Strategy for Cooperation in the Field of Digital and Cybersecurity between the Parliaments of the OIC Member States

- In implementation of the resolution of the PUIC Seventeenth Conference held in Algiers on 29-30 January 2023, which stipulates the adoption of cooperation strategy in the field of digital and cybersecurity among the PUIC Member States

- Based on the decision of the meeting of the Executive and Economic Committees of the Union held in Constantine on 15 and 16 February 2024, a strategy of cooperation in the field of digital and cybersecurity was adopted between the parliaments of the member states of the Organization of Islamic Cooperation, the text of which is as follows:

Underlining that Parliaments of the OIC member states, as all other parliaments around the world, have gone, in the past few years, through a phase of mandatory innovation by adopting new ways of working supported by Information and communication technologies, due mainly to the COVID-19 pandemic, which imposed new digital practices that were adopted even during the post pandemic recovery.

Emphasizing that this phase revealed the challenges faced by parliaments, especially those lacking resources to adopt moderns methods or invest in digital platforms, leading therefore to digital risks.

Reiterating the importance of digital technologies for parliaments seeking more effectiveness and responsiveness in dealing with new circumstances. Hence, digital technologies have enabled parliaments to face challenges as parliamentarians increasingly adopt new working methods using ICTs.

Emphasizing that ICTs and digital transformation have become a priority, including the use of cloud technologies, software services, and adaptation of digital work patterns, which requires enhancing cybersecurity and training users.

Stressing the need to unify efforts and establish effective mechanisms to keep up with those developments and ensure sustainability and resilience against cyber threats. Consequently, an effective cooperation strategy shall be adopted within the PUIC aimed at:

Joining the efforts to develop a common platform including unified concepts on the topic of digitization and cybersecurity,

Contributing in the creation of mechanisms to enhance the States abilities in cybersecurity and bridge the gap in the digital field,

Fostering a culture of digitization and cybersecurity by encouraging the share of experiences and best practices and facilitating contact between the parliaments of the OIC Member States,

Encouraging parliaments of OIC Member States to draft and update national legislation and laws in the field of digital and cybersecurity,

Conducting a survey on the level of digitization and cybersecurity of parliaments of OIC Member States in order to conduct a digital capacity assessment,

Strengthening digital and cybersecurity cooperation between the Union and international and regional parliamentary unions and exploring all means to benefit from others expertise in ICTs,

Participating actively in regional workshops and training courses in digital and cybersecurity,

Calling on the OIC Member States' Parliaments to appoint national focal points to build a network for sharing knowledge and innovative technologies in the field of digital and cybersecurity.
