5. Calls on PUIC Members to mobilize support of the governments of member states in international and regional fora in order to contribute towards overcoming the conditions of disaster in Islamic countries.
6. Urges the PUIC Member Parliaments and their governments to draw up emergency plans in order to be able to face and deal with disasters.

ON
ASSISTING CHAD AND NIGER TO FACE THE EFFECTS OF FLOODS
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013
Noting with deep concern the substantial losses caused by floods in Chad and Niger;
Noting that the massive scale of destruction caused by floods reflects the adverse impact of climate change and the growing vulnerability of countries to climate change;
Alarmed at the loss of lives of people, due to natural disasters such as famine and floods;
Stressing the need to expedite deployment of resources for those in need and invites all the Member States to contribute to the consolidated humanitarian appeals now and in future.
Recalling UN General Assembly resolution 46/182 of 19 December 1991 and UN Security Council Resolution 2010 (2011) adopted on 30 September 2011;
Recalling PUIC Resolution No. 22-PE/6-Conf on Voluntary Contributions to Islamic Solidarity Fund and Declaration of Third PUIC Conference in Dakar 2004 on the Islamic Solidarity Fund;
Recognizing the urgency of undertaking a massive rescue and relief operation and supporting the efforts for rehabilitation and reconstruction;
1. Expresses full solidarity and sympathy with the peoples of Chad and Niger affected by the floods;
2. Urges all PUIC Members, other international organizations and the international community at large to scale up their efforts to provide full support and humanitarian assistance to the people of Chad and Niger, including the raising of the contributions of member states in the Islamic Solidarity Fund to enable it to extend the required assistance to the peoples of Chad and Niger;
3. Urges the international community to work in unison in order for the humanitarian aid to reach the affected areas as soon as possible;
4. Encourages the AU’s Women, Gender and Development Directorate, the Pan-African Women’s Organization (PAWO), UN Women, the IPU Coordinating Committee of Women Parliamentarians and other relevant international organizations to assist Chad and Niger women;
5. Calls for involving the non-governmental civil society organizations, active in the Islamic world, in extending relief and assistance to those affected by floods in Chad and Niger.

ON ENCOURAGING AND INCREASING MULTILATERAL TRADE
AMONG ISLAMIC STATES
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013
Recognizing the importance of the role of commercial exchange in enhancing and developing relations among countries;
Recalling the provisions of PUIC resolutions, and OIC conference, at the Summit or CFM levels, concerning increasing the volume of commercial exchange among OIC member countries;
Emphasizing the provisions included in the TYPA adopted by the Third Extraordinary. Islamic Summit Conference, held in Makkah Al Mukadasah in December 2005 concerning encouragement of trade exchange among the Member States and achieving a higher percentage than that of certain years,
1. Welcomes the ratification by the State of Palestine of the three agreements on the System of Trade Preferences among OIC Member State, and the ratification of the Republic of Iraq of the Framework Agreement, as well as the ratification of the Islamic Republic of Pakistan of the Rules of origin relating to the system of Trade Preferences among OIC Member State. Also, welcomes presentation of lists of concessions by the People's Republic of Bangladesh, Islamic Republic of Pakistan and Hashemite Kingdom of Jordan, and appeals to other member states to ratify these agreements.
2. Requests OIC institutions to intensely their efforts aimed at implementing projects and programs included in the Executive Program of Developing Intra-trade Appeals to Member State to extend necessary assistance to OIC institutions in order to energize the Executive Program.
3. Highly appreciates the IDB efforts aimed at enhancing and encouraging intra-trade among the OIC Member States.
4. Requests the IDB Group (Islamic Institution for Financing Trade) to continue drawing up more innovative programs for finance trade in favor of Member states.
5. Appeals to the Member States to encourage their public and private sectors to benefit from the services of Export Credit and Insurance against political risks as offered by the IDB Group, aimed at furthering Intra-trade and investment plans among OIC Member States.

ON
ENERGISING AND SUPPORTING ACTIVITIES OF ECONOMIC INSTITUIONS ACTIVE IN THE FIELD OF DEVELOPMENT IN THE ISLAMIC WORLD
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013,
Being aware of the critical conditions that the Muslim Ummah is experiencing amid scientific, political and economic transformations,
- the need to transcend scientific and economic underdevelopment and face up to the risks of challenges posed by the policies of super powers and the interests of hostile quarters , the requirements of co-existing with the requirements of Globalization , the need to keep pace with realities of economic of Globalization and the political , economic and scientific developments that the world is experiencing .
Realizing the need for and the imperativeness of uniting in regional economic and political blocs for the purpose of protecting the interests of the Muslim Ummah and firmly steadfasting to challenges of fierce competition brought about by Globalization,
Therefore, stresses the following:
1. Expresses hope for the development of joint Islamic action and energizing existing institutions aimed at arriving at the establishment of an all-encompassing Islamic Union in the near future
2. Acts to activate the economic and commercial institutions of the OIC to enable them to assist the member states in carrying out programmes of development and economic reforms.
3. Calls for a joint Islamic action to face up to the reverse effects of the global financial crisis following the failure of the new capitalist liberal model and before it the socialist model, in addition to the fact that the fragility of the new global financial system became evident . The joint Islamic action can be implemented through setting up research centers concerned with economic, financial and Sharia studies , in addition to the formation of a supreme Sharia supervision body that has all institutional powers and qualifications , as well as establishing institutes and academies to graduate cadres armed with the objectives of Islamic Sharia .
4. Adopts the document of action presented by the Republic of Sudan on (The establishment of an Islamic International Economic Bloc), which is to be considered for the sake of promoting joint Economic action among the member states, and request the parliaments of member states to urge their respective government to exert the necessary efforts in order to implement the objectives of the document through the OIC.

ON
PAYING ATTENTION TO ENVIRONMENT ISSUES AND ADDRESSING REQUIREMENTS OF SUSTAINABLE DEVELOPMENTS
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013
Noting that the environment is the world’s life support system and must be conserved in order to maintain all forms of life;
Recognizing that the adverse effects of climate change are already evident and widespread, particularly in developing countries;
Recognizing also that the abundant resources in the world are an invaluable inheritance for future generations and therefore should be used wisely;
Mindful that the United Nations Conference on Sustainable Development (Rio+20 Summit) was held in Rio de Janeiro, Brazil, in 2012, and that the PUIC Member States will need to enhance its cooperation in the sustainable development issues;
Inspired by the Islamic teachings that guide humankind on how to manage the earth and use all the resources of the earth for the good of present and future generations;
Reaffirming the commitment to enable the full, effective and sustained implementation of the United Nations Convention on Climate Change, through long-term cooperative action, now, up to and beyond 2012, based on the Bali Roadmap, Bali Action Plan and Cancun Agreements;
Recalling the Tunis Declaration on Enhancing the Efforts of the Islamic World towards Environment Protection and Sustainable Development as issued by the Fourth Islamic Conference of Environment Ministers held in Tunis, Republic of Tunisia, in 2010;
Welcoming the adoption by COP-17/CMP-7 UNFCCC in Durban, South Africa of the decisions regarding the second commitment period of the Kyoto Protocol; the extension of the Ad-hoc Working Group on Long-term Cooperative Action under the Convention to continue its work and reach the agreed outcome pursuant to the Bali Action Plan; as well as the establishment of the Ad-hoc Working Group on the Durban Platform for Enhanced Action to undertake a process to establish a future regime of climate change, to be concluded by 2015:
1. Calls the Parliaments of the PUIC Member States to requests their respective governments to formulate a comprehensive sustainable development policy which aims at achieving sustainable economic growth, social condition improvement and environmental protection;
2. Requests the State of the PUIC Member Parliaments to strengthen policy coordination and take concerted actions among the Muslim States, toward stronger, more sustainable and balanced growth, based on the framework of Islamic solidarity;
3. Further supports the outcomes of the 17th United Nations Climate Change Conference held in Durban in December 2011, particularly in relation to maintaining the continuation of the Kyoto Protocol;
4. Encourages the States of PUIC Member Parliaments to actively engage, in various international forums in promoting international cooperation on environmental protection and sustainable use of natural resources;
5. Further encourages the State of the PUIC Member Parliaments to promote effective participation of relevant stakeholders at the regional, national and local level in strengthening legislations in order to implement adaptation and mitigation programmes and activities in the Islamic countries;
6. Invites the PUIC Member Parliaments through their respective legislative mechanism to monitor the implementation of actions taken by their governments to cope with the climate change challenges for the benefit of present and future generations.
7. Encourages developed countries to share their technological know-how in the field of renewable technology.
8. Urges international community to play a role by creating a special fund to overcome financial constrain especially for the poor countries.

ON
RAISING AWARENESS OF THE VALUE OF NATURAL RESOURCES
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013
Reaffirming the Resolution 12/5 on Climate Change adopted at the 5th Conference of PUIC held in Cairo in 2008,
Reminding the Resolutions No.1-LHE/7-Conf on PUIC-OIC Cooperation on the ?mplementation of the Ten-Year Programme of Action and No.5-LHE/7-Conf on Environmental Protection and Sustainable Development adopted by the Seventh Session of the PUIC Conference
Deeply concerned of the findings of The Millennium Development Goals Report 2012 revealing that 783 million people, or 11 per cent of the global population, remain without access to an improved source of drinking water and also 1.1 billion people lack access to safe water, roughly one-sixth of the world’s population,
Reminding that over pumping groundwater for drinking water and irrigation has caused water levels to decline by tens of meters in many regions, forcing people to use low-quality water for drinking,
Noting with deep concern that losses of water through leakage, illegal hook-ups and waste amount to about 50 per cent of water for drinking and 60 per cent of water for irrigation in developing countries; while some 6,000 children die every day from diseases associated with unsafe water and poor sanitation and hygiene,
Bearing in mind the important role of renewable energy resources in the fight against climate change by the effective usage of scarce resources and prevention of extravagancy in energy,
1. Supports putting efficient policies and regulatory frameworks in place for natural resource management that take into account both public health and ecosystem needs,
2. Calls on Members Parliaments of PUIC to work for raising awareness on the challenges caused by the deplorable character of natural resources and to act in order to avert dangerous human interferences to the ecosystem,
3. Urges the Member States of OIC to create necessary conditions for maximizing energy efficiency and the use of renewable energy sources in cooperation,
4. Encourages the Member Parliaments of the PUIC to prioritize the issue of changing behaviors in the usage of natural resources in their respective parliaments,
5. Calls for the Member Parliaments of PUIC to set national targets and plans to generate investment of eco-friendly technologies to ensure most efficient usage of natural resources,
6. Invites the Member Parliaments of PUIC to organize public campaigns for raising the awareness of the value of natural resources,
7. Also invites the Member Parliaments to take necessary measures and the lead to increase awareness of the value of natural resources.

ON
ENVIRONMENTAL EFFECTS OF THE DAILY TERRORIST BOMBINGS TAKING PLACE IN IRAQ
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013
Recalling all the resolutions adopted by previous PUIC Conferences on Iraq;
Emphasizing its firm positions on the importance of preserving the security and stability of Iraq as a means to achieve sustainable development in the country;
Stressing its categorical rejection of the terrorist acts which target any country in the world:
1- Strongly condemns the terrorist bombings which are repeated in different regions of Iraq causing huge human and material losses.
2- Warns against the negative environmental effects of such bombings, chemical weapons and nuclear radiation on the environment of Iraq, in general, and the health of its citizens, in particular;
3- Expresses solidarity with the Iraqi people in facing the negative impacts of bombings; and Calls on the governments of PUIC Member parliaments and the international community, in general, to extend the necessary assistance to overcome this problem.

ON
ASSISTANCE FOR NATURAL DISASTER (FLOODS) AFFECTED PEOPLE IN BURKINA FASO and CAMEROON
The Conference of the Parliamentary Union of the OIC Member States, in its 8th Session, held in Khartoum, Republic of the Sudan on 9 – 10 Rabi ul Awwal, 1434 corresponding to 21-22 January, 2013
Taking into consideration, that Burkina Faso and Cameroon are victims of recurrent natural disasters that have harsh reverse effects of their population, environment and economy,
Taking into consideration, that most of these disasters (floods, invasion by swarms of desert locusts, animal pests and draught) are consequences of climate change,
Taking into consideration, that these disasters emerge unexpectedly and violently and lead to population displacement, destruction of property and loss of lives,
Taking into consideration the limited resources of both countries to respond to disasters,
Deeply concerned, over the expansion of the scale of calamities resulting from disasters which bring about disastrous aftermaths for the future of both countries,
- Expresses solidarity with and support for disaster affected population of Burkina Faso and Cameroon.
- Appeal to all PUIC member states and international organizations ,as well as the international community to provide support and humanitarian assistance to the people of Burkina Faso and Cameroon,
- Calls on the parliaments of the Member States to urge their governments to finance studies pertaining to disaster prevention and management policies in favor of Burkina Faso and Cameroon.
