We, the members of the Executive committee of the parliamentary union of the OIC Member States (PUIC), taking part in the 23rd meeting of the Committee in Dubai, State of the United Arab Emirates, on 8-9 Rajab 1431 H., corresponding to 20-21 June 2010, upon a kind invitation extended by His Excellency Mr. Abdul Aziz Abdullah Al Ghurair, Speaker of the Federal National Council of the United Arab Emirates and President of the PUIC Council.
Declare the following:
1. Necessity of carrying out necessary reforms in order to energize the PUIC, including amendment of the Statute, and strengthening its specialized organs aimed at facing up to the challenges imposed on Muslim peoples by international changes.
2. Abidance by action to implement the resolutions and recommendations adopted by the PUIC according to a specific time-table to ensure realization of the objectives of the Statute and confront the imminent challenges to our Muslim Ummah with a spirit of capability and effectiveness.
3. Guaranteeing that durable and just peace in the Middle East is conditional on the application of all the UN resolutions concerning Israel’s withdrawal from all the occupied Arab territories, including Al-Quds Al Sharif and the establishment of an independent Palestinian State with internationally – recognized borders.
4. Necessity of lifting the illegal blockade which is imposed by Israel on Gaza Strip, including the closing of border crossings, interrupting the supplies of fuel, food and medicines; and condemning the sinful aggressive Israeli actions against international civilian convoys carrying humanitarian assistance (such as the Freedom Flotilla), which constitute collective punishment of the civilian population, deemed as a violation of international law.
5. Asking the United Nations and all other international and regional Organizations to shoulder their international obligations for lifting the blockade off Gaza Strip; constitute an impartial international fact-finding commission on violations of international law, resulting from Israel’s aggression on the Freedom Flotilla; and to force Israel to apply the Geneva Conventions and Protocols , as well as the resolutions of the Security Council, and the relevant rules of the International law and international humanitarian law.
6. Emphasizing the inalienable right of all Islamic States to produce and utilize nuclear energy for peaceful purposes in accordance with the rules of international law, and calling for making the Middle East a region free of nuclear weapons, and taking all the necessary international legal measures to ensure the accession of Israel to the Nuclear Non-Proliferation Treaty (NPT), as well as immediately subjecting all Israel’s nuclear facilities to the comprehensive safeguards system of the International Atomic Energy Agency (IAEA).
7. Stressing the importance of solidarity and cooperation among PUIC Member Parliaments and Islamic States, and seeking to resolve their differences through dialogue, considered as an essential means of emphasizing the ability and role of the Muslim Ummah in shaping the future of the world, and ensure its security, stability and development.
8. Strongly condemning the decision of the Israeli authorities to deport four Palestinian parliamentarians from the city of Al-Quds, also condemning the demolition of houses and dispersing the Palestinians from their homes.
9. Expressing our deep appreciation to the Federal National Council of the State of the United Arab Emirates for the good efforts exerted to realize the success of our meeting as well as for the warm reception and generous hospitality.
