Nationality: Egyptian.
Place and Date of Birth: Kalioubia, Egypt, on 26th November 1932.
Family Status: Married - has two children.
Languages: Proficient in Arabic, English, and French.
Academic Qualifications:
Licentiate in Law from the University of Cairo in May 1954.
First Award for the Secondary Education Certificate Competition in Arabic Language and Literature at the level of Egypt in 1950.
Top of “Alliance Francaise” school in Cairo in 1951.
Work:
1955-1956: Teacher of French Language in Egyptian Schools.
1957-1993: 37-Year progression along the scale of the Egyptian Diplomatic Service from the rank of Diplomatic Attaché up to Senior Ambassador.
1992000: Assistant Secretary General of the Organization of the Islamic Conference.
2000-2008: Secretary General of the Parliamentary Union of the OIC Member States (PUOICM).
Leading posts:
Elected with large majority as the first Secretary General of the PUOICM by the Extraordinary Session of the Union’s Council held in Tehran, on 28-29 February 2000. Assumed the duties of his office on First May 2000.
Elected by Twenty-Third Session of the Islamic Conference of Foreign Ministers (Karachi, April 1993) as OIC Assistant Secretary General for a four-year term. Reelected for same post for a new term as of the First of July 1997. Supervised information, cultural and social affairs at the OIC.
Assistant Foreign Minister of Egypt for Arab and Middle Eastern Affairs (1991-1992). Adviser to the Minister for Horn of Africa Affairs (1993).
Director, Arab Department at the Ministry of Foreign Affairs of Egypt (1990and 1991).
Ambassador of Egypt to the Republic of Iraq (1987-1990).
Parliamentary Representative of the Egyptian Foreign Ministry in 1987 and 1990 in his capacity as Director of the Department of People’s and Shoura Assemblies at the Ministry. He represented the Foreign Ministry to the meetings of Parliamentary Committees in both Assemblies.

Tasks and Achievements of Special Importance:
Carried presidential messages between his country and several Heads of foreign States.
Headed delegations at preparatory level for higher joint committees between Egypt and most Arab States for the promotion of bilateral cooperation, in the political, commercial, financial, cultural, information, industrial, agricultural and technical fields.
Headed his country’s delegation to all the meetings of SAARC, held in Colombo, Sri Lanka, since the establishment of the organization until 1987.
Headed the information delegation of Egypt to the African Summit Conference in Nairobi in 1981.
Participated as an official member of the delegation of Egypt to all the Presidential and Ministerial meetings of the former Arab Cooperation Council (1988-1990).
In his capacity as Deputy Director of the Egyptian Institute for Diplomatic Studies, he negotiated and concluded cooperation agreements during 1982 with the following:
International Institute for Public Administration (I.I.A.P.) in Paris, France.
University of Bordeaux No.1 in France;
University of Marseille No. 2 .
German Institute for International Cooperation and Development in Berlin, Germany.
Reorganized the Institute for Diplomatic Studies and reset its academic programmes as regards curriculum and new teaching methods. He achieved a 97.5% rate of implementation thereof.
Medals and Decorations:
Medal of the Republic of Egypt, Second and Third Class.
Egyptian Order of Merit- Third Class.
French National Order of Merit- Officer Class.
His wife is a holder of the Egyptian Medal of Perfection- Third Class.
Eminent Personalities:
The name of His Excellency is included in the National Encyclopedia of Eminent Egyptian Personalities (No.5, page 16, 1989 Edition).
Sports:
Champion of Egypt in Fencing (saber) in 1954.
Champion of Egyptian Universities in the three Fencing arms ( fleuret, épée and saber ) between 1951 and 1954.
Holder of Sadiq Gawahr Shield for University of Cairo Fencing Championship in 1954.
Member of the National Team of Egypt for Fencing to the international championship competitions in Dortmund (1953), Budapest (1954) where he was awarded the bronze medal, and San Sebastian (1955).
