ADOPTED BY THE 11th SESSION OF THE PUIC CONFERENCE
(United Against Terrorism and Extremism)

Within the activities of the 11th Session of the Conference of the PUIC held in Baghdad, the Consultative Meeting of the Secretaries-General of the PUIC Member Parliaments was convened on January 22, 2016 in the presence of a number of Secretaries General of the PUIC Member Parliaments in addition to a number of delegates,
1.     The meeting was opened by H.E Prof. Mahmud Erol Kilic, Secretary General of the Parliamentary Union of OIC Member States. He welcomed the participants and wished them success in their deliberations. He underlined the importance of preparing, in coordination with the PUIC General Secretariat, regulations for the work of the Association of Secretaries General.
2.     The meeting was chaired by H.E. Mr. Ayad Namik Majid, Secretary General of the Iraqi Council of Representatives, who welcomed the audience and noted the efforts made for the establishment of the Secretaries General Association of the Parliaments of Islamic countries, stressing the need to create the association within the subsidiary organs of the Union. He praised the efforts made by the Turkish Grand National Assembly since last year’s first meeting held in Istanbul to prepare the draft statute of the association.
3.     After due deliberations held by the participants, it was agreed as follows:
A.     Commissioning the Chair of the meeting, in coordination with the representative of the Turkish Grand National Assembly to receive the draft statute of the Association, and review it in cooperation with the PUIC General Secretariat, prepare its final form and send it to the members in time for the next meeting to study it and prepare their comments about it.
B.     Convening the next meeting in Erbil, Republic of Iraq, to be hosted by the esteemed Iraqi Council of Representatives so as to examine and approve the draft statute, for submission to the next PUIC conference to endorse it and announce the establishment of the Association.  
C.     Inviting the PUIC member parliaments to ensure the attendance of the next meeting by the Secretaries General or their assistants.  
4.     The Chair of the meeting welcomed Mr. Faez Shawabka, new Secretary General of the Inter Arab Parliamentary Union wishing him success in his missions. Mr. Faez Shawabka expressed thanks and readiness to collaborate and coordinate his activities with the PUIC in the various fields of common interest for the two parties.
