Report of The 4th Standing Specialized Committee on Legal Affairs, Human Rights and Environment

KAMPALA – REPUBLIC OF UGANDA
26 – 27 JANUARY, 2010
 
1.            The Standing Specialized Committee on Legal Affairs, Human Rights and Environment held its 4th Meeting in Kampala, Republic of Uganda on 26 – 27 January, 2010 under the Chairmanship of the Rapporteur of the Committee H.E Dr Farooq Abu Al Shamat, representative of the Syrian People’s Assembly due to the absence of the H.E Dr Mohsen Tamimi, representative of the House of Representatives of Tunisia.
 
2.         The Meeting was attended by Their Excellencies:       
 
Arab Group
-          H.E. Dr. Abdellatif Ahmed El Sheikh, Representative of the House of Representatives of the Kingdom of Bahrain.
-          H.E. Dr. Qotbi Al Mahdi Ahmed, Representative of Sudan.
-          H.E. Mr. Atef Al-Trawnah, representative of the Hashemite Kingdom of Jordan who was absent.
 
Asian Group:
-          H.E. Mr. Boulat Zhylkyshiyev, Representative of the National Assembly of Kazakhstan.
-          H.E Mr. Ahmad Awaee, Representative of the Consultative Assembly of the Islamic Republic of Iran.
-          H.E. Mr. Abdelaziz Yazar, Representative of the Grand National Assembly of The Republic of Turkey.
-           Mr. Meirg Ghanbarov, Representative of the National Assembly of Azerbaijan was absent;
 
African Group:
-          H.E. Mr. Mactar Mbacke, Representative of the National Assembly of Senegal.
-          H.E. Mr. Mahamadou Zada, Representative of the National Assembly of the Republic of Niger.
-          Mr. Yabre Dago Idrissa, Representative of the National Assembly of the Republic of Togo was absent
-          Mr. Serifo Balde, Representative of the National Assembly of Guinea Bissau was absent.

 
3.            The PUIC General Secretariat was represented by Mr. Zahid Hassan Qureshi, Director for Conferences who welcomed the members of the Committee on behalf of the Secretary General.
 
4.         The meeting reviewed the Agenda and discussed its 3 items. The discussion included interventions which finally led to the adoption of the following draft resolutions to be submitted to the PUIC Conference:-.
 
4.1.   Draft Resolution No. 1-LHE/6-CONF on PUIC-OIC Cooperation on implementation of the Ten-Year Programme of Action.
 
4.2.   Draft Resolution No. 2-LHE/6-CONF on cooperation with the United Nations,
 
4.3.   Draft Resolution No. 3-LHE/6-CONF on Democracy, Human Rights and the International Humanitarian Law.
 
5.         The draft Resolution on the indictment by the International Court of Justice, proposed by the Republic of the Sudan delegation was referred to the Standing Specialized Committee on Political and Economic Affairs.
