We, the Representatives of the PUIC Member Parliaments and other distinguished delegations participating in the 20th PUIC Conference generously hosted by the Milli Majlis of the Republic of Azerbaijan, are
Reaffirming our commitment to the objectives enshrined in the Statute of the Parliamentary Union of OIC Member States and our obligation to respect the objectives and principles of the Charter of the OIC as well as the Charter of the United Nations and international law;
Recalling the Jakarta Declaration adopted at the 19th Session of the Conference of the PUIC Member States and the Banjul Declaration adopted by the 15th Session of the OIC Islamic Summit Conference, as well as documents adopted within the 51st Council of Foreign Ministers in Istanbul and other relevant international instruments;
Recognizing the multitude of complex challenges and evolving threats confronting their countries, including, inter alia, cyberattacks, terrorism and the rising manifestations of Islamophobia, noting with concern the adverse impact of these threats on international peace and security, as well as on the harmonious co-existence and social cohesion of Muslim communities across the world;
Recognizing the annual Baku International Conference on Combating Islamophobia as a leading global forum dedicated to address anti-Muslim bias and increasing prevalence of stigmatization worldwide;
Expressing support for a just and comprehensive solution to the Palestinian cause, and an affirmation of the right of the Palestinian people to self-determination and to the establishment of their independent, sovereign state on the borders of 4 June 1967, with East Jerusalem as its capital, thereby strengthening the path toward the two-State solution and serving peace and stability in the region;
Reaffirming our commitment to further strengthening the existing relations between our respective Parliaments, enhancing engagement among standing committees, parliamentary friendship groups and administrative bodies and promoting closer institutional cooperation and exchanges at all levels;
Underscoring the significance of bilateral and multilateral parliamentary engagement in advancing international peace and security, supporting dialogue and diplomacy for the peaceful resolution of international disputes;
Expressing our willingness to enhance coordination with a view to fostering common positions among brotherly Muslim countries on regional and global matters of mutual interest within parliamentary organizations and other relevant multilateral parliamentary platforms such as NAM PN, APA, IPU, PAECO;
Taking note of the active role of the Republic of Azerbaijan in promoting the intercultural and interreligious dialogue through various global initiatives and events such as World Forum on Intercultural Dialogue and Peace4Culture Global Call, launched in partnership with UNESCO and the United Nations Alliance of Civilizations (UNAOC), which embrace cultural diversity and underscore the importance of fostering lasting peace and mutual respect for all regardless of race, ethnicity, nationality, religion or other factors.
Reaffirming our commitment to addressing Climate Change through multilateral action and sustainable development, as well as the active role of PUIC Member States in advancing global climate action and their significant contributions through hosting UN Climate Change Conferences;
by the grace of Allah, the most glorified, the highest, declare the following:
- Reaffirm adherence to the purposes and principles of the Charter of the United Nations and international law and reiterate our commitment to upholding sovereign equality, territorial integrity and the peaceful settlement of disputes;
- Reiterate confidence that the Parliamentary Union of the OIC Member States will continue to contribute to strengthening inter-parliamentary cooperation, promoting common values and fostering dialogue, mutual understanding and collaborative in addressing global challenges;
- Underline that terrorism and extremism cannot be associated with any religion, race, ethnicity or nationality and reaffirm our unequivocal condemnation of terrorism and extremism in all their forms and manifestations as serious threats to international peace and security;
- Reaffirm the centrality of the Palestinian cause for the entire Islamic Ummah and support for the inalienable rights of the Palestinian people, foremost of which are their right to self-determination, the return of Palestinian refugees, their sovereignty over their natural resources, and their right to independence and establishment of an independent and sovereign state of Palestine on the 1967 borders, with East Jerusalem as its capital and that two-State solution is the only viable solution to reach peace and stability in the region for all.
- Further reaffirm the absolute rejection of, and firm opposition to, plans aimed at displacing the Palestinian people within or outside their land, or forced displacement, exile, and deportation in any form and under any circumstance or justification, considering this to be tantamounting to crimes under the Rome Statute of the International Criminal Court, an unacceptable infringement on the sovereignty and stability of states, and a threat to their security and territorial integrity.
- Express deep concern over growing Islamophobia and condemn all acts of violence based on religion or belief, hate speech and extremism motivated by discrimination on the grounds of religion; call on the international community to take effective measures to combat extremism, hate speech, defamation of religions, negative stereotyping and stigmatization of people on the basis of religion, belief or ethnicity at the national and global level.
- Support the aspiration of the Muslim Turkish Cypriots to secure their inherent rights and stress the importance of finding a negotiated, mutually acceptable, just, lasting and sustainable settlement of the Cyprus issue and emphasize the importance of developing contacts with the Muslim Turkish Cypriots in order to overcome the unjust isolation imposed upon them.
- Renew solidarity with people of Jammu and Kashmir and express full support for their inalienable right to self-determination in accordance with the relevant UN Security Council and OIC resolutions, and the wishes of the Kashmiri people.
- Express our concern over the grave human rights violations primarily against Rohingya Muslim community, as well as other Muslim groups in Myanmar, call for urgent actions to defend the fundamental rights and freedom of this community.
- Declare our solidarity with the Sahel countries; Burkina Faso, Chad, Niger, Mali and Nigeria, in their fight against terrorism and hosting refugees, and call for increased support for these countries.
- Welcome the agreement on the Memorandum of Understanding between the Islamic Republic of Iran and the United States of America to end the conflict, and to draw a road map for discussing and resolving the mutually agreed issues aiming at achieving the final deal. We further hope that the agreement would be fully implemented to the benefit of regional and international peace and security.
- The PUIC commends the mediation efforts undertaken by the Islamic Republic of Pakistan and the State of Qatar, which led to the signing of a Memorandum of Understanding between the United States of America and the Islamic Republic of Iran, with a view to achieving sustainable solutions to outstanding issues through dialogue and peaceful means.
- Call on Member Parliaments to continuously enhance the promotion and protection of human rights through responsible public institutional frameworks, focusing on digitalization and technological innovation of public services, including responsible use of artificial intelligence (AI) and other emerging technologies, as well as encouraging international cooperation based on best national practices and capacity-building efforts.
- Underscore that economic cooperation and integration among Islamic countries are essential for promoting development and overcoming numerous challenges facing the Islamic world.
- Reaffirm our commitment to strengthening economic cooperation among OIC Member States through the promotion of sustainable, diversified, resilient and inclusive economic growth, increased investment, industrial cooperation and enhanced regional value chains.
- Call upon Member Parliaments to facilitate the removal of barriers to intra-OIC trade and investment, promote trade facilitation measures, expand customs cooperation, and encourage the effective implementation of existing OIC trade and economic cooperation mechanisms.
- Support the development of secure, resilient and interconnected transport, transit and logistics corridors that strengthen regional connectivity, facilitate trade, and contribute to sustainable economic integration among OIC Member States.
- Promote cooperation in the fields of energy security, renewable energy, energy efficiency, green technologies and sustainable energy transition, while recognizing the different national circumstances and development priorities of the Member States.
- Call upon OIC Member States to enhance cooperation, and solidarity in addressing climate change and its impacts through concerted action, with a view to promoting sustainable development, strengthening climate resilience, and advancing the effective implementation of international climate commitments for the benefit of present and future generations.
- Encourage the mobilization of investment for sustainable infrastructure, including transport, energy, water, digital and urban infrastructure, through enhanced cooperation with international financial institutions, regional development banks and the private sector.
- Recognize the importance of food security, sustainable agriculture and resilient food systems, and call for strengthened cooperation in climate-smart agriculture, agricultural innovation, efficient water management, food safety, reduction of food loss and waste, seed security and agricultural research.
- Support the development of small and medium-sized enterprises (SMEs), entrepreneurship, start-up ecosystems and innovation-driven industries, particularly those led by women and youth, and in rural and remote areas, as important drivers of inclusive economic growth and employment.
- Encourage cooperation in science, technology, research and higher education, including joint research initiatives, knowledge transfer and capacity-building programmes aimed at fostering innovation and enhancing economic competitiveness.
- Call for enhanced cooperation in financing for development and green investment, including the development of innovative financing mechanisms to support climate resilience, environmental protection and sustainable development.
- Encourage parliamentary cooperation to promote transparent, predictable and investment-friendly legal frameworks that strengthen the business environment, improve investor confidence and facilitate responsible domestic and foreign investment.
- Support greater cooperation in developing resilient supply chains and critical infrastructure to better withstand global economic shocks, pandemics, natural disasters and other emerging challenges.
- Reaffirm the importance of implementing the Sustainable Development Goals through stronger partnerships, South-South and triangular cooperation, and enhanced coordination among OIC institutions, particularly in support of least developed and vulnerable Member States.
- Encourage closer cooperation with the Islamic Development Bank Group and other relevant OIC institutions in financing sustainable development, economic diversification, digital transformation and regional connectivity projects.
- Convey appreciation to Azerbaijan for its exemplary and efficient hospitality in hosting the 20th Conference of PUIC in Baku.
