RESOLUTION NO.1/2-EXO-CNCL
ON
THE SITUATION IN OCCUPIED PALESTINE AND THE ISRAELI SEIGE OF GAZA STRIP
 
The Second Extraordinary Session of the Council of the Parliamentary Union of the OIC Member States (PUIC), held in Istanbul, Republic of Turkey, on 16 Rabie Awal 1429H, corresponding to 24th March, 2008,
 
Strongly condemns the ongoing and intensifying Israeli military campaign against the Palestinian people by which Israel, the occupying power, continues to commit grave human rights violations and war crimes, including the killing and injuring of Palestinian civilians, children, women and the elderly, by use of excessive force, as well as the continued practice of organized assassinations, the wanton and widespread destruction of Palestinians homes, properties, infrastructure, agricultural lands and other sources of livelihood, and the detention and imprisonment of thousands of Palestinians, including hundreds of women and children. Strongly denounces also the most recent Israeli military incursions and assaults in the Occupied Palestinian Territory, particularly in the Gaza Strip, which have left in their wake hundreds of Palestinian victims and which constitute gross human rights violations and exacerbate the already-dire humanitarian conditions.
 
Decries the deteriorating socio-economic conditions and the intensification of the humanitarian crisis specially in the Gaza Strip due to Israel’s continuing illegal closure, siege and blockade and other illegal measures contrary to the international humanitarian law against the Palestinian people there. Expresses grave concern at the rising poverty, unemployment and hunger, as well as by the declining health status among the Palestinian civilian population, including widespread malnutrition and anemia among children, due to Israel’s deliberate obstruction of access to adequate food, medical supplies and health care and reduction of fuel and electricity supplies. Considers this collective punishment of the civilian population by Israel tantamount to a grave breach of international humanitarian law as well as regular state terrorism and that the occupying power should be held accountable for such war crimes.
 
Stresses the right of the Palestinian people to resist and struggle for recovering their national rights and establish their independent State on their land with Al Quds as its capital.
 
Calls upon the international community to pressure Israel, the occupying power, to immediately cease its siege and collective punishment. Also calls upon all the brother Palestinians to unify their ranks and overcome their differences in order to achieve the interest of the primary cause the Islamic Ummah i.e. the Palestinian cause, Al-Quds Sharif and the blessed Al Aqsa Mosque.

ON
Demanding INCRIMINATION of  BLASPHEMING RELIGIOUS SANCTITIES AND SYMBOLS
 
The Second Extraordinary Session of the Council of the Parliamentary Union of the OIC Member States (PUIC), held in Istanbul, Republic of Turkey, on 16 Rabie Awal 1429H, corresponding to 24th March, 2008,
 
Condemns the republishing of cartoons in Denmark whose author attempted to blaspheme the Prophet of Islam (PBUH). Also denounces the support lent by some European States to this abominable act and requests the cessation of such provocations.
 
Appeals to its colleagues in European Parliaments, the European Parliament and the IPU to initiate the enactment of legislations to prevent a repetition of or insult to any of Gods Prophets and Messengers, or to religions and beliefs, in general, due to the pain such actions may produce in the hearts of believers.
 
Supports the Final Communiqué of the Eleventh Session of the Islamic Summit Conference, held in Dakar, Republic of Senegal, on 5-6 Rabie Awal 1429H (13 to 14 March 2008) concerning mandating the OIC Secretary General to form a group of experts to draw up a legally binding international instrument in order to ensure respect for all religions and cultural values, prevent discrimination and incitement to hatred of all religions.
 
Stresses that it is not possible to maintain amicable relations between Islamic peoples and Western peoples or hope in a better future if attempts continue to insult the sanctities of our Ummah, specially the Prophet Mohammed (PBUH) who has been sent as a mercy to the entire world. Refraining from such attempts will lead to a better future and stronger relations between the Islamic Peoples and Western Peoples. This will serve international peace and the prosperity for all humanity. We pray to Allah to guide us to the right path.

RESOLUTION NO.3/2-EXO-CNCL
ON
SUPPORTING THE CANDIDACY OF THE SPEAKER OF THE INDONESIAN HOUSE OF REPRESENTATIVES TO THE IPU PRESIDENCY
 
 
The Second Extraordinary Session of the Council of the Parliamentary Union of the OIC Member States (PUIC), held in Istanbul, Republic of Turkey, on 16 Rabie Awal 1429H corresponding to 24th March, 2008,
 
Guided by the ultimate objectives, principles and commitments of the Statute of the Parliamentary Union of the OIC Member States,
 
Acknowledging that the election of the President of the IPU in Geneva in October 2008 is important for channeling the will and the aspirations of the Ummah at the global level, hereby
 
1.       Agrees to support the candidacy of Mr. Agung Laksono, the Speaker of the House of Representatives of the Republic of Indonesia, for the election of the President of the Inter-Parliamentary Union for the period of 2009-2012.
 
2.       Resolves that the members of the PUIC to coordinate themselves in the election that takes place in October 2008 in Geneva and to endeavor to obtain support of members of other geo-political groups.
